The Rail Division within King County Metro (Metro) is seeking a strategic and innovative leader to become our Rail Division Director.

The Community
King County is a county located in the U.S. state of Washington. In 2018, the population estimate was 2,233,163, making it the most populous county in Washington, and the 12th-most populous in the United States. King County is also home to Seattle, the largest city in Washington and 15th-most populous city in the United States.

King County Rail Division
High-capacity light-rail is the backbone of our region's public transportation system and will continue to play that role as several major Link extensions are slated for completion in the next five years, with even more system expansion in the future. Metro operates Sound Transit's Link light-rail system, which is planned to quadruple in the next twenty years. The Northgate Link Extension and the East Link Extension, which will each add stations and rail service, are currently under construction and are projected to open in 2021 and 2023, respectively. Additionally, Metro expects to receive and bring into service approximately 150 new rail cars over the next four years. Metro also operates two streetcar lines for the City of Seattle, which is evaluating expansion as well. These rail services complement Metro's robust fixed-route bus system and other mobility services. Working closely with Sound Transit, the City of Seattle, and our other partners, we are building an integrated, world-class transportation network that helps people travel farther, faster, and more easily.

Job Duties

Applying equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work is a daily responsibility and a foundational expectation for all King County employees. Our Rail Division Director will:

  • Provide strategic direction and leadership to the Rail Division and deliver results.`
  • Align the work performed with the vision and strategic goals of the Metro Transit Department and Sound Transit.
  • Work with a variety of stakeholders including internal Metro staff, Sound Transit executive leadership and staff, City of Seattle, elected officials, law enforcement, other governmental agencies, transit customers, and the broader community to maintain current high standards of operations and oversee Rail expansion.
  • Build teams and foster a positive environment in diverse work environments while creating strong morale, instilling vision and purpose, and fostering open dialog within the Rail Division. Cultivate employee engagement and create developmental opportunities for all employees.
  • Partner and collaborate with Sound Transit and across King County service divisions including rail and bus with the ultimate goal of providing and maintaining the highest quality of customer service.
  • Develop and foster a commitment to safety and security across the Rail Division and in the organization as a whole.
  • Solve complex operating challenges and develop strategic solutions to uphold the organization's commitment to customer experience.
  • Lead employees and maintain the highest level of service for customers in a growing organization while managing the expansion of facilities, infrastructure, fleet size and service.
  • Understand and manage the technical aspects of passenger rail service and be able to communicate technical details with both internal and external stakeholders in a clear and concise manner.
  • Develop relationships and treat all employees and customers equitably, with respect and dignity, as well as solve problems for the good of all.
  • Partner with unions to resolve problems and address labor-management issues in a collaborative manner.
  • Develop and oversee the division budget; determine and allocate resources.
  • Ensure that Metro has the internal capacity to provide world-class rail service while advancing the health and safety of our workforce, the strength and sustainability of our environment, and equity and social justice in our workplace and in the communities we serve.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who have:

  • Experience managing passenger light-rail operations in a large and complex, customer-focused organization.
  • Demonstrated success managing the operations of a light-rail system experiencing significant growth and expansion.
  • Experience managing operations in an environment where service, facilities, infrastructure, and fleet size are expanding and increasing.
  • Experience building and managing an effective and engaged team of diverse employees.
  • Experience working closely and collaboratively with unions, represented and non-represented employees.
  • Experience developing and overseeing a complex operating budget and determining how to allocate resources effectively.
  • Ability to work, communicate, and collaborate with internal and external stakeholders.
  • Ability to foster a positive and inclusive work environment for all employees.
  • Ability to understand and communicate the technical aspects of rail operations in a clear and concise manner.
  • Ability to provide strategic direction and vision to the Rail Division and all stakeholders inside and outside of King County Metro.
  • Minimum of seven (7) years of related work experience and a Bachelor's degree in transportation or a related field, or an equivalent combination of education and work experience.

Compensation and Benefits
