We have an opening for a Business Finance Officer III as part of the APDE/CDIP/COO Administration and Finance team; a team engaged and dedicated in its support for the various program staff in areas such as human resources, finance and accounting, policy, business analysis and overall leadership.
 
We are looking for a skilled and dedicated BFO III to manage the daily financial operation that include grant monitoring, budget projections, as well as business management activities such as financial forecasting and monitoring of the APDE/CDIP/COO COVID expenses.

Work Location:
 
The home site is King County Chinook Building located at 401 5th Ave. Seattle WA 98104. Some of the work associated with this position may be performed remotely, as King County embraces the new hybrid work model. It is possible that the work will be performed at the home site on a full-time basis.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
   
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.  

Work Schedule:

This position has a regular schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m.  and may be required to work outside of these hours.

Job Duties

  • Act as key financial and budget adviser for the division.
  • Develop quantitative analyses and financial modeling for potential changes in funding; make recommendations based on findings.
  • Manage all non-technical aspects of the 2023-2024 budget development, including writing key investment narratives, meeting with programs, and developing justifications for requests.
  • Research and track available funding and compliance requirements for COVID related strategies.
  • Complete quarterly COVID forecasts and work closely with Public Health Finance staff to provide spending details and respond to questions related to COVID work within the division.
  • Review quarterly Prevention forecasts with the division Accounting Manager and with central Public Health Finance.
  • Work closely with programs receiving new Foundational Public Health Services funding from the Department of Health to determine budgets and supported activities.
  • Prepare budget supplementals to be submitted to Performance, Strategy and Budget for Foundational Public Health Services funding.
  • Work closely with Communicable Disease program leadership to develop the budgets for scenarios for the proposed post-COVID pandemic future state expansion of the Communicable Disease program team.
  • Coordinate and advocate for full funding for large-scale big data partially grant-funded project, which will shift data to the cloud and improve our ability to efficiently analyze data. 
  • Review and approve fiscal adjustments prepared by the division Accounting Manager.
  • Serve as backup Oracle EBS expense approver as needed.
  • Support programs and work with the Office of the Director policy team during the 2022 state legislative session to review legislation that may affect the Prevention division as well as provide data and input for legislative asks. Additionally, maintain the Prevention Policy Plan, which tracks the division’s top policy goals and needs. 
  • Participate in Prevention Administration and Leadership Team huddles and tactical meetings; weekly finance manager and COVID budget meetings; and monthly meetings with PH finance leadership to review division-specific financials.

Experience, Qualifications, Knowledge, Skills

  • Demonstrated ability to think and act strategically when managing budget, finance and compliance at a minimum of 1 year experience.
  • Demonstrated ability to develop and analyze budgets that include a variety of funding sources including federal, state, and local grants at a minimum of 1 year experience.
  • Demonstrated ability to perform financial analyses and forecasts at a minimum of 1 year experience.
  • Familiarity with applying an equity and social justice lens in review of financial and policy matters.
  • Demonstrated experience providing outstanding customer service to multiple types of customers.
  • Ability to summarize detailed, complex information in a concise manner for staff at all levels.
  • Ability to communicate and work with diverse populations and interest groups.
  • Professional and respectful verbal and written communication skills.
  • Intermediate Microsoft Excel proficiency including the ability to create pivot tables, charts, and formulas.
  • Ability to work as a positive, efficient and goal orientated member of a team.
