Summary

King County's Department of Local Services (DLS), Engineering Section is seeking an Administrator II to provide administrative services and support to the Engineering Section Manager, the County Road Engineer, and Managing Engineers.  

The ideal candidate for this role will be a self-starter who is skilled at organization and has excellent interpersonal skills, a keen attention to detail, an ability to stay focused in a fast-paced environment with competing priorities, and a commitment to equity and social justice.

The Administrator II will perform a wide variety of assignments to assist managers in dealing with administrative aspects of Section operations. The incumbent will independently perform assignments within established guidelines and procedures.  Assignments include conducting research, coordinating efforts of others, program development, evaluation of new policies, procedures, and various types of information, preparing reports, and solving problems with or on behalf of management. The Engineering Section consists of approximately 100 employees in mainly two locations (King Street Center and Renton campus).  If you are detail oriented, customer focused, and committed to stellar service delivery, we want you to apply!

Job Duties

  • Manage calendars and appointments primarily for the Engineering Section Manager and County Road Engineer, and Managing Engineers, as needed. 
  • Ability to exhibit calm professionalism and good humor in the face of tackling emergent issues and shifting priorities. 
  • Prepare agendas, minutes, and other meeting-related documents for the Engineering Section Management Team (ESMT) meetings and other meetings, as needed.
  • Skilled in providing strategic and operational administrative policy improvements
  • Develop and implement detailed process improvements to increase the effectiveness of administrative operations
  • Conduct research as directed in preparation for upcoming meetings. Prepare reports, charts, graphs, and other materials necessary to support or defend management positions.
  • Track and communicate deadlines for Section assignments.
  • Provide administrative supervision including performance evaluations to 3 employees: one Administrator I and two (2) Administrative Specialists III.
  • Coordinate with Administrator I and administrative specialists to ensure that policies and procedures, communications, reporting, administration, etc. are consistently being applied across the Section
  • Experience in training and mentoring direct reports in their professional development
  • Provide and evaluate project-specific information that requires interpretation of established policies, procedures, regulations, and other relevant sources and prepare recommendations to management. Successful candidate may have to deal with sensitive and/or potentially volatile situations.
  • Analyze and evaluate policies, procedures, ordinances, rules, proposed legislation affecting administrative processes and make recommendations, as directed.
  • Draft Section policies and procedures as directed, consistent with applicable King County, Washington State, and Federal requirements.
  • Prepare, summarize, proofread, and edit meeting minutes including formatting and finalizing documents, letters, memos, contracts and/or reports to ensure they conform to established procedures and customer service standards.
  • Setup, track and distribute various DocuSign documents, including CIP gate documents.
  • Recommend, establish, maintain, modify, and implement tracking and other administrative systems to track and retrieve information for Section assignments, special projects, emergency response information, training, etc.
  • Develop spreadsheets and prepare reports to track or maintain Section operations such as Alternative Work Schedules, training, boot allowance, asset inventory/tags, vehicles/parking, ferry cards, take home vehicles, etc. for the Engineering Section
  • Coordinate meetings between Section managers and representatives from other agencies.  Organize logistics and develop and prepare meeting materials, minutes, summaries, etc.
  • Responsible for Engineering Administration (RDS04) payroll.
  • Responsible for various County Road Engineer documents such as Road Vacations, Special Use Permits, Road Variances, etc. 
  • Responsible for County Road Administration Board (CRAB) reporting
  • Is the point of contact with CRAB and will coordinate staff training offered by CRAB. 
  • Coordinate with various other functions such as Human Resources/Finance/Grants/etc. on documents such as, but not limited to, performance appraisals, alternative work schedules, telecommuting forms, organizational charts, training/travel forms, CPAs/waivers, etc.
  • Other administrative duties as assigned including responding to citizens with concerns.

  • Ability to work with diverse individuals, and customers, and maintaining effective relationships at all levels of the organization, and with internal and external customers.
  • Ability to multi­ task, work under pressure, and meet tight deadlines, which may occur daily.
  • Ability to prepare and give presentations to various groups.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions, as COVID-19 restrictions permit, throughout unincorporated King County.
  
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations.
