Summary

The Solid Waste Division (SWD), Recycling and Environmental Services Section (RES) is inviting applications for a Project/Program Manager II (PPM II). We are looking for an enthusiastic team player to provide a wide range of functions, including policy, grant administration, education, partnerships, infrastructure development, and recycling market development with a key focus in organic materials, to move the County towards Zero Waste of Resources and its circular economy agenda.
 
Responsibilities of this position include helping deliver the RE+ plan and coordination with multiple stakeholders, analysis, research, planning and policy development, grant administration, and contract management, to strengthen markets for recycled materials and divert material from disposal in line with SWD’s strategic and climate goals. Typical projects involve interagency, inter-jurisdictional or multi-disciplinary coordination to develop and/or implement analyses, plans, policies, and budgets. Work is performed independently and in close coordination with other program managers and the RES Supervisor.  The position will play an important role in shaping and delivering the forthcoming Re+ regional plan that will move the region to a more circular, low-carbon and equitable future for all. Permanent Teleworking Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location:  Primarily teleworking and occasionally King Street Center - 201 South Jackson Street, Seattle. There will be an expectation to travel to various worksites throughout King County as needed to carry out job responsibilities.
 
Work Schedule:  This position works 8 hours per day, M-F, 8:00 am to 5:00 pm. It is non-exempt from FLSA provisions and is over-time eligible. Under certain circumstances, one’s schedule may be modified once the probationary period is completed to accommodate flexible schedules. During the legislative session, schedules will vary and include work at night and on the weekends. This position is represented by Teamsters Local 117.
 
About Solid Waste Division:  The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use and regenerate natural systems.  The Recycling and Environmental Services (RES) Section leads the Division’s efforts on recycling and composting, product stewardship, policy, developing end markets for recycled materials, environmental stewardship, and several compliance programs. Notable among those are the Waste Stream Compliance & Enforcement Program, green building, household hazardous waste and “Wastemobile” service, school education, and resource recovery.
 
Example of Job Duties:

  • Implement portions of the RE+ Plan, fast start initiatives and other programs that support SWD plans and goals.
  • Provide in-depth program management to sustain current and develop new markets for recycled products with a focus in compost and organics, and other materials as appropriate.
  • Recommend policy and program areas for SWD investment to sustain and develop organics recycling markets. 
  • Support the distribution of county funds through the RE+ grant programs that help move the region towards zero waste of resources.
  • Coordinate work with community groups and build racial equity considerations into all policy efforts of the KCSWD.
  • Engage in market development efforts with regional stakeholders.   
  • Coordinate or participate in programs or actions involving multiple agencies, partner organizations, and community groups. 
  • Manage projects involving multi-agency teams, including budget/expenditure oversight, such as Compostwise, 'Food Too Good To Waste', and other campaigns and initiatives. 
  • Manage scope, schedule, and budget of contracts and projects.
  • Research and gather information to update and keep programs and projects current. Develop program recommendations.
  • Develop, build, and maintain strong relationships with stakeholders in the recycling community.
  • Assist with contract procurement and manage consultant contracts related to policy development including drafting plans and reports, program budgets and scopes of work.
  • Assist with SWD planning and development of policies as required.

  • Ability to build and maintain positive working relationships and partnerships with a variety of partners, stakeholders, and interest groups, including, but not limited to various county and/or state agencies, organizations, and associations.
  • Experience managing grant programs and/or contract management. 
  • Ability to successfully work with multidisciplinary teams, matrix-based organizational structures, and coalitions.
  • Strong project management skills with the ability to manage multiple projects and meet deadlines with high attention to detail.
  • Demonstrated ability to work with program management and various project teams to achieve results within specified deadlines. 
  • Demonstrated skill in written and oral communications and making presentations.
  • Demonstrated skills in translating technical information and goals into specific action steps necessary to cause public policy changes to be adopted. 
  • Demonstrated knowledge and experience implementing recycling/waste management (programs and/or policies), environmental, circular economy and/or climate change policy, and demonstrated knowledge of environmental issues.
