Job Summary

Provides supervision, consultation, and technical advice on complex judicial and financial issues affecting the Spokane County Clerk’s Office; ensures the interests of the public and the County are secured for the monies received and maintained under the statutory designated clerk’s trust fund by the County Clerk’s Office.

TOTAL COMPENSATION: $79,531 - $107,317 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.



Examples of Duties

(Duties may include but are not limited to the following):
Directs, plans, develops, organizes, and supervises all financial related operations in the County Clerk’s Office including collecting statutory fees, fines, bonds, restitution, trust and support funds, maintaining the trust account, managing investment plans, receipting and disbursing trust funds, remitting revenues to County Treasurer; performs functions of both receipting and auditing of the statutory designated County Clerk’s trust funds that by law   (RCW 36.48.090) must be separated and not be commingled with any public funds.

Conducts analytical studies of financial and operations functions; manages multiple and complex budgeting, accounting, collections, cash management, and internal auditing functions; develops and implements systems in conformance with current legislation.

Supervises technical staff performing the financial activities in the County Clerk’s Office including selection, training, assignment and evaluation of work and administering discipline as needed.

Oversees, plans, and supervises financial quasi-judicial functions in connection with the issuance of writs, subpoenas, warrants; interprets court orders and researches court files to receive and/or disburse the Clerk’s trust funds; assists related parties to draft court orders and/or court documents; reviews court documents and reconciles the accounting records of the judgment to docket and/or execute judgments; verifies accounting records and the payoffs of satisfaction of judgments.

Analyzes the cash position of the Clerk’s trust fund, identifies investment opportunities, ensures proper trust fund liquidity, formulates investment strategies, and purchases financial securities/instruments to administer the court-level investments in compliance with RCW 36.48.090 and 36.29.020.

Advises litigants/attorneys of the case-level investment options of  their funds held in the clerk’s trust account; provides litigants/attorneys the financial consultation of reviewing investment alternatives, evaluating investment returns/risks, assessing market conditions, and making investment recommendations; manages their investment portfolios; serves as principal liaison with banks and brokers for all financial  activities.

Plans, organizes and supervises the activities of enforcing the Legal Financial Obligations payments (RCW 9.94A.760); develops and implements administrative processes and procedures for determining delinquency, locating offenders, engaging financial investigation, submitting court reports, preparing court proceeding documents, recording liens, initiating garnishment, attending hearing dockets, preparing court orders and court documents, negotiating payment agreements, analyzing funds availability, keeping confidential records, issuing warrants, conducting jail interviews, and testifying in court; ensures all policies and processes are in compliance with statutes, local and state court rules.

Confers, cooperates, and establishes effective working relationships with judges, attorneys, court personnel, other county departments, state and federal agencies, and collection agencies to conduct the activities or functions of enforcing Legal Financial Obligations payments; responds to and resolves difficult or sensitive citizen or business inquiries and complaints.

Designs and performs complex financial and statistic analysis; interprets results; provides recommendations; creates a variety of management financial and statistical reports for the County Clerk, Superior Court, and justice community as needed.

Analyzes, manages, and maintains new and enhanced computer applications, accounting and financial reporting systems, and software applications; works with Information Systems Department to develop, implement, and modify financial management systems in conformance with changes in regulations and laws.

Develops and implements accounting policies and internal controls; assures the policies and procedures adhere to the county, state, and federal audit requirements; prepares responses to the internal and external audit; provides coordination and follow-up to auditors.

Manages federal and state grants in the Clerk’s Office, including application, budgeting, reimbursement claims, receipting, remitting, and preparing the fund accounting annually.

Researches authoritative pronouncements and RCW’s as they relate to the responsibilities of the Clerk’s Office; interprets rules, administrative policies, and technical procedures to subordinates.

Advises the County Clerk on fiscal issues, financial matters, and the impact of the legislative changes.
Performs other related work as required.

 

Minimum Requirements

EDUCATION AND EXPERIENCE:  A Bachelor’s degree from an accredited college or university with major course work in finance, business administration, accounting, economics, or closely related field and five (5) years of administrative accounting experience, including at least one (1) years in a supervisory/lead capacity, which involved the application of advanced accounting principles and theories to an accounting operation in a governmental agency, banking, CPA firm or related area.

Proven experience with administration and development of automated financial or accounting applications and systems.

Graduate degree in business, accounting, finance or information systems is preferred.

LICENSE:  Valid driver’s license.

NOTE:  This position must successfully pass appropriate background check and is required to be bondable.

PAID TIME OFF

Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County. 
 
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank.  There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
 
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year.  After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language). 
 
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
 
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave. 
 
INSURANCE BENEFITS

Medical Insurance
Two plans are currently available:  Premera Blue Cross (PPO) and Kaiser Permanente (HMO).  Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.  Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL.  This benefit is paid in full by Spokane County. 
 
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month.  Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
 
RETIREMENT
 
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan.  This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
 
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program.  Roth (after-tax) option is also available through this retirement plan.
 
VOLUNTARY BENEFITS
 
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance.  The employee pays 100% of the premium.
 
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home.  Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage.  This benefit is paid in full by Spokane County.


Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars.  Premiums are automatically set up pre-tax under the FSA.
 
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance.  New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
