Description of Work

The Enterprise Content Management (ECM) Specialist works under the ECM Administrator to provide OnBase support. OnBase is an ECM Software Solution that is used for optimizing Court workflow processes and document management. The ECM Specialist supports end users and works with the ECM Steering Committee on planning, development, deployment and management of OnBase. Employees in this class are trained to work on OnBase tasks/projects and perform related duties as assigned.

Required Minimum Entrance Qualifications

1.    Possess a Bachelor’s degree from an accredited college or university in Computer Information Systems or Computer Science, or closely related field to include a minimum of twelve (12) semester hours or eighteen (18) quarter hours in Computer Science; OR

Possess an Associate’s degree from an accredited college or university in Computer Science or in Computer Information Systems, or a closely related field; AND Have a minimum of one (1) year full-time work experience in Information Systems to include application development and support; OR

Possess an Associate’s degree from an accredited college or university in Computer Science, Computer Information Systems, or a closely related field; AND Have a minimum of two (2) years full-time work experience in Information Systems. 

2.    Individuals with experience in Armed Service valued.

3.    Must possess a valid driver’s license.

4.    Must have reliable transportation that may have to be used to carry out job duties of this classification.

Typical Examples of Work Performed:
(The following examples are intended to be descriptive but not restrictive.)
Support ECM end users via help-desk tickets;
Provides education, documentation, and support for ECM Users;
Assists with ECM application management using various development tools;
Perform data analysis and reporting;
Develops/assists in the development, administration, testing and maintenance of ECM Software applications;
Develops and maintains databases and data systems necessary for projects and department functions;
Analyzes and problem solves issues with current and planned ECM systems; Identifies, analyzes, and interprets trends or patterns in complex data sets; Collaborates with others to interpret data systems and develop recommendations based on findings;
Adapts and integrates independently programmed software applications into the ECM environment;
Develops and maintains documentation of ECM systems; Participates in the preparation of systems analysis and systems documentation;
Performs maintenance on existing ECM software applications and collects data necessary to operate these applications;
Performs other related duties as assigned

Knowledge, Skills, and Abilities to Display:
Extensive knowledge of Microsoft Excel;
Ability to qualify requests, form relevant follow-up questions, and recommend solutions;
Ability to prioritize tasks/projects;
Familiar with programming concepts; Ability to utilize team members and other resources to find unknown solutions;
Ability to establish and maintain effective working relationships with supervisors, department representatives, fellow employees, and the general public;
Ability to give and receive oral and/or written instructions as well as to communicate effectively in both oral and written forms, ability to ask for help;
Ability to devise new procedures and initiate improvements in practices and procedures;
Preferable knowledge of ECM systems;
Knowledge of Court processes preferred;
OnBase certifications or experience preferred;
Preferred general purpose technical skills: C#, HTML/JavaScript, SQL/SQL Server

Physical Conditions / Work Location

PHYSICAL ACTIVITIES

An ECM Specialist performs generally sedentary work activity requiring the occasional lifting of objects weighing thirty-five (35) pounds or less.

ENVIRONMENTAL CONDITIONS

An employee in this class generally works in an office environment, although travel to other County locations may be required.

EVALUATION CONTENT

The selected candidate must take a post-offer medical examination (including back screen and complete physical) and drug screening test given by a County appointed physician before the first day of employment.  An offer of employment is contingent upon the results of the medical examination and drug screening test.  Applicants for County employment may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such check is conducted, an offer of employment is contingent upon the results of the criminal background check.  Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

PURPOSE

The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification in the County system.  For each opening, the Department Head has her/his choice of the candidates who meet the required minimum entrance qualifications.  This list remains in effect for three months unless exhausted or extended.

Life Insurance and AD & D Equal to employee annual salary to next highest $1,000. Max $200,000

Long Term Disability No cost to the employee, employer paid at 66 2/3% of salary after 6 month waiting period

Sick Leave 10 days per year, accumulated .385 days. per pay period
Accrual begins on first day of employment and is available to use on the 90th day of employment.
Annual Leave 13 days, accumulated .500 days per pay period. Increasing to maximum of 24 days with 20 years of eligible County service, see Personnel Rules for accumulation chart.

COLA/Longevity All employees are eligible for COLA based on the CPI and must be in pay status as of 12/1. Payment of $250 after 5 years of continuous service as of 12/1. Each subsequent year of service will add $50 to the payment. Maximum payment amount is $1,250
