Summary

Best Starts for Kids (Best Starts/BSK) is King County’s community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. Initially approved by voters in 2015 and in place since 2016, Best Starts invests in comprehensive supports for children, youth, young adults, and families and caregivers, catalyzing strong starts in early childhood, and sustaining those gains as children progress to adulthood. Best Starts was renewed by voters in August 2021. Implementation of Best Starts is guided by the BSK Implementation Plan, approved by the King County Council in November 2021 for Levy 2022-2027.
 
Public Health – Seattle & King County (PHSKC) is seeking a BSK Information Systems Manager III in the Office of the Director of Seattle King County Public Health and will be supervised by the BSK Implementation Manager.

Public Health-Seattle King County (PHSKC) is the metropolitan health department serving all of King County. The mission of PHSKC is to eliminate health inequities and maximize opportunities for every person to achieve optimal health. The Department of Community & Human Services (DCHS) manages a wide range of programs and services to assist the county's most vulnerable residents. The department maintains a pro-equity focus aimed at developing the systems and standards necessary to achieve better outcomes for all county residents. DCHS and PHSKC jointly administer Best Starts through a cross-departmental approach.

Job Duties

  • Assess BSK staff needs and build information systems as needed in coordination with King County IT staff 
  • Train, coordinate with, and support BSK staff in the use of various information systems needed to streamline how and where information is stored  
  • Extract and organize data from responses to funding requests from online granting system
  • Document guidance on information storage and retention for all BSK strategies both in Public Health and DCHS
  • Support responses to information requests from King County Staff, elected officials, the public, media etc. 
  • Collaborate with the Communications & Web Development teams to organize and manage public facing information such as a database of all BSK awardees  

Experience, Qualifications, Knowledge, Skills

  • Progressively responsible experience in project management and information system development or management OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the position
  • Advanced knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and policy & systems-based inequities on marginalized communities and populations
  • Demonstrated ability to manage complex projects with diverse project teams and effectively communicate across multiple audiences
  • Advanced, demonstrated ability in gathering, analyzing, and presenting information using Microsoft Excel and other Office 365 tools
  • Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds to meet project goals
  • Ability to manage and prioritize multiple shifting priorities; ability to work under deadlines while being flexible to changing needs
  • Excellent verbal and written communication skills including an ability to write clearly and concisely in nontechnical language
  • Demonstrated attention to detail and problem-solving skills

Work Location: Currently this position is required to telecommute per King County ordinance. This may change as conditions change. When in person, this position will be based in the Chinook Building in Seattle.

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act (FLSA). Typical hours are Monday - Friday 8:00 AM - 5:00 PM.

  • Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
  • Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
  • Staff may be required to play an active role in the event of a public health emergency, which may include changes in responsibilities and working hours.
