This position will supervise the City Park Neighborhood Outreach team who are responsible for responding to behavioral health crisis that occur in the City Park Neighborhood of downtown Seattle. This team will operate 24/7 and provide assistance and/or intervention to persons who are experiencing crisis, homelessness, and/or behavioral health issues within the street and public areas of the City Park Neighborhood. Interventions include community engagement, outreach, de-escalation, screening by visual inspection and brief conversation to determine the need for services, and referrals for service.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment or Term-Limited Temporary (TLT) position anticipated to be 12 months in duration, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm with weekly rotation of after-hours on-call coverage.

Job Duties

  • Work with the Behavioral Health and Recovery Division (BHRD) leadership to develop and implement policies and procedure to operationalize the City Park Neighborhood Outreach Team.
  • Interview, hire and train staff.
  • Maintain a 24/7 staff schedule and determine work assignments.
  • Oversee the day-to-day operation of the City Park Neighborhood Outreach Team, monitor daily work to ensure consistency, effectiveness, and quality of service.
  • Provide direct, regular staff supervision; provide on-going training; evaluate staff performance and provide coaching, counseling and corrective action for performance issues as needed.
  • Conduct team meetings and other means of effective communication with a 24/7 team.
  • Develop and maintain strong collaborative relationships with community partners, shelters, direct service providers, and other service or resource organizations.
  • Develop and maintain working relationships with local businesses in the City Park Neighborhood Outreach catchment area.
  • Perform the duties of the City Park Neighborhood Outreach team as necessary to ensure continuous performance of the team.
  • Serve as liaison to and represent the Behavioral Health and Recovery Division within community groups.
  • Complete reports as required by the City Park Neighborhood Outreach Program.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • A Master’s degree or further advanced degree in counseling or one of the social sciences from an accredited college or university.
  • Must be a Mental Health Professional (MHP) as defined in WAC 246-341-0200.
  • Minimum of two years of work experience working, engaging, or intervening with persons who are experiencing homelessness and/or behavioral health issues.
  • Minimum of two years’ experience supervising a team in a behavioral health setting.
  • Basic knowledge of signs and symptoms of behavioral health conditions.
  • Ability to establish and maintain effective working relationships with staff, clients, and outside contacts from a wide variety of ethnic, socioeconomic, and cultural backgrounds.
  • Skill in de-escalating verbal aggression, hostile or violent behavior.
  • Effective oral and written communication skills.
  • Effective problem-solving skills using conflict resolution techniques which result in positive outcomes, and the ability to apply patience and common sense as needed.
  • Effective interpersonal skills in working with and promoting positive teamwork.
  • Ability to work independently and as part of a team that displays sound decision making in the absence of on-site supervisory oversight.
  • Current CPR card or attainable within 90 days.
  • Current Basic First Aid card or attainable within 90 days.
  • Valid Washington State Driver’s License, or the ability to travel around the County in a timely manner.
  • Must be able to pass a criminal background check on a post offer/pre-employment basis.
