Summary

The Department of Adult and Juvenile Detention (DAJD) is seeking a Chief Financial Officer.  While strong technical skills are a focus, DAJD is looking for a leader. Candidates should have strong communication and facilitation skills and high emotional intelligence. Reporting to the Department's Chief of Administration, this position is responsible for a large department's financial policy development, strategic long-range financial planning, overseeing the departmental budgeting process for capital and operating budgets and overall finance, payroll and budget.

The purpose of this position is to manage and lead financial operations and ensure the integrity of the department's budget while meeting the department's mission, vision and goals. This position serves as the department's financial and budget liaison and spokespersons to internal and external King County stakeholders.
 
The Department of Adult and Juvenile Detention is responsible for the safe and humane detention of both adult and juvenile felons and misdemeanants, pretrial and sentences for one year or less; and it administers jail services contracts with 39 municipal jurisdictions in King County to house pretrial and sentenced misdemeanants. In 2018, the Department has an operating budget of $137 million and an authorized and budgeted staff of approximately 900.

Job Duties

Position Focus:
The incumbent is responsible for the department's overall finance, payroll and budget functions, which include financial monitoring and revenue generating services and programs. Incumbents are the key financial contact with external and internal stakeholders on behalf of the department, including elected officials, and regulatory agencies.

Primary responsibilities of this position will include, but not be limited to:

  • Overseeing finance operations and budget development/submittal of the operations and capital budget for DAJD.
  • Provide monthly financial status reports; manage jail services rates for contracting agencies; develop and implement financial plans for various funds, including the Inmate Welfare Fund.
  • Ensure financial staff compliance with federal and state (pass through) grants; oversee and manage complex budgets (DAJD's General Fund, Inmate Welfare Fund, Children's Welfare Fund).
  • Oversee complex trust accounts (Inmate, Bail, Children's and Work Release); work with finance staff on accurate and timely payroll for approximately 900 employees with 12 different labor agreements; and ensure accurate payables and receivables.
  • Work with internal and external auditors.
  • Oversee/manage Inmate banking (trust accounts) and commissary:
  • Oversee fiduciary responsibilities for inmate trust accounts (DAJD is the bank for inmates); develop financial policies for represented and non-represented staff; serve as the key financial contact for internal and external customers, including council members and staff; provide guidance to staff including the department's finance team; oversee complex trust accounts (Inmate, Bail, Children's and Work Release); oversee commissary for approximately 2000 inmates.
  • Serve as member of the department's leadership team, supervision of staff, personnel matters.  Contract management for jail services agreements, inmate telephone services and video visitation.
  • Develop and implement the department's financial policies and standard operating procedures on budgeting and financial matters.
  • Perform other duties as assigned within area and scope of responsibilities.

Experience, Qualifications, Knowledge, Skills

The ideal candidate will have:
  • Demonstrated leadership skills; leading, coaching and developing people and programs and able to collaborate effectively with both internal and external stakeholders.
  • Bachelor's degree in business, economics, public administration or accounting.
  • Progressively responsible experience in public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting.
  • Knowledge of GAAS auditing standards and GAAP accounting principles.
  • Project management skills, including the ability to marshal resources and orchestrate multiple activities to accomplish goals.
  • Demonstrated administrative and analytic skills preparing and/or coordinating work programs, business plans, budgets, and policies/procedures.
  • Experience designing, developing performance measures, and measuring work processes, including monitoring of process, progress and results. Ability to re-engineer work processes when needed.  Skilled in continuous improvement and change management initiatives.
  • Proven ability to analyze financial and performance data and develop recommendations for management for decision-making.
  • Demonstrated skill in effectively presenting/communicating complex financial and performance information to a wide range of audiences.
  • Exceptional organizational and project management skills with the ability to produce quality work within tight deadlines.
Highly desirable candidates will also possess:
  • At least 5 years of Oracle EBS and Hyperion experience
  • Activity Based Costing knowledge
  • Continuous Improvement methodology, knowledge and experience
  • CPA and/or CMA certification

This position generally works Monday through Friday, 8:00 a.m. to 5:00 p.m., but the hours will vary depending on activities. Some weekend and evening work may be required. This position is exempt from the overtime provisions of the federal Fair Labor Standards Act (FLSA), meaning that you are not eligible for overtime pay or compensatory time accrual. This position is not represented by a union.

Work Location: DAJD Administration Division, located in the King County Courthouse in Downtown Seattle, WA. Work duties will require occasional access to the adult and juvenile detention facilities and offices in other buildings, including the Maleng Regional Justice Center in Kent, WA.
