Summary

The Office of Risk Management Services (ORMS) is seeking an innovative Finance & Administrative Services Manager who will lead the Essential Services Team, manage the Insurance Fund, establish the insurance rates, and play a key role in the development and strategy for the ORMS biennial budget. This is an exciting opportunity to join the ORMS management team and direct the financial management of the County’s self-insured program. 
 
This position will be integral to designing strategy for present and future services that we provide to our customers. This role requires strong finance and accounting skills to establish financial plans and policies, manage the accounts payable and receivable functions, work with the actuary to develop insurance funding requirements, and prepare quarterly and annual reports to the King County Council. This role requires a strategic mindset to anticipate and plan for future trends, strong communication skills for a wide variety of audiences, a continuous improvement mindset, and strong team building and employee development skills.
 
SCOPE OF JOB DUTIES:
 The successful candidate will demonstrate skill or ability to:

  • Manage the daily administration of ORMS including supervising, mentoring, and developing fiscal and administrative staff. 
  • Manage and collaborate with ORMS managers and staff on the development of the biennial budget. 
  • Review and update the methodology used to develop Insurance Fund rates, and effectively communicate the impacts of the rates to agencies.
  • Develop and link budget metrics with reporting tools necessary to make recommendations to ORMS leadership.
  • Conceptualize, develop, and implement strategies, systems, standards and plans for financial and administrative services functions. Use continuous improvement tools such as visual management, huddles, and standard work to accomplish these initiatives.
THE IDEAL CANDIDATE WILL:
  • Establish common objectives and a shared vision for the finance and administrative team.
  • Optimize work processes with a focus on continuous improvement.
  • Possess a strong background in budget development.
  • Use financial analysis to manage our financial exposure to self-insured risks and present strategic options and opportunities for risk financing.
  • Be a forward thinker in Equity and Social Justice who is able to effectively incorporate an equity lens into the work of ORMS and the county.
  • Be proficient using Business Intelligence Tools and Enterprise Resource Programs (ERP) in daily work (the county uses Oracle financials, PeopleSoft and other tools).
