Summary

King County's Facilities Management Division (FMD) is searching for a leader to serve as the Planning and Administration Services (P&A) Section Manager for the division. King County is one of America's fastest-growing regions and Executive Dow Constantine is building partnerships and working with employees to meet the key challenges facing the Pacific Northwest in the 21st Century – regional mobility, equity and social justice, and climate change.

This manager will lead the P&A Section and serve on the FMD Management Team. The section currently holds a variety of functions for the division, including county-wide space management, FMD legislation process, energy resources management, and the county's parking program and print shop, among others. The section coordinates the division's process improvement efforts, often serves as the face of FMD for agency partners across the county government, and regularly collaborates with the division's other sections to provide the division's wide breadth of services to our various and varied county partners.

The vision for this manager is to build out the division's strategic planning, performance management, and process improvement capacities within the section and division while expertly managing the various functions of the section.

This role involves daily interaction with staff from all levels of the organization including agency stakeholders and partners from the separate branches of government. This role requires a commitment to efficiency and innovation, a desire to push self and others for successful results, and a strong team player mentality.

KEY RESPONSIBILITIES FOR THE PLANNING AND ADMINISTRATIVE SERVICES SECTION MANAGER:

The Planning and Administrative Services Section Manageris responsible for managing the daily operations of the section's various functions and will be tasked with building out the strategic planning, performance management, and process improvement capacities for the division. Key responsibilities include:

  • Conceptualize, develop, and implement goals, vision, workforce management, performance measures, and strategies for the section's various functions;
  • Manage the development, implementation and administration of the County's facilities strategic planning capacity and function in collaboration with the FMD Director's Office and the division's other sections and section managers;
  • Establish and maintain positive work relationships with elected officials, staff of elected officials, representatives from other Executive agencies, special interest groups, and other stakeholders.
  • Develop and implement strategies, systems, and plans using Lean or other continuous improvement techniques to accomplish some of these initiatives.
  • Manage the division's performance management program in collaboration with the FMD's Director's Office and the division's other sections and section managers:
  • Identify and implement opportunities for continuous improvement methods, and foster a culture of innovation and process improvement across the division – in order to meet current and emerging customer needs

THE IDEAL CANDIDATE FOR THIS ROLE IS A GREAT PEOPLE LEADER WHO WILL:
  • Have strong strategic planning knowledge, background, and experience, preferably with a large facilities, public works, or real estate management organization; OR any combination of education and experience that clearly demonstrate the ability to perform the scope of job duties;
  • Be a champion for Equity & Social Justice, understanding that systemic racism and its long-term effects are pervasive in our society, and exhibit bravery in having candid and sincere conversations with all employees about race and equity in the workplace;
  • Develop, coach, and mentor a culturally diverse staff in a collaborative manner that focuses on employee engagement, good communication, conflict resolution, managing differences, and team building;
  • Have a strong track record of conceptualizing, developing and implementing strategies, systems, standards and plans for a wide variety of functions, including helping to build out the division's performance management and process improvement capacities;
  • Be action-oriented and will take on new opportunities and tough challenges with a sense of urgency, high energy, and enthusiasm.
  • Demonstrate a high level of self-awareness and is comfortable with own strengths and weaknesses;
  • Be skilled in prioritization and meeting competing demands, while able to help lead a complex, constantly moving and changing culture;
  • Be action-oriented and able to persevere and adapt as required, while working in a multifaceted and sometimes ambiguous environment.
