Summary

Why This Opportunity May Be Perfect for You: This position provides an excellent opportunity to apply engineering skills and knowledge toward assisting landowners in unincorporated King County with a wide variety of drainage and surface water problems, questions, concerns, issues, and regulatory requirements. The position will be supervising a dedicated team of high-performing engineers that help with this landowner assistance through interesting programs aimed at troubleshooting problems and pursuing solutions through a variety of approaches, including implementation of small projects constructed by the County, provision of technical assistance to landowners for implementation of private construction projects, and application of regulatory authority to compel correction of problems caused by violations of County code.

The Water and Land Resources Division (WLRD) is a highly diverse and multi-discipline organization charged with protecting, restoring, and managing King County's water and land resources using best available science, innovation, and collaboration with its partners and the community. The Stormwater Services (SWS) Section is a constantly evolving cutting-edge organization charged with delivering services essential to managing stormwater runoff and surface water to protect public safety, improve water quality, restore aquatic resources, safeguard properties, and comply with county, state, and federal requirements.

Telecommuting Requirement
The work associated with this position will be performed predominantly by teleworking, complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . Work Location: Predominately teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.

Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week.

Job Duties
  • Provide ongoing supervision of six (6) engineers that comprise the Engineer Pool of the Stormwater Services (SWS) Section. Includes guiding work priorities; making and tracking work assignments; providing training and coaching; assessing performance; hiring; and discipline. Also serve as the functional manager for support provided by the Engineer Pool to other units, sections, and the Division. Includes negotiating staff allocation, scope, quality, and schedule of the support work needed and may require professional engineering oversight and provision of subject matter expertise.
  • Oversee management of the Section's customer service programs, including drainage complaint intake, investigation, and response; engineering reviews and studies of reported problems; implementation of small projects, code enforcement actions, or technical assistance to solve reported problems; review and approval of Surface Water Management (SWM) fee rate adjustment requests; measurement of impervious surface for SWM fee rate purposes; and engineering support to County attorneys and claims adjusters on drainage-related damage claims and lawsuits.
  • Provide professional engineering oversight of the Engineer Pool's work on small projects, including those implemented under the Section's Neighborhood Drainage Assistance Program (NDAP), Agricultural Drainage Assistance Program (ADAP), and RainScapes. Includes oversight from project inception to implementation together with application of engineering practices and principles to project design. Provide the same oversight for engineering studies completed by the Engineer Pool.
  • Serve as the Stormwater Emergency Response (SER) Supervisor responsible for managing the Division's response to non-river-related stormwater emergencies in unincorporated King County, including allocation of Section resources to address stormwater flooding and water quality problems/situations in the field and identify which problems/situations should be referred to other agencies. Also serve as the Division's representative on the Department's Emergency Management Committee that works on addressing emergency management needs Department-wide.
  • Perform other duties as assigned as well as the hands-on work of the Engineer Pool's programs, projects, and support functions when needed.
Experience, Qualifications, Knowledge, Skills

Minimum Qualifications
  • Licensed Professional Engineer in the State of Washington.
  • Three (3) years of experience in applying engineering principles, practices, and methods to assessing, understanding, and solving stormwater drainage and surface water problems.
  • Three (3) years of experience in providing technical oversight and quality control as a program/project lead, manager, or supervisor.
  • Experience with interpreting and applying local, state, and federal regulations, codes, and rules pertaining stormwater and surface water management.
  • Experience in dealing with the concerns of individuals, community groups, decision makers, and elected officials.
  • Demonstrated oral and written communications that are clear, concise, and able to convey complex technical information to diverse and non-technical audiences.
Desired Qualifications
  • Experience with interpreting and applying King County codes and rules pertaining to stormwater and surface water management.
  • Experience with use of the King County Surface Water Design Manual and KCC 9.04
  • Experience with use of Outlook, Teams, Word, Excel, PowerPoint, SharePoint, CityWorks, ArcGIS, and AutoCAD.
  • Experience with supervision of multiple staff, including setting performance expectations, evaluating performance, hiring, coaching, training, recommending pay changes, imposing disciplinary actions, providing recommendations on grievances.
  • Experience with applying the concepts and practices of standard work and continuous improvement.
  • Experience with applying equity and social justice principles and practices to programs and operations.

Necessary Special Requirements
  • Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for this position.
  • The final candidate will be required to successfully pass a pre-employment physical.
Physical Requirements: This position requires the ability to conduct physical site inspections and evaluations, sometimes during times of inclement weather. There is often a need to walk on uneven terrain for extended periods of time. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and dynamic conditions in the outdoors.
