The Office of the Clerk is seeking qualified applicants for the full-time position of Property & Procurement Officer. This position is primarily concerned with the ordering, delivery, and paying for all goods and services in support of the clerk’s office and judicial officers’ chambers.  The Property & Procurement Officer generally performs coordination of work with vendors and the Administrative Office.  Other duties include contract review; maintenance agreement monitoring; and review and authorization of purchases for furniture, furnishings, carpeting, and any commodity necessary to completely furnish an office; as well as operating the competitive bid process. This is a full-time position with a work schedule of Monday through Friday approximately 8 a.m. -5 p.m. and reports to the Administrative Manager.  This is a Court Personnel System ‘CPS’ classification level 26-28 ($47,071 – $100,739), depending on qualifications. This position is open to all qualified individuals, transfers are encouraged up to a CL28.

 

Representative Duties:

 

Procurement:

  • Evaluate requests for goods and services by ensuring the purchase is authorized, funding is available, the appropriate delegations of authority exist, and adequate competition took place in accordance with the estimated dollar value of the procurement. Provide contract administration and oversight.
  • Procure supplies, equipment, services, and furnishings from government and non-government sources through new contracts, competitive bids, or existing government contracts. Plan and coordinate time and delivery of purchases.
  • Identify and maintain documentation of vendors and sources of supply for goods and services. Review, evaluate, verify, and process invoices and prepare payment requests.
  • Research, analyze, and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production, and distribution capabilities, as well as their reputation and history. Prepare specifications, solicitations, and Requests for Quotes (RFQs).  Research products and equipment and prepare specifications.  Obtain and review competitive bids, quotes, and proposals from vendors and contractors and discuss evaluations and review with requestors and subject matter experts, as applicable.
  • Negotiate with vendors for the best price over contracted services and purchases. Evaluate and monitor contract performance to ensure compliance with contracted obligations; assist with clarifying contract requirements and resolving any conflicts. Establish and maintain sound professional relationships with suppliers. 
  • Manage special projects as assigned.

 

Facilities:

  • Monitor, coordinate and react to the day-to-day facilities management issues, which may involve structures, building systems, technology, grounds, security, and space planning.
  • Develop furniture layouts and assist in selection and procurement of furniture and furnishings.
  • Create move coordination plans which include detailed schedules and phasing plans, including the movement of electrical, data, telecommunications equipment and lines. Serve as move coordinator. 
  • Coordinate the efforts of various entities to ensure timeliness in the accomplishment of successive phases of the construction plan. Conduct meetings with all concerned parties to review progress, discuss problems, and develop solutions.  Ensure all parties are advised and kept aware of requirements and plan changes.
  • Coordinate routine and cyclical building maintenance, repairs, renovations, and security system installations with the U.S. Marshal’s Service, the General Services Administration, or others, as applicable.

 

Minimum Qualifications:

Compensation and classification level will be set based on the work experience, qualifications, and salary history of the successful candidate. An individual must have a high school diploma or equivalent; a bachelor’s degree from an accredited institution in accounting, finance, or closely related field is preferred but not required. Prospective candidates should have at least one year of general experience, and the following specialized experience outlined below. Specialized experience includes progressively responsible administrative experience that provided knowledge of financial administration, accounting, facilities management and/or procurement procedures, guidelines, policies, and practices.

 

  • CL 26 - one year of specialized experience equivalent to work at a CL 25 level
  • CL 27 - two years of specialized experience, including one-year equivalent to work at a CL 26 level
  • CL 28 - three years of specialized experience, including one-year equivalent to work at a CL 27 level

 

The successful incumbent must demonstrate the ability to work with all levels of staff in an organized and professional manner, foster collaboration and teamwork skills, demonstrate exceptional knowledge and judgment, and effectively communicate both orally and in writing. The incumbent must be able to balance the demands of varying workload responsibilities and deadlines. Time management skills, including the ability to adjust to conflicting duties and demands with composure and discretion are essential. The incumbent should be able to lift items and/or move furniture in excess of 50 pounds.

 

Preferred Qualifications:

  • Skill in negotiating terms and conditions of services and contracts with vendors.
  • Prior experience working with financial accounting systems preferred.
  • Ability to communicate clearly on facilities and procurement issues; possess excellent oral and written communication skills, including writing, editing, and proofreading; and skills and abilities in record keeping and reporting.
  • Ability to work independently as well as interact with all work groups within the office. Ability to work in a cohesive team environment and to follow detailed instructions.
  • Demonstrated ability to be a self-starter, capable of multi-tasking in a fast-paced environment where attention to detail and timeliness are required and must be adaptable and flexible.
  • Ability to research and recommend solutions to resolve complex matters.
  • Possess a positive attitude, excellent customer services skills, and strong organizational and project management skills.
  • A Bachelor’s degree from an accredited university is preferred.

 

Salary and Benefits:

The salary for this position is at CL26/1 – CL28/61 ($47,071 - $100,739) depending on length and relevance of experience.  There is potential promotional opportunity up to a CL28 without further competition.  The position falls within the Judicial Branch of the U.S. Government and the benefits include health, dental, vision, life, long-term care, paid vacation and sick leave, retirement benefits, and tax-deferred savings plan.  This position is subject to mandatory direct deposit participation.

 

Conditions of Employment:

If a background investigation has not been completed within the past five (5) years, the final applicant(s) will have to complete a background check investigation, including a FBI fingerprint check and periodic updates every five years. The Property and Procurement Officer is an excepted service position, serves at the pleasure of the court, and is an 'at will' employee who can be terminated with or without cause.
