King County Metro is hiring four forward-thinking and detail-oriented individuals to join the Project Control Office within the Capital Division of the Metro Transit Department.  These individuals will play a strategic role in providing contract and project administration products and services as a project team member to ensure the success of Metro’s large capital program.

Position Hourly Salary Ranges :
  • Transit Project Control Engineer I (Project Control Specialist): $29.65 – $38.52 Hourly (Nonexempt)
  • Transit Project Control Engineer II (Project Control Scheduler): $33.72 - $45.64 Hourly (Exempt)
  • Transit Project Control Engineer III (Project Control Scheduler): $38.35 - $54.08 Hourly (Exempt)
 
This recruitment will be used to fill immediate career service (CS) vacancies, special duty assignment (SDA), or term-limited temporary (TLT) opportunities. This recruitment will  create an eligibility list for future CS, TLT, and SDA positions that may occur.  Eligibility lists are valid for twelve months, or until exhausted, at the discretion of the hiring authority. If filled internally as a Special Duty Assignment (SDA), pay and duration will be in accordance with Personnel Guidelines or selected employee's collective bargaining agreement. Work Location
The primary location of this position is in King Street Center (201 S. Jackson, Seattle, WA)

Teleworking Requirement
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. In this role, you will:
 
Transit Project Control Engineer I – Job Duties

  • Review and analyze progress payments to ensure compliance with contract terms, standard work, and policies. Process payments, including packaging, routing, and tracking required documents for approval. DocuSign is used to secure required approvals per established sub-delegation of authority.
  • Gather and maintain required data for assigned contracts in the contractor payment system within Metro Transit’s Capital Management Reporting System (CMRS).  
  • Conduct compliance review, draft, and route work order agreements, change orders, and amendments, including supporting documentation for approval.
  • Maintain and update various logs (submittals, request for information, change orders and amendments, etc.).
  • Prepare closeout documentation or checklists as required by contract, policies or regulatory requirements. Secure lien releases. Coordinate with state agencies for outstanding closeout documentation.
  • Create requisitions (utilizing Oracle EBS) receipts and respond to internal and external inquiries for payment information.
  • Assist in the preparation of regular or ad hoc reporting.
  • Assist others with inputting data into the standardized template (MS Project) used for capital projects.
  • Furnish input on existing or assist with the development of new standard works and processes for the workgroup.
  • Participate in discussions at team and unit meetings on various Equity and Social Justice topics.
  • Perform other contract administration duties and related tasks as assigned.
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
We are looking for candidates who have:

  • A bachelor's degree in engineering, business administration, or closely related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge, and abilities required to perform the work.
  • One year of experience in a contract, project administration, or project control setting.
  • Knowledge of engineering and construction techniques and principles including contract administration.
  • Excellent organizational skills and attention to detail; ability to complete tasks or assignments within specified deadlines.
  • Ability to work well and respectfully within a team and establish and maintain effective working relationships with a diverse group of individuals from different various positions, cultures, and backgrounds.
  • Ability to demonstrate behaviors that include fairness, respect, inclusiveness, integrity, and ethical conduct.

Necessary Special Requirements
  • Valid Washington State driver's license (or ability to obtain Washington State driver's license upon hire) or alternate ability to travel to off-site locations.
Transit Project Control Engineer II – Job Duties
  • Develop, maintain, and closeout project schedules utilizing standardized templates consistent with established standard works, policies, and procedures.
  • Create, maintain, and track various elements of a project schedule (e.g., Costs: Estimates & Actuals, Project Activity Completion, internal resource identification & usage, Risk Register, Lessons Learned, etc.).
  • Provide support and technical assistance to team members performing contract administration services, including ensuring timely completion of assignments and tasks. consistent with contract terms and department and county procedures and policies.
  • Monitor and update Estimate-At-Completion (EACs) throughout the life of the project for reporting purposes.
  • Facilitate the gathering of resource estimates from the project team utilizing a tool created for that purpose, review data with the Project Manager or designee, and load into in project schedules.
  • Attend project team meetings as a core member to facilitate schedule updates, seek clarification and report out (either Power BI and/or dashboard as required).
  • Review and furnish comments on work order scopes for compliance with relative contract scope of work.
  • Review and furnish comments on Level-of-Effort (LOE) prepared by consultant or cost proposal prepared by the contractor.
  • Maintain and update various trackers and/or logs (CPMT, correspondence, submittals, request for information, change orders and amendments, field directives, etc.).
  • Assist construction field personnel in estimating and negotiation of proposed changed orders.
  • Prepare change order documentation and initiate the approval process.
  • Participate in discussions at team and unit meetings on various Equity and Social Justice topics.
  • Furnish input on existing or assist with the development of new standard works and processes for the workgroup 
  • Perform contract and project administration duties as assigned.
  • Participate in internal division audits as assigned and respond to audit findings associated with the assigned project(s).
  • Perform other duties as assigned.
 
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
We are looking for candidates who have:
  • Experience in scheduling/project control or costing is required. Working knowledge of scheduling and contract administration techniques and principles.  Experience must include work on a public works project and familiarity with the cost/scheduling software package.
  • Strong analytical skills and attention to detail are critical. Ability to prioritize assignments and manage rapidly changing priorities. Must be able to work on several projects simultaneously.
  • Strong customer service skills with the ability to establish and maintain effective relationships with coworkers, team members, and outside agency representatives.
  • Ability to effectively communicate in writing and in person with technical and non-technical personnel.
  • Ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds.
  • Ability to work independently on secondary tasks or assignments while performing core duties.
  • Proficiency in using a computer and programs such as Oracle Databases, MS Excel, Outlook, Project, and Word.
  • Ability to gather, analyze, and effectively present data.
Desirable Qualifications
  • Understanding of and ability to use Power BI
  • Specialized training with Critical Path Method (CPM) schedule development.
  • Familiarity with Project Management Institute (PMI) practices and/or hold a certification.
  • Experience working for a contractor or working on a construction site.
Necessary Special Requirements 
  • Valid Washington State Driver's License or ability to travel throughout King County.
Transit Project Control Engineer III – Job Duties
  • Responsible for creating and maintaining, reflective of dependencies, a comprehensive project schedule of all Zero-Emission Infrastructure Sub Portfolio related capital projects  regardless of the delivery method or funding source(s). 
  • Monitor and report project and initiative progress with spending and other reported data to project team members and leadership, as requested. 
  • Track and communicate comprehensive schedule risks along with progress on critical path item(s) to the project teams and leadership, as requested. 
  • Participate in project team meetings to maintain a high level of understanding of various capital projects comprising the Zero Emission Infrastructure Sub Portfolio. 
  • Develop, maintain, and closeout project schedules utilizing standardized templates consistent with established standard works, policies, and procedures.
  • Create, maintain, and track various elements of a project schedule (e.g., Costs: Estimates & Actuals, Project Activity Completion, internal resource identification & usage, Risk Register, Lessons Learned, etc .).

  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who have:

A bachelor's degree in engineering, business administration, or closely related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge, and abilities required to perform the work.
 
Additional qualifications include:

  • Three years of experience in construction cost and/or scheduling. 
  • Ability to understand and apply project schedule monitoring principles to capital projects in fleet procurements, fixed asset, and technology portfolios and planning studies and operating initiatives. 
  • Working experience or familiarity with cost/scheduling software packages including the ability to combine schedules for interdependent projects.
  • Knowledge of cost and scheduling techniques and principles, construction inspection techniques, and contract administration principles.
  • Proficiency using programs such as MS Word, Excel, Outlook, MS Project, Power BI, and Oracle EBS or similar software.
  • Ability to work well and respectfully and establish and maintain effective working relationships with a diverse group of individuals from a variety of different positions, cultures, and backgrounds.
  • Demonstrated ability to apply excellent customer service skills both orally and in writing, including the ability to provide professional and courteous service.
Desirable Qualifications
  • Experience with or knowledge of project management principles.
  • Experience using or implementing lean or continuous improvement principles, including standard work, etc.

Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Variations may be required depending on the demands and needs of the work. The Transit Project Control Engineer I is FLSA non-exempt and therefore eligible for overtime pay if scheduled. The Transit Project Control Engineer II & III position is exempt from the provisions of the Fair Labor Standards Act and is therefore NOT eligible for overtime pay.
