Summary

The Solid Waste Division (SWD), Recycling and Environmental Services Section (RES) is recruiting for an enthusiastic team player to provide a wide range of functions in support of several grant programs that provide funding to help spur innovation and to move the County towards Zero Waste of Resources and its circular economy agenda.
 
Responsibilities of this position include administering all phases of grant implementation on existing and new grant programs. The position will also lead the development of new grants designed to help deliver the RE+ plan. The position works with others and individually to deliver excellent programs designed to ultimately strengthen markets for recycled materials, divert material from disposal, reduce climate change impacts and nurture a circular economy all in line with SWD’s strategic goals. Grant programs need to be responsive to county fiduciary policies and programs while simultaneously supporting communities and lowering barriers to entry. Typical projects involve interagency, inter-jurisdictional or multi-disciplinary coordination to develop and/or implement programs, policies, and budgets. Work is performed independently and in close coordination with other program managers and the RES Supervisor.  The position will play an important role in shaping and delivering the forthcoming Re+ regional plan that will move the region to a more circular, low-carbon, and equitable future for all primarily through the grant fund distribution.

Permanent Telecommuting Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location:   Primarily teleworking and occasionally King Street Center - 201 South Jackson Street, Seattle.
 
Work Schedule:   This position works 8 hours per day, M-F, 8:00 am to 5:00 pm. It is exempt from FLSA provisions and is not over-time eligible.
 
About Solid Waste Division:  The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use and regenerate natural systems.  The Recycling and Environmental Services (RES) Section leads the Division’s efforts on product stewardship, policy, developing end markets for recycled materials, recycling, environmental stewardship, and several compliance programs. Notable among those are the Waste Stream Compliance & Enforcement Program, green building, household hazardous waste and “Wastemobile” service, school education, and resource recovery.
 
Example of Job Duties:

  • Manage all aspects of SWD grant programs including program development, grant guidelines, evaluation criteria, application review, contract negotiation, grant tracking, and funding distribution.
  • Manage any existing grants such as the City Waste Reduction and Recycling (WRR) Grant Program and the Solid Waste Division’s Washington State Department of Ecology (Ecology) Local Solid Waste Financial Assistance (LSWFA) Grant, including coordinating with appropriate organizations.
  • Develop and manage a new competitive City Re+ Circular Economy Innovation grant program.
  • Oversee support/coordination of grant tasks assigned to other staff.
  • Provide technical assistance to grant recipients and SWD staff related to grant administration.
  • Update and develop grant applications, guidelines, and resources consistent with King County policy.
  • Integrate King County, DNRP, and SWD Equity and Social Justice policies into grants with cities and other grantees.
  • Assist with SWD planning and development of policies as required.

  • Demonstrated skill in grant program management, including new program development and in establishing grant guidelines, evaluation criteria, and coordinating evaluation panels.
  • Demonstrated ability to think innovatively, work with community partners, and willingness to learn new approaches and tools to provide excellent grants.
  • Ability to successfully work with other County departments/divisions, grant funding agencies, and community stakeholders.  
  • Excellent communication and networking skills including public speaking, writing, group facilitation, communicating cross-culturally with diverse partners, and interacting with people of all ages and cultural backgrounds.
  • Demonstrated skill in processing and managing grant contracts, including experience with DocuSign and grants management software such as Foundant and EAGL.
  • Strong project management skills with the ability to manage multiple projects and meet deadlines with high attention to detail.
  • Demonstrated ability to work with SWD management and various project teams to achieve results within specified deadlines.  
  • Demonstrated skill in written and oral communications and making presentations.

  • Demonstrated knowledge and experience developing and implementing environmental-related grant programs such as recycling/waste management, circular economy, and/or climate change policy, and demonstrated knowledge of environmental issues.
  • Demonstrated experience leading grant programs that reduce barriers for applicants while meeting county standards with responsible public stewardship.
  • Demonstrated experience supporting/managing grant tasks of subordinate staff.
