Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:
 
Facilitate and manage multi-step procurement processes that include these duties:
  • Determine bidding requirements, selection criteria and general terms and conditions
  • Develop scope of work and specifications with clients
  • Prepare contract terms and conditions for execution 
  • Facilitate contract negotiations 
  • Hold evaluation meetings, interviews, proprietary meetings, and debriefs with consultants and County staff
  • Support spend analysis and benchmarking for best practices at the category level
  • Support proactive procurement forecasting in conjunction with our agencies
  • Ensure compliance with applicable laws, regulations, contract terms, policies, and procedures
  • Have critical thinking skills and bring techniques to reduce waste and increase efficiency
 Minimum Qualifications:
  • Competitive procurement solicitations, contracting and vendor management experience OR Supply Chain Management degree
  • Basic understanding of contract law, regulations, procurement methods, industry principles and best practices
  • Ability to facilitate cross-functional discussions, resolve conflicts, and find resolutions
  • Ability to effectively communicate, facilitate meetings, work independently, and collaborate as a team member
  • Ability to manage your time and adapt to changing priorities, manage multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
  • Proficient using current MS Office Productivity tools
  • Ability to uphold our values and work in a remote environment
  • Ability to analyze large sets of data to look for opportunities
  • Ability to research and find answers to complicated questions
 We would love it if you have:
  • Oracle EBS and/or Oracle procurement Cloud or related experience utilizing procurement technology
  • Procurement Certification(s): Such as CPPB (Certified Professional Public Buyer), CPSM (Certified Professional in Supply Management), CPSD (Certified Professional in Supplier Diversity), Associate DBIA (Design-Build Professional) and/or Associate Design-Build Professional (Assoc. DBIA)
  • Experience with LEAN processes and principles (A Kaizen mindset)
  • Other relevant certifications

    • Salary: $95,495.30 - $121,045.81 annually
  • Contract Specialist 2:
    • Salary: $84,816.99 - $107,510.21 annually
  • Contract Specialist 1:
    • Salary: $36.21 - $45.90 hourly

Other Position Information:
Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday. These position are currently not represented by a union. Applicants from this recruitment will be used to fill several career service Contract Specialist 1-3 positions.  These positions could also be filled as term-limited temporary or Special Duty Assignment contract specialists.
 
TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed 
remotely in compliance with King County’s telecommuting mandate. It is possible that the work may be primarily performed remotely on an ongoing basis. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  

Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. 

Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
