Summary: 


Manages the daily operations of outpatient rehabilitation services which includes: physician, therapy and outpatient support staff services. Ensures that PM&R and therapy services are provided in an effective and efficient manner. Responsible for the overall financial performance for outpatient rehabilitations services at all sites. Manages the outpatient rehabilitation capital, expense and revenue budgets. In conjunction with Service Line leadership, participates in the development of outpatient rehabilitation service and volume growth across the MetroHealth primary and secondary service areas. In conjunction with the Department of Communications, ensures consistent integration and utilization of the outpatient rehabilitation brand throughout all communication materials. Upholds the mission, vision, values, and customer service standards of The MetroHealth System.

 

 

Responsibilities:

Oversees, supports and makes contributions to patient safety by:

a.Providing a safe environment for patients.

b.Identifying and correcting root causes of errors.

c.Implementing systems to prevent errors.

d.Subscribing to the principles of responsible reporting of adverse occurrences, near misses, and safety concerns.

e.Providing evidence-based care.

2.Ensures optimal efficiency and effectiveness of outpatient physician and therapy services in the ambulatory areas (including satellites) by:

a.Communicating and promoting professional standards of practice as determined by the professional association and state licensing board and incorporating standards in center wide PM&R services.

b.Developing, implementing, and promoting professional mentoring programs in collaboration with the Manager, Inpatient Rehabilitation Services.

c.Overseeing assigned staff participation in quality management and performance improvement activities including those to comply with the Ohio Department of Health (ODH), CARF (The Commission on the Accreditation of Rehabilitation Facilities), and TJC (Joint Commission).

d.Overseeing and ensuring compliance with mandatory regulatory agency standards (TJC, CARF, ODH).

e.Monitoring PM&R therapy staff productivity by reviewing charges and visits billed.

f.Maintaining currency with federal, state and private payer regulations as well as Center for Medicare/Medicaid Services (CMS) policy changes pertaining to therapy services. Communicating changes to therapy staff, ensuring billing compliance.

g.Making recommendations for improved operational systems regarding access, scheduling and registration functions.

h.Ensuring the maintenance of a positive customer service atmosphere within the assigned practice area and reinforcing hospital customer service mission to staff.

i.Assuming responsibility for assigned staff in treatment areas.

j.Monitoring staff attendance, including both scheduled and unscheduled absences, redistributing staff from one area to another as necessary to include coordinating weekend coverage at satellites.

3.Clinical Responsibilities

a.Performs screening assessment of patients by obtaining from chart and appropriate staff all pertinent information including past medical history.

b.Performs evaluation of patients with varying diagnoses.

c.Implements age appropriate therapeutic treatment program based on assessment of patient.

d.Develops and incorporates patient and family education into therapy programs.

e.Evaluates response to and effectiveness of treatment program and appropriately modifies intervention at regular intervals.

f.Establishes measurable and objective functional goals and treatment plan that reflect the assessment data.

g.Maintains appropriate documentation and completes all necessary billing and statistical forms.

h.Supervises and delegates responsibilities to Therapists and licensed assistants in carrying out patient treatments.

i.Delegates assignments and oversees tasks performed by unlicensed supportive personnel.

j.Assists in the clinical education, supervision, and evaluation of therapy students.

k.Mentors and participates in orientation of less experienced therapists.

l.Ensures compliance with individual, team, and/or discipline-specific financial and productivity target measures.

m.Communicates effectively and appropriately with patients, families, and hospital staff at all levels.

n.Gathers and presents material and actively participates in division inservices.

o.Participates in peer review activities and implements suggested changes in treatment or documentation.

p.Participates in appropriate discipline-specific or interdisciplinary performance improvement activities through data collection, data analysis, and program reviews.

q.Assists with instructional inservices to MHS personnel.

4.In conjunction with Service Line leadership, participates in need assessment and development of outpatient rehabilitation services and volume growth across the MetroHealth primary and secondary service areas.

5.In conjunction with PM&R leadership, ensures effective financial performance of outpatient rehabilitation by:

a.Managing and preparing annual operating and capital budget.

b.Analyzing and reporting on monthly budget status.

c.In collaboration with Finance Director, developing and implementing appropriate processes and controls required for efficient and effective professional and technical services billings.

d.Identifying and implementing changes as required for meeting financial performance targets.

e.Initiating purchase requisitions according to clinical and budgetary appropriateness.

6.Ensures sufficient therapy staffing for all levels of rehabilitation by:

a.Consulting with treatment teams for planning, developing, and reporting on patient programs; assessing the need for changes.

b.Working closely with the Department of Human Resources to make or coordinate and conduct interviews for prospective staff.

c.Remaining continually involved in strategies related to staff retention and recruitment.

d.Evaluating workload projections and developing work schedules according to standards of productivity.

e.Evaluating and determining the need for PRN or temporary contract staff to ensure adequate resources for provision of patient care.

f.Assuring that areas are safe, functional, and appropriately equipped.

g.In conjunction with Rehabilitation Services leadership and other appropriate personnel, analyzing therapist caseloads and coordinating service coverage between inpatient, outpatient, and satellite areas.

6.Plans, coordinates, and approves educational/orientation programs for outpatient PM&R by:

a.Organizing and implementing student affiliation experiences.

b.Organizing Hospital-based and University-based learning experiences for Physical Therapy, Occupational Therapy, Speech Therapy, Physical Therapy Assistant, and Occupational Therapy Assistant classes.

c.Planning and organizing field work experiences for prospective students and volunteers.

d.Reviewing continuing education requests; prioritizing per individual, divisional, or program needs.

e.Planning, developing, and/or conducting educational programs for medical programs associated with physical therapy, occupational therapy, speech therapy, The MetroHealth System, and the community.

f.Coordinating and conduction divisional orientation for new staff, students and volunteers.

g.Updating orientation and procedural manuals, as necessary.

7.Manages daily operations by:

a.Participating in the development of strategic short and long-term business, market and operational plans.

b.Assisting with formulation of policies and procedures and directing implementation of approved changes.

c.Coordinating, evaluating, and recommending for approval major equipment requests, and ensuring problems regarding equipment, communications and support systems are resolved.

d.Making recommendations for improved operational and informational systems.

e.Supervising assigned personnel by making or approving recommendations on issues related to employment, performance appraisal, salaries, transfers, and terminations.Ensuring staff are properly orientated and trained, and continue with ongoing developmental education and research opportunities.

f.Confirming PM&R therapy staff productivity by monitoring patient encounters and work RVU’s.

g.Communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees.

8.In conjunction with the Department of Communications, ensures consistent integration and utilization of the outpatient rehabilitation brand throughout all communication materials.Continually assessing the need for new materials, including those specific to individual sites.

9.Enhances professional growth and development through participation in continuing education courses, professional organizations, seminars and workshops, reading current literature and maintaining professional contacts in the community. Monitors and assesses appropriateness of emerging communications trends and strategies, adopting techniques as deemed appropriate.

10.Performs other functionally related duties as assigned.

     

Qualifications:


Required:
Bachelor’s Degree in a therapy-related field (i.e. Physical, Occupational, or Speech Language Pathology).
Valid Ohio licensure as a Physical, Occupational, or Speech Language Pathology.
For Speech Pathology assignment: certified as a Speech-Language Pathologist by the American Speech-Language and Hearing Association (ASHA).
Three to five years of progressive operations management experience in a healthcare setting including planning, analysis, and budget management; as well as program planning and development.
Excellent interpersonal skills required along with experience in working with multi-disciplinary groups.
Demonstrated proficiency with Microsoft Office Suite.
Demonstrated evidence of continuing professional self-development.
Excellent critical thinking and analytical aptitude.
Excellent communication, presentation and interpersonal skills.

Preferred:
Master’s Degree in Physical Therapy, Occupational Therapy, Speech Language Pathology, Business, and/or Health Care Administration.
Membership in a professional therapy association.

Physical Requirements (according to care provided):
• Ability to walk without assistive device and to maintain balance despite sudden load in order to support patient from falling during ambulation and/or gait training
• Ability to lift and reach with arms sufficiently to lift patient's arm or leg during exercise program
• Sensation of touch and manual dexterity to be able to palpate muscle tension or to monitor patient’s pulse
• Visual acuity to observe patient’s gross movement, gait, etc., in order to analyze biomechanical problems
• Ability to speak clearly enough to instruct patients and families who may not be able to read
• Ability to hear or understand patient’s description of symptoms and response to treatment
