Summary

The Health Care for the Homeless Network (HCHN) contracts with 10+ community-based agencies to provide medical, mental health, substance abuse, and case management services to vulnerable homeless individuals and families in Seattle and King County. Services are provided in shelters, day centers, on the street, and in other locations where homeless people congregate.
 
 As a member of the Health Care for the Homeless Network (HCHN) team, this position supports  highly complex invoicing and payment for over $10 million annually for 25+ programs, ensuring compliance with multiple Federal and local funder requirements. Other key duties include support for contracting processes and are conducted in close coordination with the Finance Manager, Data and Contracts Specialist, and Contracts Manager.  Other special projects are handled by this position as needed.
 
 Who May Apply: This 1.0 FTE, benefits-eligible, Term-Limited Temporary/Special Duty position is open to current King County employees.

 Work Location: This position will primarily be working from home. After the telecommuting period, the position will be based part of the time in downtown Seattle, Chinook Building, 401 5th Avenue, Suite 1000, Seattle, WA, 98104, and other Public Health or contractor locations as needed.
 
 Work Schedule: The normal work week is Monday through Friday, 8 am – 5 pm. This position is overtime eligible.

Job Duties

  • Play a key role in multi-step process to ensure timely submission, review, approval and payment of contractor invoices.  Track all steps in the process to ensure timely and accurate payments to community partner agencies.
  • Develop and apply expert knowledge of regulations related to contractor invoice payments and back up documentation
  • Work with contractors and program staff to address discrepancies on invoices and statements
  • Maintain invoice documentation and other financial records in established structure 
  • Assist with preparation and response to financial audits
  • Monitor and report expenditures and revenues and perform budget maintenance activities such as fiscal adjustments, forecasting, and more.
  • Conduct routine and well-defined financial studies to evaluate proposed expenditures or programs such as cost-benefit analysis, and billing.        
  • Assist with administration of grants and contracts.  
  • Extract, organize, and review financial records, data and reports from Oracle financial system to ensure the accuracy of expenditures
  • Support use of county-issued credit cards by staff and gift cards for clients
  • Follow up and ensure closing of open purchase orders
  • Process travel expense reimbursement 
  • Perform other related duties as assigned

Experience, Qualifications, Knowledge, Skills

  • Knowledge of budgeting, finance, managerial and financial accounting
  • 2-3 years of comprehensive accounting experience
  • Knowledge of and experience working with automated financial management systems
  • Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
  • Excellent communication skills, both verbal and written.
  • Demonstrated intermediate-level experience with Excel (create formulas, functions, pivot tables, and charts)
  • Demonstrated experience maintaining tracking systems for acquiring and reporting on fiscal-related data.
  • Knowledge of contract administration
  • Demonstrated experience performing quality assurance on financial data
  • Demonstrated skill in problem solving, decision-making and analysis
  • Proven ability to manage competing priorities, while completing accurate detailed work products within tight deadlines 
  • Ability to work independently and as a member of a team 
  • Ability to establish and maintain effective working relationships with diverse staff and community partners

 Preferred Qualifications:
  • Experience working with federal and state grants.
  • Knowledge of governmental accounting and finance.
  • Familiarity with King County's Oracle EBS Financial System
  • Advanced aptitude with Microsoft Excel including, VLOOKUPs, if-then functions and macro creation.

Temporary Telecommuting Requirement
Some of the work associated with this position will be performed remotely, at least through July 5, 2021, in compliance with King County’s telecommuting mandate.  Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
