The Development Authority of the North Country (Authority) is accepting applications for a full time position of Comptroller in its administrative offices in Watertown.  The Authority is a multi-faceted New York State public benefit corporation created in the mid-1980s. Since its establishment, the Authority has constructed, owns and operates regional water and sewer utilities, a solid waste management facility, and an open access telecommunication network.  In addition to owning/operating these facilities, the Authority administers housing and economic development programs and provides contracted water/wastewater services to municipalities in Jefferson, Lewis and St. Lawrence Counties. The Comptroller is responsible for overseeing and managing the financial operations of the Authority’s 14 operating divisions to include 1) financial accounting and reporting, 2) budget preparation, analysis and oversight 3) oversight of AR, AP and payroll processing and 4) year end audit preparation. 

QUALIFICATIONS: The ideal candidate will have a Bachelor’s Degree in Accounting; 10-15 years appropriate progressive professional experience specialization in accounting, finance, or related field; experience in government fund accounting and auditing, fiscal responsibility, leadership and management or an equivalent combination of education, training and experience may be deemed acceptable. Knowledge of Governmental Accounting Standards Board (GASB), Generally Accepted Accounting principles (GAAP), accrual base accounting, and fixed asset accounting and management; proven track record managing the financial operations of a multifaceted NYS Governmental Entity; knowledge of Financial Accounting Software, Microsoft Office and database operations; and the ability to think analytically and multi-task.
