Kitsap County Human Services Department and Salish Behavioral Health Organization 

The department mission for Human Services is, "To provide essential services that address individual and community needs, preserve the rights and dignity of those they serve, and promote the health and well-being of all Kitsap residents."Over 20,000 Kitsap County residents benefit from services directly provided by employees of this department or through one of the 87 department's contractors. The department administers an annual operating budget in excess of 40 million dollars with 97% of funding obtained through federal and state contracts and grants.

More than 140 members of our community are appointed by the Board of Commissioners to serve on one of 9 Human Services Boards, Commissions, and Councils staffed by employees of this department. Appointed members of our community work in partnership with employees of the department to identify individual and community human service's needs, plan and develop services, provide oversight and evaluation for accountability and service enhancements.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS:

The ideal candidate will have the ability to provide administrative and direct clinical management of children's mental health services for the three county regions that comprises the Salish Behavioral Health Organization. Successful candidates will have knowledge of mental health diagnosis and treatment techniques and practices, current mental health treatment plan and individual service plan requirements, current Washington State mental health regulations, human services planning and community organization, public policy, and service delivery over the full range of social and health services. The position requires knowledge of program supervision, including monitoring and evaluation of contracts, establishment of agreements, contract negotiating, data collection, and social service research methodologies.

Education and Experience

Successful candidates will:

* Possess a graduate degree from an accredited college or university, in one of the social sciences.

* Must be licensed as a mental health professional and must have Child Mental Health Specialist certification.

* Five years responsible professional experience in delivery and management of Children's

* Mental Health Services provided within a Medicaid funded community service organization is required.

* Candidate will have a strong community mental health clinical experience working with diverse populations in urban and rural settings.

ILLUSTRATIVE EXAMPLE OF DUTIES:

* Responsible for clinical management of the Children's Mental Health system, including inter-system meetings regarding service delivery for high needs children.

* Complete Administrative Review of each provider agency and will be responsible for assigning/monitoring any corrective action, and will conduct clinical records review and monitor quality improvement activities.

* Manage access to the State's long term children's programs, including coordinating long term care and discharge planning; managing case staffing and ensuring all staff are complying with treatment; and reviewing the clinical treatment services provided through the SBHO.

* Participate in and facilitate clinical review meetings, child/family team meetings, community hospital and CLIP treatment review, and discharge meetings.

* Serves as key liaison for network providers and subcontractors, develops and administers program policy/procedure, and serve as key liaison for the children's mental health programs.

OTHER POSITION RELATED INFORMATION:

* This position is classified as exempt from FLSA overtime.

* This position is non-represented and is governed by the policies and procedures as outlined in the Kitsap County Personnel Manual.
