Public Health- Seattle & King County is seeking to fill a Project/Program Manager III position to support a new Centers for Disease Control Foundation (CDCF) Centers of Excellence (CoE) pilot project. The project goal is to improve understanding of how we can better protect the health of people currently experiencing homelessness, while supporting the end of homelessness, through multi-agency and multidisciplinary collaboration. This position involves a combination of evaluation, analysis, planning, coordination and management skills.              


The Project/Program Manager III will: a)  lead evaluation of an infectious disease needs assessment; b) implement quality improvement activities to improve how homeless status is collected, maintained and analyzed across Public Health with a prioritization on Public Health’s electronic health record system and internal databases; and c) support homeless data integration and analytics across Public Health Divisions, the King County Department of Community & Human Services (DCHS), and King County Regional Homelessness Authority.

The work performed in this position is anticipated to last 18 months. However, the end date of this position may be adjusted based on funding and program need.

Job Duties

  • Lead implementation of a needs assessment on infectious disease and prioritization in the context of COVID-19 and racism as public health crisis. Collaborate with Public Health’s Health Care for the Homeless Network (HCHN) leadership to ensure people experiencing homelessness are engaged in all aspects of assessment, planning, monitoring, implementation, and evaluation. 
  • Develop appropriate systems to capture data for CoE pilot evaluation. This includes, but is not limited to creating a project charter, baseline information on partnerships and landscape mapping on the current state of the collection of housing status as a routine part of local health department disease surveillance, investigation, and follow-up.
  • Coordinate all grant deliverables with the Centers for Disease Control Foundation (CDCF) staff and liaison with other Centers for Excellence (CoE) pilot sites in San Francisco and Minnesota. Conduct technical committee meetings.
  • Collaborate with Public Health’s Communicable Diseases, epidemiology, and immunization teams to identify gaps and challenges in reporting housing status for case notifications and opportunities to improve the ways in which we share and integrate data across sources.
  • Write progress and final reports including a toolkit of best practices, lessons learned, and meeting facilitation guides. Collaborate with epidemiologists to develop and disseminate data visualizations for a wide range of audiences. 
  • Strategize with the Community Health Services’ Data Team and clinic managers to improve how homeless status is collected, maintained and analyzed via our electronic health record system and internal databases. This includes implementing quality assurance and improvement activities.
  • Serve as Public Health’s Agency Lead for the use of the Homeless Management Information System (HMIS). This includes implementing multiple protocols for communicable disease disclosures for Public Health Activities and Duty to Warn notifications.
  • Support the Community Health Services’ Data and Evaluation Manager on all activities related to use, and stewardship of, King County Department of Community and Human Services (DCHS) and Public Health’s integrated data systems.

Experience, Qualifications, Knowledge, Skills

  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy, systems and environment-based inequities on marginalized communities and populations
  • Experience conducting assessments in applied public health settings
  • Demonstrated ability to create, compose, and edit complex written materials
  • Demonstrated ability to lead or coordinate bodies of work
  • Experience designing complex data collection tools 
  • Experience coordinating data collection strategies
  • Experience monitoring data quality
  • Demonstrated ability to conduct projects within timelines
  • Ability to manage multiple competing priorities and projects independently with minimal direction, under a rapidly changing environment

  • Provide technical supervision of assigned staff involved in data collection and control.
DESIRED SKILLS 
  • Demonstrated knowledge of Homelessness Management Information System (HMIS) and electronic health record data highly desirable. 
  • Master's degree in public health, epidemiology, informatics, or related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work
  • Demonstrated skills and comprehension in communicable disease epidemiology, clinical characteristics, prevention, investigations, disease control, and pandemic preparedness and response highly desirable.
  • Experience with mixed methods evaluation approaches, including integration of multiple qualitative and quantitative forms of inquiry to answer evaluation questions.
  • Experience designing complex data collection tools in REDCap.
  • Experience designing complex data visualizations and dashboards in Tableau.
  • Experience in leadership and oversight of teams.

Work location: some of the work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.
 
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. This position is Exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. Alternative work schedules may be considered. Occasional evening and weekend work may be required. At Seattle/King County Public Health we strive to be accessible to those we serve. This position may require flexibility to accommodate different work schedules and work locations.
