The Department of Adult and Juvenile Detention (DAJD) seeks an earnest, engaged and well-rounded Talent Acquisition Manager to join the Human Resources team. The Talent Acquisition Manager will report to the HR Manager III, and will play a pivotal role to create, drive, and measure strategies for current and future HR services across the department. Talent acquisition will be the primary function, while also providing leadership and consultation across general functional areas of Human Resources within the department in the areas of labor and employee relations, employment law, training and development, classification and compensation, and performance management. This is a unique opportunity to use strong change management skills to provide leadership and consultation with a strong emphasis on equity, inclusion, belonging, and transparency to drive employee engagement throughout the employee life cycle.

The DAJD HR team consists of the DAJD HR Manager III, Talent Acquisition Manager (HR Manager II), three Senior HR Analysts, three HR Analysts, one Employee Labor Relations Representative, two HR Associates and one Employee Engagement Manager. You will work collaboratively to manage all HR-related employee needs. Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the
work. As a Talent Acquisition Manager, you will:
  • Create and implement strategic recruitment plans to increase the efficiency and improve the effectiveness of the Department's recruitment efforts with a focus on the recruitment of Corrections Officers and Juvenile Detention Officers
  • Create and implement strategic recruitment plans focused on outreach to effectively network and establish relationships with underrepresented populations, and other internal and external parties of interest
  • Coach and mentor direct reports in the talent function, foster an environment of continuous learning and development of skills
  • Develop metrics and benchmarks and use continuous improvement methods to deliver talent strategy
  • Create and implement programs that support employee engagement; serve as the department lead in workforce development strategies that serve to advance the Department and County vision, mission, and values including the Equity and Social Justice Strategic Plan
  • Interpret employment law and human resources practices and procedures and communicate that to department leadership and employees as needed
  • Participate in and support the department's collective bargaining process and implementation of collective bargaining agreements
  • Fill in for the HR Manager III within DAJD Human Resources on an as-needed basis
Experience, Qualifications, Knowledge, Skills
  • Demonstrated progressive and broad HR functional knowledge with a strong focus on recruitment, hiring, and retention, managing HR employees and talent strategy; or any combination of education and experience that clearly demonstrates the ability to perform all the key deliverables and expectations of the position
  • Ability to develop and implement innovative human resources strategies, best practices and goals, and ability to develop metrics and benchmarks
  • Demonstrated experience in a unionized and highly complex labor relations environment
  • Demonstrated experience providing legally defensible advice and opinions to applicants, employees, supervisors, and managers
  • Demonstrated ability to develop strong and effective working relationships with employees, colleagues, and external interest groups
  • Knowledge of and skill to implement organizational development practices and increase employee engagement
  • Demonstrated a successful approach to navigate through potentially conflicting perspectives of interested parties
  • Skill and experience to create training development to better the job performance of individuals and groups in organizational settings
  • Strong interpersonal, written, and verbal communications to include small or large group presentations
Additional qualifications that will be helpful in this role:
  • Full cycle recruitment in a command environment
  • Experience supervising a medium size HR team in a public sector environment
  • Proficiency with NEOGOV applicant tracking system (ATS)
  • Proficiency with PeopleSoft
  • Proficiency with roster management systems
  • Experience with team engagement in a hybrid work environment
Special Requirements
It is a hiring requirement that all staff employed by DAJD successfully pass a thorough background investigation process, which includes fingerprinting, criminal history check, reference checks, and other tests as deemed necessary.

Work Location
The primary location of this position is in the King County Courthouse (513 3rd Ave., Seattle, WA)

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m. - 5:00 p.m., Monday through Friday. This position is not represented by a bargaining unit. Variations may be required depending on the needs of the work.

Teleworking Requirement
The work associated with this position is currently performed predominantly by teleworking, complemented by onsite work and meetings as needed. In-person work will be conducted primarily at the King County Courthouse but may also include work at another DAJD facility including the King County Correctional Facility (KCCF), Maleng Regional Justice Center (MRJC), or Patricia Clark Children and Family Justice Center (CCFJC). Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations .
