Overview and Minimum Class Requirements

Any combination of education and experience equivalent to a Bachelors Degree in Engineering or a related field, plus five years of progressively responsible civil engineering. Certification as an Engineer-in-Training (EIT) or registration as a Professional Civil Engineer in the State of Washington is preferred.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES:  

Possess and maintain a valid Washington State Driver's License.
 

Job Summary

Under general direction, designs, reviews and/or develops public improvement projects for construction, in relation to both public capital facilities projects, and private construction projects (residential, industrial and commercial). Reviews and prepares plans, specifications, estimates and related project documents for public works projects. Represents the city's interest in dealings with consultants, contractors, other agencies, and the public. Prepares reports, project budgets, cost analyses, and state or federal grant/loan applications. Performs related work as required.

Essential Functions

Reviews, designs and develops public works and utilities system projects; assesses needs of water, sewer, storm drainage and street systems. Develops and maintains current standards, specifications and details for all city involved projects.  Performs lead function in the development review of private project design and construction of public facilities.
 
Develops quantity and cost estimates; calculates, collects and records development fees; reviews and/or prepares design of improvements and utility system additions and changes; makes environmental impact analyses and statements; compiles information on hearings and reports; performs computer-aided drafting (Auto-CAD) in the preparation of maps, plans and other design, detail or data collection and presentation; maintains reference files of utility agreements, permits, engineering reports, standards, specifications, projects and property records.
 
Coordinates project planning and preparation with other engineering units or departments; provides information to the public on projects and utility system characteristics; works with other agencies, public utilities, contractors and developers on project or utility system characteristics.
 
Reviews private development right-of-way and easement documents for recording.   Coordinates maintenance of right-of-way and easement maps of public facilities. Maintains maps and descriptions of city-owned facilities and properties.
 
Attends pre-bid and pre-construction conferences to outline principal construction features. Analyzes bids and proposals for construction and provides recommendations. Participates in award of contracts and preparation of letters awarding contracts to successful bidders.
 
Requires regular and reliable attendance.
 
Performs other related duties as assigned.

OTHER FUNCTIONS:
Participates in consultant selection, negotiates and monitors consultant contracts, performance and payments.

Major Worker Characteristics

Knowledge of: civil engineering principles and methods; design techniques and standards; construction methods and materials; public capital projects development and construction; municipal design and construction standards; law and procedure for developing private projects and local improvement districts; contract and property instruments; office management principles; personal computers and associated software including, but not limited to, Microsoft Office, database programs, AutoCAD and Geographical Information Systems (GIS) programs.
 
Ability to: establish and maintain paper control systems; develop and engineer projects from inception to construction; estimate and analyze costs; interpret land and construction survey notes; read, interpret and explain engineering design/construction plans and specifications; compute survey control, alignments and gravity hydraulic design; coordinate work of engineering and other city divisions; conduct inspections to ensure work is in accordance with specifications and regulations; prepare maps, drawings and plans using AutoCAD; operate a personal computer using spreadsheet, word processing software and other associated programs; communicate effectively, both orally and in writing; establish and maintain effective and courteous relationships with the public and employees.

PHYSICAL DEMANDS

Work is mainly performed in an office environment, while sitting at a desk or computer terminal or standing at a drafting table.  May be required to sit, stand, walk or bend for extended periods of time. Work may require occasional travel to a variety of locations and may be exposed to heavy equipment, noise, varying weather conditions including varying temperatures, various types of precipitation, wind, blowing dust, varying terrain, and/or traffic. Occasionally may be required to lift/carry heavier weight with assistance of others or mechanical devices of over 50 pounds.  Continuous use of all senses including feeling/talking/hearing/seeing while performing duties and while communicating with co-workers, general public and completing all tasks as assigned. Must be able to distinguish color and maintain long-term and short-term memory. May work in remote locations or in noisy work area.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.
 
UNUSUAL WORKER CHARACTERISTICS:  

Work with the public and employees, some of whom may be irate, upset or disturbed.  Occasional extension of work day to meet deadlines or attend meetings.  Infrequent exposure to dirt, dust, traffic, hazardous conditions, toxic substances, and inclement or extreme weather in and around construction sites.  May be required to lift over 50 pounds.  May be required to stand, walk or bend for extended periods of time.
