Columbia Basin College ("CBC" or the "College") seeks a Program Coordinator for the Running Start and High School Completion programs.  The Program Coordinator provides high quality services and support, and acts as the primary contact for prospective and currently enrolled students. This position will coordinate the intake, registration, and payment processes, as well as provide program information including policies, deadlines and procedures. The Program Coordinator position requires proficiency in the skills necessary to maintain and monitor department budgets, as well as access and extract data in the Student Management System (SMS). The Program Coordinator reports to the Director for Running Start.

Primary Responsibilities

  • Provide information to students, parents, staff, public and outside organizations on the Running Start Program content, policies, and procedures;
  • Provide primary intake coordination for the Running Start Program;
  • Process Running Start applications, including student data input; determine appropriate coding;
  • Coordinate registration implementation and processing, while maintaining Enrollment Verification forms and registration records;
  • Interact with students, staff, the public and/or agencies in carrying out scheduling and intake activities;
  • Use the scheduling and tracking functions of SARS and Outlook to schedule appointments and meetings as well as provide statistical reports;
  • Use word processing, graphics, statistical  spreadsheets and/or database software;
  • Run duplicate system Identification ("SID") reports and correct information in the SMS system;
  • Provide primary intake coordination for the Running Start and High School Completion Program; 
  • Evaluate high school transcripts for the High School Completion program;
  • Represent the program to clients, participants and/or members of the public; correspond with high school counselors or other high school staff regarding missing information and forms; assist with distribution of information; confer with other campus departments and outside agencies;
  • Exercise independent judgment in interpreting and applying rules and regulations;
  • Create, support and maintain Running Start website and social media; develop and make public presentations on program related topics;
  • Process requisitions using Procure + Software and P-Card;
  • Assist in planning, implementing and evaluating Running Start policies and procedures;
  • Provide back-up assistance in the Counseling and Advising Center to students and the public for all Counseling and Advising needs;
  • Assist the Running Start Director with managing, facilitating and distributing the Running Start Enrollment Report on a monthly basis; and
  • Other duties as assigned.

Required Qualifications

  • Associate's degree or equivalent from a regionally accredited college or university; and
  • One (1) year of full-time clerical experience.
Preferred Qualifications:
  • Two (2) or more years demonstrated experience in higher education.

TERMS OF EMPLOYMENT:

This position is a twelve (12) month per year full-time classified position.  The typical work hours are Monday through Thursday 7:00 a.m. to 4:30 p.m., and Friday 7:00 a.m. to 12:00 p.m.; however, work hours may vary due to work demands and some evenings and weekends as required.  The position is overtime eligible, and is available immediately.

PHYSICAL REQUIREMENTS:

  • Occasional need to lift at least 20 pounds;

This is a bargaining unit position. Pursuant to a collective bargaining agreement, the successful applicant must (1) become a member of the Washington Public Employees Association (WPEA), (2) pay a representative fee, or (3) pay a non-association fee within 30 days of employment.

Effective date of coverage

Vision
Employees do not pay a separate premium for vision coverage; it is covered under the medical plan. Optical service frequency and hardware (glasses, contact lenses, etc.) vary depending on type of plan selected.
 
Waiving Medical Coverage
Employees may waive health enrollment if they have other comprehensive group medical coverage. If you have existing coverage through your spouse or domestic partner, please contact the plan directly to see how the plan will coordinate benefits.
Although employees may apply to waive medical coverage, employees must enroll in dental, basic life and basic long-term disability insurance (no monthly premium cost to the employee).

MEDICAL FLEX SPENDING ACCOUNT (FSA) & DEPENDENT CARE ASSISTANCE PROGRAM (DCAP)

The FSA and DCAP plans are offered by the College and The State of Washington. They are calendar year, pre-tax, spending programs you can use to set aside money for eligible expenses. Both plans are offered as payroll deductions.
The Flexible Spending Account (FSA) is a PEBB sponsored benefit program that allows you to use pre-tax money to pay for certain out-of-pocket medical expenses. An FSA can save you 25 - 40% on your eligible expenses.
Annual contributions in 2013 can be between a minimum of $240 to maximum of $2500.
As a "use it or lose it" IRC governed plan, medical expense reimbursements can be requested for employee, spouse, or IRS eligible dependents.
The Dependent Care Assistance Program (DCAP) allows you to save on child or elder care expenses (e.g. babysitting, daycare, in-home care for an older dependent incapable of self-care).
 
Eligibility
Permanent employees, lawful spouse, qualified same-sex domestic partner and dependent children up to 26 years of age.
 
Effective date of coverage
First of the month following the date of employment for basic coverage; for optional coverage,
amounts become effective the first of the month following approval date or for guaranteed issue amounts, the first of the month following signature date on the form.

Basic Coverage*

Voluntary Accidental Death and Dismemberment for employee, lawful spouse, qualified same-sex domestic partner and family is available at an additional cost to employee.
Life Insurance Evidence of Insurability may be required for certain supplemental coverage amounts.
 
Basic Plan*
Provides 60% of the first $400 pre-disability monthly earnings, reduced by any deductible income.
The maximum benefit is $240 per month; the minimum benefit is $50 per month. Benefits begin after 90 days of disability or the period of accumulated sick leave, whichever is longer.
*Basic Coverage is employer provided at no cost to the employee.

Optional Plan
There is an optional plan that pays 60% of pre-disability monthly earnings, reduced by any deductible income, and is available at an additional cost to employee. Maximum benefit $6000 per month; minimum benefit is $240 per month. Cost for the optional plan is determined by employee type and waiting period selected.
Eligible employees will have a Washington state-sponsored retirement plan through one of two administrators. The Washington State Department of Retirement Systems (DRS) administers the Public Employee Retirement System (PERS) for classified and admin/exempt employees and Teachers Retirement System (TRS) for faculty. The Teachers Insurance & Annuity Association-College Retirement Equities Fund (TIAA-CREF) administers the State Board Retirement Plan (SBRP) for admin/exempt employees and faculty.

Credit classes
Permanent classified, faculty, adjunct faculty and administrative employees of CBC may take almost any credit class on a space-available basis if requirements and prerequisites have been met. The basic cost is $5.00, plus any fees associated with that class. Hourly and probationary employees are not eligible for this reduced tuition.

VACATION, SICK LEAVE, & HOLIDAYS
Vacation & Sick Leave
Classified staff, full-time and affiliated faculty members, and administrative staff accrue vacation and sick leave at rates determined by their employer group. Employees represented by a bargaining unit should refer to their negotiated agreement for accrual rates.

Personal Holiday
In addition to accrued vacation and college-wide holidays, classified and administrative staff may select one personal holiday each calendar year. Personal holidays are not cumulative and lapse at the end of each calendar year. A newly-hired classified staff member may not take the personal holiday during the first four months of employment.
