The Data and Evaluation Lead will lead the evaluation and performance measurement support for DCHS's Children, Youth and Young Adults Division (CYYAD). The division is home to the Best Starts for Kids (BSK) Sustain the Gain investments, the Puget Sound Taxpayer Accountability Account (PSTAA) work, Restorative Community Pathways , and a direct services unit operating several programs for youth and young adults.

Over the past several years, CYYAD has helped lead the way in implementing pro-equity and community driven practices in partnership with over 160 providers, several of them new to working with King County.

DCHS' Performance Measurement and Evaluation (PME) Unit has been integral partners in much of this work. As our next CYYAD Data and Evaluation Lead, you'd be responsible for upholding a robust data-informed, relationship-centered culture as the lead of an extremely talented team of evaluators with deep subject matter expertise and a commitment to equity and social justice. The team sits within the larger PME unit comprised of evaluation and data science professionals skilled in quantitative and qualitative evaluation methods, data resource development and management, and data visualization.

PME works with program staff and providers to develop frameworks and performance measures for understanding the outcomes and equity impacts of DCHS-funded programs. This work includes partnering closely with providers, managing data collection, supporting continuous quality improvement, and conducting in-depth analyses to inform decision making and improve service delivery. PME disseminates research and evaluation findings and promotes organizational learning through published reports and online dashboards.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties

Support the development of strategic vision and direction
  • Provide collaborative leadership among PME and CYYAD to identify, develop, and evolve data and evaluation strategy in close partnership with the CYYA division and informed by an equity lens.
  • Facilitate conversations to align measures across CYYAD strategies and programs to demonstrate the broader results and impacts for youth and communities being served.
  • Present or lead discussions about data for a wide range of audiences including policy makers, system administrators, service providers, clients, advocates and/or community representatives.
  • Provide leadership in the development, implementation, and management of continuous quality improvement (CQI) processes needed to support community partners demonstrate positive change for young people they serve.
  • Serve as a liaison to key external data and evaluation partners.
Lead a highly technical team
  • Provide leadership and support evaluation staff to develop, analyze and report evaluation and performance measurement of CYYA programs and strategies.
  • Facilitate the development and maintenance of a strong, supportive, and equity-driven team culture.
  • Participate as an extended unit leadership team member and ensure consistency of activities with unit and department mission and goals.
Manage performance measurement and evaluation activities
  • Direct and coordinate performance measurement, policy analysis, and evaluation activities, including development of measures, evaluations, and theories of change. This may include leading or co-leading evaluation for more complex programs or conducting independent research projects.
  • Review and/or develop reports, dashboards, presentations, and other visual representations of data.
  • Support the analysis and interpretation of both quantitative and qualitative data using appropriate statistical methods, data manipulation tools, and an equity lens.
  • Oversee and/or develop responses to data requests requiring integrated data or complex analytical approaches.
  • Draft and review contracts associated with projects assigned to team.

Experience, Qualifications, Knowledge, Skills
  • Demonstrated experience applying racial equity and social justice principles to evaluation design and implementation, including methods, analysis, results interpretation, and dissemination.
  • Demonstrated experience working with community, health or human services organizations in designing and implementing real world performance measurement, including quantitative and/or qualitative approaches.
  • Experience directly supervising staff and/or providing functional leadership to a team.
  • Demonstrated knowledge of quantitative and qualitative analysis principles and methods, principles and practices of intervention research and program evaluation, subject privacy, methods, tools and techniques of applied research, study design and advanced analytic procedures, and data collection methods including surveys and computerized database systems.
  • Strong oral and written communication skills, including the ability to communicate evaluation concepts to diverse audiences in multiple settings.
  • Skilled at writing professional documents for specific audiences including high-level summaries for non-technical stakeholders and detailed technical notes for evaluation colleagues.
  • Experience successfully managing complex projects, summarizing information for diverse audiences, making decisions, and meeting deadlines.
  • Strong problem solving and interpersonal skills, including the ability to work independently and develop collaborative relationships as part of a team.

  • Demonstrated passion and commitment to ensuring children, youth and families are happy, healthy, safe and thriving.
