Summary

King County Department of Human Resources (DHR) seeks an analytical and collaborative professional to fill the role of Classification and Compensation Administrator. This position serves as the lead on a team responsible for the delivery of compensation and classification services to support the recruitment, retention, and engagement of a highly qualified work force. Reporting to the Classification and Compensation Manager, the individual in this role will be an integral member of the team and will provide critical support in both daily functions and strategic compensation initiatives.
 

The Classification and Compensation Administrator is responsible for using best practices to meet current and future business needs and to optimize service levels in daily human resources operations. Relationship-building and effective problem-solving ensure compensation and classification programs, policies, and procedures are responsive to the County's compensation philosophy, goals, and practices.
 
The successful candidate will support efforts to align and effectively integrate King County strategic initiatives and department human resources programs. You will use your strong interpersonal skills to build and maintain an effective team of human resources professionals responsible for the implementation and delivery of equitable classification and compensation programs and practices within a complex labor relations environment.

Job Duties

Successful candidates for this position will be able to clearly demonstrate skill and ability to:

  • Serve as the lead in directing the day-to-day activities of the Compensation and Classification Services (CCS) team
  • Act as a resource to high-level management in classification and compensation matters; provide contract support to labor negotiators as needed; and perform county-wide, complex, and special projects work
  • Train an effective CCS team, assign their work, make recommendations for professional development, and provide input into the performance appraisal process
  • Review work products for quality and consistency, provide appropriate feedback to CCS staff
  • Develop compensation recommendations, financial impact forecasts, fiscal notes, timelines for projects, reports on annual statistics, ordinances, and salary tables
  • Navigate the most complex and politically sensitive reclassifications
  • Present compensation analysis results and related information to unions, the executive, council, departments, personnel boards, Washington State Public Employment Relations Commission (PERC), and arbitrators
  • Evaluate and assign compensation requests for wage analyses, the creation of new classifications, or revisions to existing classifications
  • Promote an organizational culture that is focused on a shared mission, fosters continuous improvement, and embraces equity and social justice for employees

Experience, Qualifications, Knowledge, Skills

The ideal candidate for this role will:
 

  • Have extensive knowledge of complex compensation analysis and classification system techniques and principles
  • Exhibit skill in data gathering, correlating, and analysis
  • Be skilled in spreadsheet modeling, costing, and statistical analysis
  • Successfully lead, train, and mentor a team of classification and compensation professionals
  • Demonstrate skill in handling stressful situations effectively
  • Engage in and sustain positive working relationships with people from diverse cultures and socioeconomic backgrounds
  • Be able to work independently and as a team member
  • Have demonstrated presentation skills in a complex and political environment 

  

Additional qualifications that will be helpful in this role:
 

  • Ability to engage a team that is both on-site and remote
  • Prior experience providing classification and compensation services in a unionized environment
  • Knowledge of public sector, government, or other municipal agency practices

Teleworking Requirement:
The work associated with this position will be performed either predominantly by teleworking or through a combination of teleworking, complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
   
Employees will be provided with a County-issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the
