Summary

The HIV/STD Program has an annual $20 million budget and is responsible for HIV/STD epidemiology, education, prevention and care planning, needle exchange and STD clinical services.  The Business Finance Officer (BFO) provides fiscal support to the section's Finance Manager and other section staff.
 
 This position is responsible for tracking and paying invoices, monitoring contracts, running reports, tracking and managing imprest, gift card and cash incentives, completing grant billings, and other ad hoc financial tasks.

The HIV/STD Program has an annual $20 million budget and is responsible for HIV/STD epidemiology, education, prevention and care planning, needle exchange and STD clinical services.  The Business Finance Officer (BFO) provides fiscal support to the section's Finance Manager and other section staff.
 
This position is responsible for tracking and paying invoices, monitoring contracts, running reports, tracking and managing imprest, gift card and cash incentives, completing grant billings, and other ad hoc financial tasks.

Job Duties

  • Track and manage multiple imprest funds, gift card incentives and/or cash incentives (custodian duties). 
  • Pay invoices and track spending for section purchases and vendor contracts, including reviewing invoice back-up documentation. 
  • Work with procurement to set up new vendors and payable contracts 
  • Review and approve expenditures made by Administrative and Fiscal Specialists
  • Assist Fiscal Manager with accounts payable and grant and contract billings 
  • Produce financial reports and analyze/reconcile fiscal data.
  • Create and submit fiscal adjustments (to the general ledger) 
  • Coordinate with payroll and program staff on timesheet corrections (obtain signatures from staff and supervisors, ensure proper storage of timesheet records) 
  • Participate and provide documentation for federal and state audit visits as needed. 
  • Participate in fiscal and all staff meetings 
  • Organize, track, and maintain documentation such as contracts, budgets, payroll, legal documents and/or other financial, accounting or fiscal records and documents. 
  • Create and revise program and grant budgets
  • Monitor payroll and other expenditures against existing budgets.
  • Update and maintain program fiscal policies and procedures, and inform other program staff on these procedures.

Experience, Qualifications, Knowledge, Skills

  • Intermediate Microsoft Excel proficiency including the ability to create pivot tables, charts, formulas 
  • General accounting and/or payables experience that includes processing invoices, cash management and gift incentives.  
  • Professional verbal and written communication skills 
  • Ability to work as a positive, efficient and goal orientated member of a team.
  • Demonstrated time management and self-direction skills to prioritize work and complete multiple tasks simultaneously with accuracy

Who May Apply: This full time, Special Duty Assignment /Term Limited Temporary is open to all qualified applicants.  It is not FLSA exempt and therefore eligible for overtime.

Work Schedule: This position has a regular schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. and may be required to work outside of these hours.

Length of Assignment: This position is expected to last until June 30th, 2022
 
Work Location: This position will primarily work at the STD Clinic, Ninth and James Building. At Seattle/King County Public Health we strive to be accessible to those we serve. This position may require flexibility to accommodate different work schedules and work locations.
