Summary

The Analytics & Informatics Team Manager provides leadership, vision, and direction for all aspects of the Analytics & Informatics Team, including strategic, policy, programmatic, budget, and continuous quality improvement oversight in collaboration with the Section Chief and Deputy Chief. The position is responsible for managing the planning and implementation of informatics and analytics strategic priorities; managing, mentoring, and leading staff; and cultivating and maintaining relationships with stakeholders and partners. The position provides direction for collecting, managing, analyzing, and interpreting the Department’s communicable disease and immunization data, including COVID-19, general communicable diseases (e.g., vaccine-preventable diseases, enterics, foodborne illness, zoonotics, healthcare associated infections), acute and chronic hepatitis, immunizations, and emerging diseases. 
 
The position develops strategic proposals and priorities that will affect both near- and long-term program direction in collaboration with the Section Chief and Deputy Chief. The Analytics and Informatics Team Manager acts as a liaison with internal programs (e.g., Communications; Assessment, Policy Development and Evaluation; Community Health Services; Department of Community and Human ServicesKing County Information Technology, Emergency Medical Services) and external partners (healthcare system response partners, the Washington State Department of Health, healthcare facilities, external community and educational partners, and the public) to establish informatics and analytics strategies to support surveillance and public health decision-making for the Department related to policy decisions and resource allocation.
 
As member of the Communicable Disease Epidemiology and Immunization (CD-Imms) Section Management Team, the incumbent provides input on policies, procedures, and the organizational structure of the Section, contributes to the Section’s Business Plan, and creates a culture of a healthy organization by supporting employee engagement and professional growth opportunities, policies that promote anti-racist and trauma-informed approaches, and practices that strengthen role clarity, decision-making processes, and cross-team collaboration.
 
The position reports to the Deputy Chief and consults directly with the CD-Imms Chief.

Job Duties

Specific Duties: 
Job Function #1: Provide technical subject matter expertise for the development and implementation of analytics and informatics strategies that support surveillance and public health decision-making (0.4 FTE)

  • Recommend strategies and provide oversight for designing, collecting, processing, integrating, analyzing, interpretating, and reporting on communicable disease and immunization data. Advise on the development and use of public health databases, information management, analytical and reporting tools, and resources needed to improve timeliness, completeness, and quality of notifiable condition reporting to support public health policies, resource allocation, and decision-making for the Department and King County government.
  • Ensure that the Section has a plan for data modernization by assessing the Section’s existing public health information systems and developing strategic approaches to maintaining and strengthening the Section’s data capabilities effectively and efficiently. Ensure data modernization plans align with efforts at the state level, as well as with other partners within the health department (e.g., other sections in the Prevention Division and the Department).
  • Provide direction and technical oversight on analytics strategies and methodologies needed to meet the Section’s notifiable condition reporting and surveillance needs and establish and evaluate priorities to guide allocation of resources within the team.  Work collaboratively with key partners within and outside the CD-Imms Section and the health department to use data to help guide development of public health policies and resource allocation.  Leverage partnerships within and outside the CD-Imms Section to ensure the Department’s strategic objectives are met. Recommend and develop new local data systems and reporting strategies in conjunction with other health agencies at the state and federal levels. Oversee and inform the development of projects by consulting with internal or external partners to identify needs and build technical requirements for solutions.
  • Oversee, inform, and support implementation of public reporting and sharing of communicable disease and immunizations data.
  • Coordinate with the Public Health—Seattle & King County (PHSKC) Compliance Office, King County Information Technology, and data sharing partners to implement controls on accessing, using, and releasing communicable disease and immunization data, by developing strategies for strong data governance and privacy protections.
  • Champion and implement data practices (collection, analysis, interpretation, reporting) to advance the program’s equity values.
  • Present data to and respond to data requests from PHSKC leadership, elected officials, the PHSKC Communications Team, the City of Seattle, and the King County Office of Performance, Strategy & Budget upon request of the Section Chief.
  • Interpret data and respond to media and public inquiries pertaining to reports or data produced by the Analytics and Informatics Team.
  • Represent the Analytics and Informatics Team at local and national meetings and conferences.
Job Function #2:  Support analytics and informatics business operations within the Section, Division, and Department (0.4 FTE)
  • Develop business plans to support Analytics and Informatics Team operations, in collaboration with the Section Chief and Deputy Chief. 
  • Make recommendations to improve business productivity and performance related to collection and analysis of communicable disease and immunization data. 
  • Oversee the daily operations of the Analytics and Informatics Team. 
  • Strategize the resource and staffing needs of the program, including assessing training needs and promoting training opportunities, to meet the business objectives of the program.
  • Support clarity in roles and responsibilities for positions on the team.
  • Identify and develop new sources of funding for programs and services. 
  • Coordinate with Section Fiscal lead to develop budgets that support business needs by helping to prepare budget proposals and justifications.
  • Coordinate with King County Information Technology and other partners on policies and investments that support the Section’s strategic priorities.
  • Represent the Section on issues related to communicable disease surveillance as it relates to informatics, reporting, analytics, policy metrics, and program evaluation. 
Job Function #3: Strategize staffing needs and supervise staff (0.2 FTE)
  • Oversee staffing structure, policies, and processes. Analyze opportunities for improvements and manage resulting changes. Strategize the staffing needs of the team, including assessing training needs and promoting professional growth opportunities. Support clarity in roles and responsibilities for new positions.
  • Support hiring of staff. 
  • Supervise, mentor, train, develop, and evaluate staff. 
  • Manage personnel matters such as monitoring performance, providing feedback, and developing training plans.
  • Provide oversight, direction, mentorship and support of technical staff to support the completion of project deliverables.
  • Initiate and organize program meetings to promote collaboration across internal teams and external partners.
  • Ensure efficient and effective operations in fulfillment of the Program’s mission; lead continuous improvement activities related to operations and workforce.
  • Support active collaboration and positive working relationships among staff within the team and across the CD-Imms Section.
  • Build operational capacity, policies, partnerships, workforce, and skills to support the program in operating as an anti-racist organization.
  • Create a culture of a healthy organization and employee engagement by supporting work/life balance and professional development.


Experience, Qualifications, Knowledge, Skills

Required Qualifications:

  • Two (2) years of experience successfully leading an interdisciplinary workforce focused on communicable disease applied epidemiology. Experience developing and leading innovative informatics and data analysis strategies that support disease surveillance, control, and prevention activities. 
  • Three (3) years of advanced hands-on experience using public health principles to guide data procurement, linkage, management, analysis, reporting, and quality assurance. Advanced skill in gathering and interpreting data used in epidemiological analysis, and interpreting statistical data to inform public health decision-making, including development of policies and resource allocation.
  • Demonstrated skill in cultivating relationships to build effective teams; coordinating complex programs between and within multiple organizations; building consensus among individuals with conflicting viewpoints; and advanced skill in negotiation, problem solving, conflict resolution and decision making. 
  • Demonstrated experience with program planning and evaluation with a focus on quality improvement.
  • A robust and adaptable executive skill set including strong leadership, organization, and strategic thinking; demonstrated ability to be self-directed and adaptable, working in a multi-faceted and sometimes ambiguous environment; ability to track, prioritize and manage multiple issues and competing priorities. Advanced written and verbal communications skills, including effectively presenting epidemiological and statistical data in papers and reports to a variety of audiences, and making effective formal presentations to internal and external audiences with diverse opinions and considerations.
  • Demonstrated ability to incorporate principles of equity and social justice into program development and implementation. Strong understanding and demonstrated application of data equity principles in data policies, practices, and systems development.
  • Demonstrated effective experience related to supervisory and mentorship skills including knowledge of disciplinary personnel actions and labor relations. Experience supporting a culture of continuous learning partnering with team members on agreed expectations for how work will be accomplished; educating the team by sharing knowledge, using a coaching and mentoring approach, and exposing the team to learning and development opportunities; and supporting, recognizing, valuing, and connecting with staff to support their personal and professional well-being.
Desired Qualifications:
  • Five (5) years of advanced hands-on experience using public health principles to guide data procurement, linkage, management, analysis, reporting, and quality assurance. Advanced skill in gathering and interpreting data used in epidemiological analysis, and interpreting statistical data to inform public health decision-making, including development of policies and resource allocation.
  • Experience working in a governmental (preferably public health) environment subject to HIPAA and other data privacy regulations.
  • Masters level degree in epidemiology, biostatistics, informatics, or a related field.
  • Experience implementing continuous process improvement 
  • Experience with acquisition of grants
  • Experience with supervision, management, and mentorship in a setting with union represented employees.

NECESSARY SPECIAL REQUIREMENTS:

Work Schedule: Monday through Friday, 40 hours per week, which may include evenings and weekends. This position is Fair Labor Standards Act exempt and is not overtime eligible. 

Telecommuting:
The work associated with this position will be performed through teleworking with reporting to office location, and in person meetings as needed. Possible return in the office 1-2 days TBD. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
