Job Summary

Please note, this position is with the Office of the Chancellor at the PA State System of Higher Ed, not Kutztown University.  KUHR is only providing HR administration for this search.

This position will be primarily remote, but occasional travel required to the State System Offices in Harrisburg and State System University locations, so the successful candidate will be a resident of Pennsylvania. 

This position is open to current PASSHE employees only at this time.

Reporting to the Vice Chancellor and working in consultation with the Assistant Vice Chancellor of Academic Affairs, and in close collaboration with universities and other units in the Office of the Chancellor, the Executive Director for Administration provides strategic leadership in achieving priorities of Academic and Student Affairs, the Office of the Chancellor, and System Redesign. The Executive Director will have latitude for innovation, problem-solving, and improving processes and procedures to fulfill her/his responsibilities, which include but are not limited to:

  • Provide system-level coordination and support for academic sharing including annual timeline for requests for new program sharing, analysis of programs appropriate for program sharing vs. moratorium at the local campuses, alignment with CPP data;
  • Manage all information and communication on ASA SharePoint sites and, in consultation with Public Relations, the external site;
  • Manage the Technology Transfer process and procedures, providing for training of university personnel and recommending planning, developing improvements in processes and procedures when deemed necessary and feasible;
  • Serve as system export control officer, provide resources and training for export control at the universities;
  • Work collaboratively with the universities to launch and manage a portfolio of projects in alignment with System Goals including projects such as:
    • Support enrollment management officers in implementation of the EM playbook.
    • Support the holistic advising implementation in alignment with the CBA;
    • Support the implementation of mental health and wellness initiatives in alignment with the CBA
  • Support the development and implementation of training of personnel (i.e. Deans, chairs, Vice Presidents) specific to implementation of data dashboards, CBA, CPP, program array tool and other areas as needed.
  • Coordinate ASA-related system RFPs and contracts with procurement and university functional groups;
  • Serve as liaison to university functional groups as assigned by the Vice Chancellor;
  • Draft reports, background papers, research, and administrative procedures for the Vice Chancellor as requested:
  • Other duties as assigned.

Minimum Qualifications

  • A master's degree (or evidence of completion by start date) in an academic discipline from an accredited institution
  • A minimum of five years of experience in higher education including progressively responsible administrative experience in Academic Affairs

Preferred Qualifications

  • Demonstrated knowledge of higher education issues and policy, including export control and technology transfer
  • Demonstrated ability to manage multiple complex projects independently working including working with a variety of governance structures, tracking desired outcomes/deliverables, tracking issue/risk escalation and resolution, project deliverable creation and support
  • Demonstrated knowledge of educational technology 
  • Evidence of outstanding interpersonal skills and a commitment to collaboration and collegiality
  • Strong oral and written communication skills
  • Demonstrated knowledge of and commitment to assessment and continuous improvement 
  • Demonstrated ability in establishing partnerships and collaborations
  • Ability to analyze complex data
  • Understanding of the interrelationship between academic affairs, student affairs, and enrollment management in the operation of a university.
