This leadership position, located within the Developmental Disabilities and Early Childhood Supports Division (DDECSD), will support a multi-disciplinary work team made up of team members who support contracting and operations as well as technical assistance and capacity building. This team supports multi-strategy work teams within the division that are responsible for planning, coordinating, implementing, and maintaining services to meet the needs of children prenatally through age five, individuals who have intellectual and developmental disabilities, and their families in King County. In addition, this position will co-lead the DDECSD Equity Change Team.

Individuals interested in joining our team must be committed to and have experience demonstrating promotion of racial, social and economic equity for all people in King County; including, but not limited to, participating in equity and social justice (ESJ) trainings, applying knowledge of ESJ principles to their work, and continually reviewing the “intent versus impact” of ESJ efforts and revising as necessary.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. Flexibility may be required for occasional evening or weekend hours or travel. This position will require a mix of telework and eventual onsite work in downtown Seattle with meetings throughout the County.

Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are requiredincluding the wearing of masks in some situations. Job Duties

  • Embed a racial equity analysis and infuse approaches which promote racial, social and economic equity across work roles, processes and programs.
  • Co-lead division equity change team, including monthly activities and equity action plan.
  • Support and lead a team responsible for ensuring compliance with the Division's contracts and the Department’s contracting and procurement processes.
  • Support training and technical assistance program managers, County team members and the community to co-create and implement a comprehensive strategy for providing effective and efficient technical assistance and capacity building supports to community-based organizations funded by, or seeking to be funded by, DCHS.
  • Lead centralization of division procurement processes, administer and manage these processes including Request for Proposals (RFP), Request for Qualifications (RFQ), and Request for Applications (RFA) and ensure applicable county, state, and federal rules are followed; use web-based procurement tools; convene and facilitate review committees.
  • Embed values and approaches of Best Starts for Kids, Racism is a Public Health Crisis, King County’s Equity and Social Justice Initiative, federal, state and local funders throughout operations and contracting activities.
  • Provide support to division work teams to manage program performance and reporting requirements, including contract deliverables and quarterly departmental reports; collaborate with the division’s management team to conceptualize and lead the division’s visual management system.
  • Serve as the primary point of contact and representative for inquiries from other jurisdictions or community-based organizations about the division’s operations.
  • Interact with Division and Department work teams including the Department Contracting and Procurement Team to support cross-systems work and identify opportunities for collaboration.
  • Serve on the DDECSD Management Team to work toward continuous improvement. Improving systems and policies to benefit experiences of both external partners and internal team members.
  • Conduct policy analysis and develop policies/procedures.
  • Perform other related duties as assigned. 

Experience, Qualifications, Knowledge, Skills

  • Experience nurturing a workplace culture that supports the individual and team needs to provide a cohesive and functional team.
  • Deep knowledge of, commitment to, and experience taking action to implement equity and social justice principles and practices, understanding the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
  • Experience with contract management and/or monitoring for programs working to meet the needs of children prenatally through age five, individuals who have intellectual and developmental disabilities, and their families in King County with a proven ability to support contracted partners. 
  • A combination of at least six years of education and/or experience within adult learning, systems design, social services, early learning, or a related field, with at least two years leading a project or program.
  • At least two years of experience providing supervision, management, and support to a team.
  • Knowledge of strategic planning techniques, policy development and communication strategies.
  • Experience and knowledge of contract administration and federal, state, and county statutes and regulations pertaining to procurement of social service contracts.
  • Ability to synthesize complex data for decision making and prepare visual and written documents for specific users.
  • Experience coordinating and/or facilitating engaging trainings and/or technical assistance with diverse groups using adult learning approaches.
  • Demonstrated skills in planning and managing complex projects that involves working with multi-disciplinary teams.
  • Demonstrated knowledge of service delivery systems, resources and information for young children, individuals with intellectual and developmental disabilities, and families in King County.
  • Demonstrated experience and ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
  • Demonstrated skills in problem solving and conflict resolution, and customer service including the ability to handle multiple and competing demands in sensitive situations.
  • Strong professional level writing skills, including experience with policy and procedure development.
  • Abilities to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and, to organize and prioritize quickly in response to changing needs.
  • A team orientation with a willingness to coach, mentor and support colleagues while being coached, mentored, and supported by colleagues.
  • Demonstrated experience in standardizing training or work processes for multiple work units within a local government department or division.
  • Valid Washington State Driver's License or ability to move efficiently throughout the county.

Desired Qualifications:

  • Experience effectively supporting home cultures and languages of children, adults, and families, as well as bicultural and/or bilingual skills are preferred.
