DCHS manages a wide range of programs and services to assist the county's most vulnerable residents. The department maintains a pro-equity focus aimed at developing the systems and standards necessary to achieve better outcomes for all county residents, regardless of race, gender identity or income.

The Housing, Homelessness and Community Development Division (HHCDD) of DCHS seeks a Community Development Project Manager. HHCDD is looking for a skilled project manager with a commitment to equitable community development to manage CDBG-funded capital projects from proposal through contracting, implementation, and completion. This position serves as a technical advisor to sub-grantees, acts as liaison to other agencies, and provides information and assistance to the public. Primary responsibilities include evaluating project proposals and making funding recommendations, contracting with local jurisdictions and nonprofits, conducting environmental reviews, monitoring, capital project implementation, and ensuring project compliance with federal regulations. A growing focus of this role involves reaching out to and providing technical assistance to potential applicants who are interested in applying for CDBG funds for community projects.

WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PROTEC17.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
  • Manage contracts for federally funded capital projects including capital infrastructure improvements, community facility and park construction, minor home repairs, and microenterprise assistance.
  • Conduct outreach and provide program information and technical assistance to local jurisdictions, agencies, and nonprofits interested in applying for CDBG funding for community capital projects.
  • Assist with developing Request for Proposal (RFP) materials for annual capital funding round.
  • Integrate an equity and social justice framework into program duties and communications.
  • Review project proposals and evaluate each project's eligible activity, alignment with community needs, focus on equity and social justice, budget feasibility, and organization's or agency's capacity to implement.
  • Draft budget analyses and funding recommendations for internal and external decision- making committees; present recommendations to relevant committees.
  • Negotiate contracts and scopes of work for funded projects; oversee and monitor project implementation, schedules, and budgets; work with jurisdictions, contractors, and nonprofits throughout the life of the project and close out contracts at completion.
  • Conduct NEPA environmental reviews including mapping and analyzing census or other data required for federal funding.
  • Oversee project compliance with federal policies, procedures, and regulations including Davis-Bacon labor requirements and environmental mitigation measures. Monitor contractor procedures, review compliance documentation, conduct site reviews and wage interviews, and oversee any needed corrective actions.
  • Draft external and internal reports and correspondence.
  • Respond to public inquiries related to CDBG projects.
  • Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • Minimum two years of project management including capital/construction projects or grants/contract administration experience. Or a combination of education and progressively responsible applicable experience that provides the skills and ability to perform the job duties.
  • Demonstrated work experience with federal, state or local fund sources that have regulatory requirements, and knowledge of pre-award and post award responsibilities and regulations.
  • Experience monitoring programs for results and providing technical assistance to community organizations.
  • Demonstrated ability to work independently, problem solve, and coordinate with a team.
  • Excellent written and verbal communications skills and the ability to communicate effectively and work collaboratively with a range of diverse stakeholders including participating jurisdictions, contractors, community organizations, and the public.
  • Demonstrated experience applying equity and social justice principles and practices, and understanding of place, race and policy and systems-based inequities.
  • Excellent project management skills including time-management and organizational skills, and the ability to prioritize work assignments to meet multiple and competing deadlines.
  • Working knowledge of project management, project cost accounting and project budget development.
  • Demonstrated experience gathering, maintaining, and analyzing data and developing written reports for presentations to professional and community audiences.
  • Ability to handle challenging situations with diplomacy and tact.
  • Demonstrated Proficiency in Microsoft Office 365: Teams, Word, Excel, Outlook and the Internet.
  • Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
  • Demonstrated experience in federal programs such as CDBG.
  • Working knowledge of federal, state, and local government mandates related to the CDBG program, labor compliance, and/or other public funding sources and methods.
  • One year demonstrated experience negotiating terms of contracts or similar formal agreements.
  • Demonstrated experience of coordinating reviews and studies between different local/State/Federal agencies and consultants.
  • Knowledge of building trades terminology and practices.
  • Knowledge of procurement and/or contracting laws and procedures.
