Vacancy with the Tulare County Resource Management Agency in Visalia. This recruitment will establish an employment list to fill current and anticipated future vacancies. The life of the list is six months.

Typical Duties

Assist with routine office or field engineering work; assist in checking subdivision maps, land surveys, municipal and district boundaries; calculate distance, lines, direction and elevations in surveying tasks using various tools such as tapes, plum bobs, tension meters, hand levels and sight rods; help in sampling and testing groundwater at County landfills/solid waste sites; prepare maps and drawings from sketches and notes, using manual and computer assisted drafting (CAD) methods; make routine computations in assisting with technical problems; assist in monitoring construction projects to ensure work is being completed in accordance with project plans and specifications and assist in determining progress payments for work performed; keep records and make simple adjustments to equipment such as radar meters, traffic counters, and groundwater sampling equipment; drive mobile equipment for survey and sample crews, and may help in soils investigations.

Employment Standards

Education/Experience:  Any combination of education and experience that could likely provide the required knowledge, skills and abilities is qualifying.  A typical way to obtain the required knowledge, skills and abilities would be completion of the twelfth grade with courses in algebra, geometry, trigonometry and drafting. 
 
Knowledge of:   Basic algebra, geometry and trigonometry; simple drafting equipment and usage.
 
Skill/Ability to: Make accurate, basic engineering math calculations; read and interpret technical materials such as maps, procedural and operational manuals; communicate technical information to others orally or through sketches, diagrams, and drawings; compute data and keep legible and accurate records; read numbers or precision measuring instruments such as dials, meters, and tapes; apply safety rules; work closely and cooperatively with small crew. 

Desirable Employment Standards: Ability to speak, read and write fluently in Spanish.

Conditions of Employment:  Possession of, or ability to obtain, an appropriate, valid California driver's license. Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted. Some job classes may also require a physical exam.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life).  This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement:
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.


Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave. Sick leave buy back program after 3 years of service.

Group Term Life Insurance and AD&D:  $10,000; Provided by Standard Insurance Company.

Disability Insurance:
Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
