The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support and provide human services programs focused on achieving results in housing stability, financial stability, healthy living and social engagement for veterans, servicemembers and their families; older adults and their caregivers; and other populations who experience vulnerability. The division's work also includes efforts to strengthen connections within, and improve access to, the human services system.

ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors and Human Services Levy (VSHSL), the RCW 73.08 veterans assistance fund and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board and the King County Women's Advisory Board. King County is an active partner in King County's Area Agency on Aging.

Two positions for this recruitment include:
*One Career Service position with a focus on programs funded to support Older Adults and Healthy Aging and other human service supports.
*One Special Duty/Term Limited Temporary (TLT) position with a focus on resilient communities including re-entry and criminal justice, violence prevention, financial literacy, and other human service supports. The Special Duty/TLT position is scheduled to end approximately 5/9/24.

These positions lead a team of Project/Program Managers (program specialists) and/or Contract Specialists who manage King County contracts and procurements administered by the Adult Services Division. The positions report directly to the ASD Deputy Director and works in collaboration with other Project/Program Managers as well as with the Policy and Community Engagement team to ensure strong stewardship of VSHSL and other funding administered by the Department.

WORK SCHEDULE/CONDITIONS: These positions are exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. They are represented by PROTEC17.

Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are requiredincluding the wearing of masks in some situations. Job Duties

The positions are working lead positions that lead a team of Project/Program Managers and/or Contract Specialists who manage King County contracts and procurements administered by the Adult Services Division. The PPM III will provide training, mentoring, and coaching; coordinate and assign work; provide performance feedback; participate in hiring recommendations; and ensure team members achieve the following:
         o  Develop subject matter expertise on program models that support veteran services, older adults and healthy aging, or vulnerable populations/resilient communities as part of the VSHSL investments
         o Negotiate and draft contracts and exhibits that reflect DCHS' partnerships with contractors and employ best practices in effective contracting
         o Monitor contract performance, ensure timely invoice processing and payment, track attainment of program outcomes, identify opportunities for improvement, and develop strong county-contractor partnerships
         o Use data and strong provider relationships to inform program reporting and development of success stories
         o Develop expertise in RFP best practices, King County procurement requirements, and online procurement software such as ZoomGrants
o Develop and foster positive relationships with contractors and internal team members
o Communicate regularly with other units within ASD, including but not limited to community engagement & policy and operations, to coordinate facilitated referral processes among VSHSL contractors, and collaborate with other internal DCHS partners to ensure strong stewardship of VSHSL and other Department administered funds
o Provide input to the budget development process and budget tracking for assigned programs
o Develop program recommendations, or issue papers, and provide program evaluation and assessment reports
o Serve on relevant committees or task forces and support select community meetings held by key veterans, seniors, and human services stakeholder groups, as assigned
o Act as the subject matter expert on specified community-focused funding (older adults; resilient communities including re-entry and criminal justice, violence prevention, financial literacy, and other human service supports) related to contracting, procurement, and program models that affect the program’s focus populations
o Provide ongoing support and guidance to VSHSL contractors in order to expand King County’s racial equity goals
o Coordinate with Performance Measurement and Evaluation colleagues to support timely and effective data collection and provide technical assistance to contractors in their efforts to participate in King County’s ability to measure success in investments
o Develop and manage the team’s invoice tracking, data tracking and contract management tracking tools to ensure strong stewardship of VSHSL and other Department administered funds
o Provide technical assistance and guidance to VSHSL contractors and coordinate with other Project/Program Managers to ensure collaboration across strategies
o Provide advice and counsel to the ASD Deputy Division Director on issues that affect ASD-funded contractors, and promote creativity and innovation to support continuous quality improvement
o Perform other related duties as assigned

Experience, Qualifications, Knowledge, Skills

o Four years of recent direct service or contracting experience with agencies serving older adult or resilient communities priority populations outlined in the job description.
o Three to four years of recent experience managing large scale, multi-contract state, federal and/or local social service contracts, including roles drafting or monitoring contracts or in roles performing contract-required human services and/or reporting on such contracts.
o One year of recent experience managing government funding including management of budget and reporting requirements.
o Well-developed project management skills.
o Experience working with community stakeholders to meaningfully shape programs or practices substantially informed by community input and values.
o Experience leading teams and developing staff, including coaching, mentoring and supporting team members.
o Valid Washington State Driver's License or the ability to travel around the county in a timely manner.
o Demonstrated knowledge of issues that affect the diversity of vulnerable populations and/or seniors who live in King County.
o Demonstrated experience applying equity and social justice principles and practices, and understanding of the effects of place, race, age and policy and systems-based inequities Experience creating and using tools for tracking program and fiscal aspects of complex contracts or programs.
o Demonstrated skill in meeting facilitation and presentations.
o Experience working with diverse stakeholders, internally and externally, to meaningfully shape contracts, processes, programs, or practices informed by stakeholder input and values.
o Demonstrated ability to work independently, as a team lead, and as a team member.
o Demonstrated experience working effectively in a politically sensitive, fast-paced environment.

Preferred Qualifications:
*Previous experience designing and executing RFPs or similar competitive procurement processes in a human services context.
*Familiarity with the principles of results-based accountability or a similar outcomes-oriented planning and performance measurement methodology.
*Familiarity with King County's network of human services providers and local resources for priority populations.
