Job Description:

The Division of Workforce Development at STCC seeks an innovative, collaborative, and proven leader to serve as the Director of Innovation and Program Development. The Director will develop and pursue funding opportunities to provide high quality workforce training and life-long learning programs in line with institutional and regional priorities.  Reporting to the Assistant Vice President of Workforce Development, the Director will identify program opportunities and design new programs and curriculum in collaboration with faculty, employers, and community partners.

The Director serves as a key Workforce Development Division leader charged with non-credit curriculum design and program development and implementation, delivering excellent services and actively contributing to our institution-wide enrollment, retention and completion efforts as well as our diversity, inclusivity, and equity goals.  The Director works comprehensively across the division and all funding streams to facilitate integrated leadership regardless of the audience (participants, Workforce/division staff and instructors; DESE; DHE; MassHire; Federal; STCC full-time faculty; college administrators, etc.)

REPORTS TO: Assistant Vice President of Workforce Development

Job responsibilities include, but are not limited to:

  • Works collaboratively in a diverse, inclusive and student-centered environment, and with current and prospective students and staff of various learning styles, cultures, identities, and life-experiences.
  • Designs, maps out, monitors, and archives current and new curriculum, programs, training and college and career pathways in collaboration with Directors, Deans, subject-matter experts, and partners.
  • Conducts ongoing labor market data analysis to evaluate the viability of new and existing programs, regional industry & partner needs, and recommends innovative changes to maintain the relevance of programs and services to meet student and institution needs.
  • Researches educational trends and best practices in curriculum design and program development.
  • Researches potential opportunities and identifies grant opportunities in line with priorities to enhance training needs and/or expand upon service delivery.
  • Strategically designs, executes, and maintains a multi-year non-credit course workforce training and life-long learning catalog in line with institutional and regional priorities.
  • Attends industry and community engagement events as needed.
  • Represents the College and department at appropriate state meetings and planning sessions as they relate to assigned areas of responsibility.
  • Liaises with funders and the Regional Employment Boards.
  • Develops and maintains constructive and cooperative working relationships with industry and community partners.
  • Develops effective partnerships with businesses, industries, and community agencies and collaborates with them to support the design, development, marketing, and delivery of customized training solutions.
  • Provides consultation to local businesses and industries to assess and identify workforce needs, complete gap analysis, construct & propose customized training solutions, and assists with program implementation.
  • Provides technical assistance to industry and community partners to compile information to support the submission of grant applications (e.g. Workforce Training Fund or Foundation funding).
  • Maintains and utilizes multiples sources of data to evaluate program performance/effectiveness and training materials.
  • Develops and utilizes needs assessments, surveys, and feedback tools & processes to identify training needs and justify the development and implementation of new services.
  • Evaluates training materials, modes of training delivery to optimize training effectiveness, costs, and impacts.
  • Develops alternative training methods if expected outcomes are not seen.
  • Prepares and shares accurate monthly service delivery and financial outcome reports.
  • Ensures compliance with accrediting commissions and licensing requirements.
  • Ensures compliance with college policy and procedures, and applicable state and federal statutes, regulations and policies.
  • Actively recruits, hires, onboards, supervises and evaluates program managers and other staff as needed or assigned.
  • Identifies resources to support the professional development of staff.
  • Develops protocols and facilitates team meetings, committees and professional learning communities grounded in a culture of reflective practice informed by data, high expectations, and continuous learning.
  • Assists the Division with meeting strategic goals in support of College priorities including Diversity, Equity and Inclusion, employee engagement/professional development and improving efficiencies, including the embrace of technology in the workplace.
  • Collaborates in the planning and implementation of initiatives that further the Division's strategic goals.
  • Collaborates with the Director of Instruction & Assessment to develop, align, implement, and assess rigorous standards-based curriculum, data-driven instruction, and assessments.
  • Collaborate with the Director of Recruitment, Retention & Transition to track student outcomes, implement support systems, and increase access for all learners.
  • Collaborates with the Director of Operations to monitor costs, review the budget, justify expenses, discuss operational needs, and ensure programs and grants compliance on a weekly basis; to develop and implement systems and structures to promote effective operations of the Division; to evaluate the viability of new and existing programs, regional industry & partner needs, and recommends innovative changes to maintain the relevance of programs and services to meet student and institution needs.
  • Collaborate with the Director of Operations and the Director of Instruction & Assessment to identify and pursue funding opportunities.
  • Collaborates within and across divisions to align services and improve the College's ability to serve students with intention and excellence.
  • Collaborates with institutional research, academic affairs, marketing/communications, etc. to review and report out on data, ensuring effective communication of program information and institutional outcomes.
  • Completes special projects and other responsibilities as needed or assigned.

SUPERVISORY RESPONSIBILITIES:

The Director of Innovation & Program Development is responsible for supervising and evaluating program managers and other staff as assigned, to support the enrollment, coordination, and quality of day and evening programs in line with curricular design.

WORKING CONDITIONS/PHYSICAL DEMANDS:

Work is generally performed in an office setting with comfortable environmental conditions. This position is stationary 50% of the time and frequently needs to move about inside the office department, and throughout the campus community, and outside of campus as needed. Constantly operates a computer and other office machinery, i.e. calculator, copier, etc. The person in this position frequently communicates and interacts with employees, faculty and the students in person and/or virtually.


Requirements:

  • Bachelor's Degree; Master's Degree in education, higher education, or closely related field preferred.
  • MA DESE Administrators' license preferred.
  • At least 5 years of relevant experience (curriculum & instructional leadership, workforce development, program development & evaluation, adult learning, management).
  • At least 3 years of supervisory and training experience.
  • At least 3 years of business development and/or consultative sales experience, direct sales or donor solicitation, projecting & leading sales efforts resulting in high quality training and surplus revenue preferred.
  • Ability to think critically and creatively to solve problems and improve programming, and manage tasks in a timely manner.
  • Knowledge of Western Massachusetts workforce development, industry, and regional training needs.
  • Knowledge of MA DESE-ACLS program guidelines, performance indicators, College and Career Readiness Standards, standardized assessments, and indicators of program quality.
  • Expertise in promoting and sustaining community based relationships and collaborative programming.
  • Experience with grant development and administration, and providing technical assistance (experience with Workforce Competitive Workforce Programs preferred).
  • Experience with developing, monitoring, utilizing and teaching project management systems.
  • Experience with leading and executing promotional events.
  • Experience in budget, supervision, student services planning and data management.
  • Experience with learning management systems (Blackboard & Google Classroom preferred).
  • Ability to develop, carry out, explain, and interpret policy.
  • Knowledge of student information systems and related state and federal regulations (experience with LACES and Ellucian Student Information Systems preferred).
  • Proficient use of modern office practices, procedures, equipment, computer applications, including advanced knowledge and skilled in using Microsoft Office, Google Workspace applications, and project management tools (experience with CRM preferred).
  • Excellent verbal and written communication skills (Bilingual in English/Spanish preferred).
  • Interpersonal skills using tact, patience and courtesy.

Additional Information:

Salary: $80,000 - $85,000 annually, commensurate with experience

Work Schedule: Full time. 37.5 hours per week (Monday- Friday). Position requires evening and/or weekend support services, on and off campus events in the region and Commonwealth, and flexibility to work hours as needed to perform the tasks associated with the position.
