SUMMARY

Oversees financial and certain operational functions of the agency, including financial statements, budgeting, fund accounting, Board reports, investments, government regulatory reports, information technology, Child &Adult Food Care Program and child care subsidy expenditures. Directs the organization's financial planning and accounting practices as well as its relationship with lending institutions, auditors, agency's Finance Committee, vendors, funders, and the financial community by performing the following duties personally or through subordinate managers.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

1. Oversees and directs treasury, budgeting, audit, tax, accounting, control, purchasing, long range forecasting, IT, and insurance activities for the organization. Monitors the investment management of agency funds, securities, and assets.

2. Supervises all Finance Department Staff.

3. Supervises the Budget and Control Supervisor in maintaining agency budgeting, accounting, reporting and control operations.

4. Directs the Budget and Control Supervisor in providing and directing procedures and computer application systems necessary to maintain proper records and to afford adequate accounting controls and services.

5. Supervises Information Systems Coordinator.

6. Directs the Information Technology Coordinator in the utilization of current technology in data management, information systems, and general agency operations.

7. Supervises child care subsidy Reimbursement Supervisor.

8. Directs the Reimbursement Supervisor in the fiducially sound, balanced-in-cycle, management of the various subsidy reimbursement programs.

9. Assists the President and Human Resources Manager in providing affordable, cost effect benefits coverage and administration, assurance of regulatory compliance with all employee rights, and prudent risk management of the agency's potential liabilities.

10. Supervises Child & Adult Care Food Program (CACFP) Nutrition Supervisor.

11. Directs the Child Nutrition Supervisor in the growth and fiducially sound management of the CACFP program.

12. Provides information to President, as may be requested, on various fiscal issues pertaining to the agency.

13. Works closely with President and other staff in development of agency operating budgets and program budgets (e.g. grants, contract proposals, etc.) Prepares agency-wide budgets and reports as may be directed by President.

14. Appraises the organization's financial position and issues periodic reports on organization's financial stability, liquidity, and growth.

15. Ensures the integrity of all accounting systems and the adequacy of financial policies and procedures, managing cash flow, and ensuring that accurate monthly financial statements are produced on a timely basis, and ongoing monitoring and evaluation in this regard.

16. Directs and coordinates the establishment of budget programs.

17. Analyzes, consolidates, and directs all accounting procedures together with other statistical and routine reports.

18. Establishes and maintains contacts with auditors, financial institutions, agency Finance Committee, and investment community.

19. Assists and coordinates with the agency's Independent Auditors in their preparation and issuance of the agency's audited annual financial statements.

20. Maintains appropriate financial records for agency audits.

21. Monitors preparation of required federal, state, and local tax and other reporting forms.

22. Interfaces with appropriate staff in Mecklenburg County government, state government, United Way and member agencies, the Office of Head Start, and other funding sources in performing job responsibilities.

23. Directs and analyzes studies of general economic, business, and financial conditions and their impact on the organization's policies and operations.

24. Analyzes operational issues impacting functional groups and the whole institution, and determines their financial impact.

25. Evaluates and recommends business partnering opportunities.

26. Plans, organizes, and monitors financial activities of the agency.

27. Prepares other financial records and reports, as required, and performs other related work as assigned.

28. Plans, monitors, and forecasts spending of child care subsidy funds across all funding streams.

29. Oversees payroll of agency through the use of payroll service.

30. Designs and presents monthly financial statements and reports for Board of Directors.

31. Provides assistance in monitoring of departmental budgets.

32. Manages funds by developing budgets that respond to specific grant proposal goals and identified priorities and monitors all contract expenditures.

33. Plans, conducts and ensures the implementation of staff orientation to the Finance Department functions for all project managers, supervisors, department directors and officers and Finance staff.

34. Conducts on-going staff training and team meetings.

35. Monitors the work of staff for the purpose of quality improvement and professionalism and coaches staff regarding performance expectations; conducts performance assessment of each staff member annually.

36. Ensures the coordination of departmental and agency financial policies, procedures and activities.

37. Primary Finance contact for public and private sector funders including, but not limited to, Mecklenburg County/DSS, United Way, Smart Start, North Carolina Division of Child Development & Early Education, and Office of Head Start.

38. Serves as primary liaison with vendors, including but not limited to building owners, printers, copiers, phone systems, subsidy management software suppliers, property management, insurers, etc.

39. Develops and maintains a competent, productive staff by maintaining an organizational climate of respect and equity, using feedback and coaching to build independence and quality.

40. Participates in senior management team meetings to further agency goals and objectives, and acts as a liaison between senior management and the department.

41. Provides staffing to committees as needed and as determined by the agency's President.

42. Practices professional renewal through a variety of means such as attending regional and national conferences, participating in professional organizations, and remaining abreast of current research and best practices.

43. Serves on external committees and task forces as requested by the President, representing the agency to the public.

44. Responsible for supporting agency-wide efforts to meet defined, overall goals and benchmarks.

45. Promotes a positive image of the agency in the community.

46. Advocates for children and families in support of the agency's mission and goals.

SUPERVISORY RESPONSIBILITIES

Responsible for policy implementation and managerial oversite of the Budget and Control, Subsidy Reimbursement, Information Technology, and Human Resources activities. Responsible for the supervision of at least four (4) direct reports.

EDUCATION and/or EXPERIENCE

Master's degree in Business Administration, Finance, Accounting or Bachelor's degree in Business Administration, Finance, Accounting and a C.P.A. designation. Ten years experience in financial management and planning with increasing multi-faceted responsibilities. Knowledge of database and accounting computer application systems to supply most accurate financial information. Knowledge of grants management and reporting. Knowledge of federal and state contracting preferred. Demonstrated competence in leadership, management, and supervision. Ability to establish good rapport with staff, administration, funding sources, auditors, etc. Ability to work nimbly, quickly, accurately and well under stress, the pressure of multiple programs and project deadlines, and priorities. Ability to adapt to administrative and policy changes.

LANGUAGE SKILLS Excellent verbal and written communication skills required

MATHEMATICAL SKILLS Excellent analytical and organizational skills required.

REASONING ABILITY High degree of abstract reasoning ability required.

CERTIFICATES, LICENSES, REGISTRATIONS C.P.A. designation preferred with Bachelor's Degree Valid Driver's License, Auto Liability Coverage, and Transportation.
