DCHS manages a wide range of programs and services to assist the county's most vulnerable residents. The department maintains a pro-equity focus aimed at developing the systems and standards necessary to achieve better outcomes for all county residents, regardless of race, gender identity or income.

The Children, Youth and Young Adults Division (CYYAD) of DCHS seeks a K-12, Postsecondary, and Community Strategies Manager to oversee investments related to the College, Career, and Technical Education as well as the Community-Based Supports for K-12 funding categories of the Puget Sound Taxpayer Accountability Account (PSTAA) implementation plan.

WORK SCHEDULE: 
 This position is exempt from the provisions of the Fair Labor Standards Act and not eligible for overtime. Typical hours are Monday - Friday 8am-5pm.

PROGRAM DESCRIPTION:
PSTAA was created as an amendment to the 2015 State Transportation Revenue Package by the Washington State Legislature and directs that Sound Transit-related funds be used to improve educational outcomes in early learning, K-12, and post-secondary education. The State’s vision for PSTAA is described in RCW 43.79.520

Approximately $318 million of PSTAA funds are expected to become available to King County between 2019 and 2034. In September 2020, the King County Council took action to pass Motion 15673, which approved the Implementation Plan for Investment of Puget Sound Taxpayer Accountability Account Proceeds. The plan authorized investment in early learning facilities; college, career, and technical education; and community-based supports for K-12. 

Job Duties

  • Manage investments related to the College, Career, and Technical Education as well as the Community-Based Supports for K-12 funding categories of the PSTAA implementation plan. 
  • Work with internal and external partners to develop and implement program strategies in accordance with legislative requirements.
  • Facilitate the RFP process for all efforts relating to PSTAA’s College, Career, and Technical Education funding category.
  • Develop, negotiate, and manage all contracts to be awarded for the College, Career, and Technical Education as well as the Community-Based Supports for K-12 funding categories.
  • Build relationships and maintain good communication with community stakeholders, working together to achieve project goals.
  • Serve as liaison with all funded community and institutional partners, providing information and technical assistance, as needed.
  • Provide supervision, training, and work planning support to one direct report.
  • Participate in ongoing community engagement with King County Promise and Racial Equity Coalition partners; attend community of practice meetings.
  • Partner with colleagues across DCHS divisions to foster teamwork and to share best practices that promote cohesion and advance equity.
  • Document learnings that result from continuous improvement and participatory grantmaking processes.
  • Work closely with PSTAA Evaluation team in assessing effectiveness of programs.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations.
  • Ability to apply a race equity lens to all areas of the work, including supervision, partnerships, and funding decisions.
  • Demonstrated passion and commitment to ensuring children, youth and families are happy, healthy, safe and thriving.
  • At least five years’ experience building and managing new, multi-functional programs and systems that serve youth and young adults.
  • At least three years’ experience providing direct supervision, including hiring, training, and ongoing coaching.
  • At least three years’ experience monitoring programs for results and providing technical assistance to community organizations.
  • Proven ability to build and maintain trusting relationships with internal and external partners, bringing them together to work toward a common goal.
  • Ability to multi-task and complete complex, time-sensitive project management tasks with high quality and attention to details.
  • Demonstrated ability to work though ambiguity, including changes in direction or deadlines.
  • Experience ensuring compliance with legislation, contract requirements/regulations.
  • Experience with analyzing and using research and data.
  • Outstanding oral and written communications skills, including strong facilitation skills.
  • Strong problem-solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of a team.
DESIRABLE QUALIFICATIONS:   
  • Master’s degree in social work, education, public administration, or a related field and/or equivalent education and experience.
  • Three or more years of experience in multi-sector strategy development and implementation.
  • Demonstrated ability to identify systems gaps and develop strategies for improvement.
  • Experience with evaluating performance effectiveness and program outcomes, developing guidelines, metrics, outcomes and evaluation tools.
