Job Description:
This position, located on the Snoqualmie and South Fork Skykomish River Basin team within the River and Floodplain Management Section of the Water and Land Resources Division, involves a combination of coordination, planning, outreach, analytical, and implementation work. This position will be responsible for a variety of activities in support of implementing flood risk reduction programs and projects.
 
This position is responsible for managing complex programs and projects using independent judgment with limited supervision. Responsibilities include supporting the coordination and project management of the King County Flood Control District's work program for the basin, based on the actions described in the 2013 King County Flood Hazard Management Plan, the District's 6-year Capital Improvement Project (CIP) plan, and in context of other King County goals and objectives.
 
Primary Job Duties:

  • As an integral member of multi-disciplinary teams, implement flood risk reduction project and program recommendations identified in the District's 6-year Capital Improvement Project list.
  • Build relationships through effective communication and outreach efforts for the Snoqualmie and South Fork Skykomish River Basin team. Lead development of stakeholder, public and tribal outreach planning and activities. Conduct resident and property owner contact, communication and outreach to facilitate project implementation serving as a liaison between technical staff and property owners.
  • Coordinate with internal King County staff from other watershed programs (e.g., salmon recovery, agriculture, stewardship), partner jurisdictions, and associated regional projects to work collaboratively on river and floodplain management projects and address technical issues.
  • Lead and/or participate in all phases of capital project planning and management according to WLRD Project Management Manual. Implement work program items, including flood risk assessment, levee conditions assessment, planning, policy development and coordination.
  • Develop and oversee consultant contracts to support capital and programmatic projects.
  • Review data, reports and technical documents and prepare and present summary information to technical staff, elected officials, management, and the public.
  • Participate in development of planning and technical products such as evaluation of alternatives for capital projects and program initiatives to support recommendations.
  • Participate in flood warning and emergency response programs and activities, including Flood Warning Center, flood patrols, and post-flood inspections.
  • Coordinate with federal and state agencies on projects and programs.
  • Manage flood hazard reduction efforts, including home elevations and at-risk property acquisitions.
  • Conduct research and analysis to develop policies, strategies, issue papers and recommendations in collaboration with regional partners and stakeholders.
  • Support budget development consistent with work program priorities and projects.

Competitive candidates will have:
  • Bachelor's degree in environmental science, natural resource management, urban/regional planning, communications, public administration or related field; and at least five years of increasingly responsible program and project management work that is commensurate to the primary job functions of this position.
  • At least three years of experience working in complex, multi-party project management, natural resource planning efforts with a demonstrated knowledge of interjurisdictional governance public planning processes and resources management.
  • Knowledge of the methods and techniques utilized in the production and presentation of written and graphic material.
  • Ability to communicate effectively, both in writing and verbally, on technical and policy issues with varied levels of staff, consultants, business and professional groups, residents and property owners.
  • Ability to deal tactfully, work collaboratively, and build consensus with diverse groups and individuals including elected officials, residents, representatives of other county, city, state and federal agencies, the public, community groups, and organizational colleagues.
  • Ability to manage projects, including developing scopes, schedules and budgets, and communicate changes and risks to supervisors.
  • Ability to effectively plan, organize, and prioritize work daily.
  • Ability to exercise initiative and judgment within the scope of the position with minimum oversight.
SUPPLEMENTAL INFORMATION:
Desirable experience:
  • Master's degree in related field.
  • Familiarity with river and floodplain management, watershed planning, water quantity and quality management, and the Endangered Species Act.
  • Knowledge and understanding of King County (or equivalent), state and federal flood hazard codes, regulations and principles, and familiarity with associated disaster preparedness, mitigation and recovery programs.
  • Experience with the planning, permitting and/or construction phases of flood hazard reduction or related capital projects.
  • Experience with and knowledge of salmon habitat recovery planning efforts and other land use and natural resource management issues in King County.
  • Knowledge and experience working in the Snoqualmie and South Fork Skykomish River Basin.
  • Facilitation skills with demonstrated ability to run and facilitate meetings, including public meetings.
NECESSARY SPECIAL REQUIREMENT: A valid Washington State Driver's License and the ability to travel throughout King County in a timely manner.

PHYSICAL REQUIREMENTS: This position requires the ability to conduct occasional physical site inspections and evaluation. There is an intermittent need to walk on uneven terrain, for limited periods of time. Field conditions include brushy, forested environments; rivers, streams and wetlands; and slippery, uneven surfaces and dynamic conditions in the outdoors.

SCHEDULE:  This full-time position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. This position is based on a 40-hour workweek.

WORK ENVIRONMENT: Heavy workloads, deadline pressure and interruptions due to changing priorities are not uncommon. Work is performed in an office environment, with occasional time spent performing field site inspections. Participation in flood warning and emergency response programs and activities can involve unscheduled work in excess of 12 hours per day and during all hours of the day that may include evenings, weekends and holidays to provide 24/7 service when warranted by conditions.
