Summary

During this time where Department of Public Health - Seattle & King County is in the center of COVID response engagement, the best fit accountant for this position will be proficient and able to quickly learn and provide the necessary support to the Accounts Payable and General ledger unit. The job requires performing a variety of accounts payable and general ledger accounting functions. These may include but not limited to maintaining ledgers, preparing and posting various entries to the general ledger, preparing reconciliations for various general ledger accounts, reviewing initial entries, processing several accounting entries, providing information for the budgeting process, preparing year-end accruals and interacting with customers and vendors to resolve and provide technical support. The position may also have an oversight and coordination role over P-card purchases, gift cards, fixed assets as well as small funds. This short term position requires ability to quickly learn several computer programs and government accounting practices mostly in a virtual setting.

This position will last for 6 months, with a possiblity of extension.
 
 Who May Apply: This Term-Limited Temporary position is open to the general public. If you are an Career Service King County employee and would like to take this position as a special duty assignment, you must have approval from your current supervisor.
 
 Work Location: Downtown Seattle, Chinook Building, 401 5th Avenue, Suite 1200, Seattle, WA, 98104.
 
 Work Schedule: The normal work week is Monday through Friday, 40 hours per week. Remote working may be an option. This position is subject to the Fair Labor Standards Act and is overtime eligible.

Job Duties

GENERAL LEDGER

  • Performs monthly balance sheet accounts reconciliation
  • Understanding of modified accrual basis and year end accruals
  • Perform and understand reconciliation between several side systems
  • Create adjusting journal entries as needed Prepare multiple accounting entries to move charges onto correct grants or County-funded projects in accordance with County policy. 
  • Assist and provide guidance to the sub recipient monitoring team on evaluating the financial data submitted by community partners being funded by the grants. 
  • Provide ongoing support to program staff by reconciling ledgers, identifying allowable and unallowable charges in the County's financial system for various grants and preparing financial reports for program staff. 
  • Petty cash handling, filling and general support
  • Ensure reversal of all accruals in the new year
  • Analyze and Summarize various reports from KC Accounting software
ACCOUNTS PAYABLE
  • Provide support in management P-cards and Gift cards
  • Follow up and ensure closing of open PO’s
  • Process travel expense reimbursement 
  • Review invoices and initiate payments of invoices in oracle EBS
  • Performs other financial duties and special projects as assigned.
  • Coordinate and oversee P-card transactions
  • Work with vendors and program staff to address discrepancies on invoices and statements
SYSTEMS – preferred computer knowledge

  • Microsoft 360 – SharePoint, Teams and others

Experience, Qualifications, Knowledge, Skills

  • Ability to understand and take part in the life cycle of accounting transactions
  • Demonstrated capacity of reporting and analyzing financial information
  • Strong skills in reconciling complex accounts and understanding of how to rectify discrepancies
  • Demonstrated knowledge of governmental laws and regulations, such as 2CFR200 
  • Demonstrated knowledge of and skill in governmental accounting; 
  • Demonstrated knowledge of and skill in applying various financial and accounting principles, practices and methods; 
  • Demonstrated knowledge of and the ability to apply federal, state, and local legislative guidelines; 
  • Demonstrated skill in utilizing computerized, manual, and automated financial management systems; 
  • Skill in communicating effectively both orally and in writing; 
  • Skill in maintaining effective working relationships and working with a variety of individuals representing diverse cultures and backgrounds; 
  • Demonstrated skill in creating complex computerized spreadsheets and word processing documents; 
  • Demonstrated skill in evaluating and recommending internal controls; 
  • Skill in adjusting to changing priorities and handling multiple tasks simultaneously with attention to detail; 
  • Skill in exercising sound professional judgments in maintaining confidentiality, releasing information and forecasting consequences of decisions made and recommendations offered.

 OR: 
  • Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.

Desired Qualifications:
  • Bachelor degree in accounting, business administration preferred; 
  • Advanced aptitude with Microsoft Excel including pivot tables, VLOOKUPs and macro creation;
  • Demonstrated knowledge of accounting structure, policies and operating programs of the county
