Summary

This recruitment will fill multiple opportunities: 1 WQPPM III, 2 WQPPM II and 1 TLT/SDA WQPPM II

The Comprehensive Planning Unit has an exciting opportunity for several mid- and senior-level planners, supporting King County Wastewater Treatment Division's (WTD) long-range planning programs. These positions will provide analysis, planning, coordination, process, and policy development for a variety of planning programs and projects. Programs and projects supported by these positions will include combined sewer overflow control planning, conveyance system improvement planning, climate adaptation planning, inflow and infiltration control planning, treatment planning, and asset management planning. These positions require both working independently and working as members of teams that may include various leads, project managers, operations staff, staff from other sections, contractors, and partner agencies. The individuals in these positions will have key roles in conducting the work necessary to plan for and prepare the Wastewater Treatment Division's future. The individuals in these positions will work to account for population growth, climate change, existing and changing regulatory requirements, sewer rate affordability, equity and social justice, sustainability, interests of component agencies and stakeholders, and resiliency in the Wastewater Treatment Division's future. These positions will also work to encourage good use is made of public funds.

The Comprehensive Planning Unit develops, updates, and tracks implementation of investment plans for treatment plant upgrades, combined sewer overflow control, conveyance system upgrades, climate adaptation, and other efforts. Highlights of this unit:

Job Duties
  • Lead or assist in the development of various components of WTD's planning programs, including but not limited to Treatment Planning, Conveyance System Improvement Planning, Inflow and Infiltration Planning, Climate Adaptation Planning, and Combined Sewer Overflow Planning.
  • Review initiatives, plans, regulations, policies, technical studies, and documents for impacts on the regional conveyance and treatment system and various planning programs.
  • Coordinate, develop, execute, and/or assist with various types of planning, technical, costing, and policy analyses, such as treatment options, conveyance options, benefit/costs analysis, literature reviews, sustainability analyses, and data statistical analyses to evaluate technical concepts and recommend policies and decisions for various planning programs.
  • Coordinate with other units within WTD to consider the nexus and context of other system needs, opportunities, and priorities as they relate to various planning programs.
  • Prepare written reports, memos, and other documents necessary to support various planning programs.
Experience, Qualifications, Knowledge, Skills
  • Bachelor's degree in planning, engineering, environmental science, or closely related field OR the equivalent combination of education and experience.
  • Experience conducting planning, environmental review, and/or policy analysis.(Increasingly responsible experience for Senior Planner)
  • Experience reviewing, evaluating the feasibility of, and drawing logical conclusions from technical studies, plans, policies, or research findings. (Increasingly responsible experience for Senior Planner)
  • Strong written and verbal communication skills for conveying technical information to a wide variety of expert and non-expert audiences.
  • Knowledge of various project management and planning techniques, principles, and practices and experience managing projects and project teams. (Senior Planner)
  • Experience working with minimal guidance where there may be ambiguity and established procedures and policies may not exist and must be developed. (Senior Planner)
  • Demonstrated skill in adapting to changing priorities, needs, and direction. (Senior Planner)
  • Ability to work successfully with a diverse group of stakeholders, including the public and elected representatives. (Senior Planner)
Preferred Qualifications:
  • Knowledge of wastewater conveyance and treatment methods and techniques.
  • Knowledge of King County's regional wastewater conveyance and treatment system.
  • Knowledge of environmental regulations, such as federal Clean Water Act, National Pollutant Discharge Elimination System (NPDES), Puget Sound Nutrient General Permit (PSNGP).
  • Knowledge of local government processes, public utility issues, and communications.
  • Experience using decision making criteria, principles and practices, including identifying issues needing management attention/input. (Senior Planner)
  • Experience effectively presenting to local agencies, elected officials, community groups, and/or the general public. (Senior Planner)

Working Conditions:
Telecommuting and King Street Center
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.
