King County Executive’s Office of Labor Relations seeks an experienced and collaborative professional to join our team as a Labor Compensation Analyst. This position will be filled as a Term Limited Temporary (TLT) or Special Duty Assignment (SDA) and is anticipated to extend through December 31, 2025. 

This is an excellent opportunity to join the Office of Labor Relations and play a role in Executive Constantine's goal to be "the best-run government" by supporting progressive labor and employee relations. You will be an integral member of the negotiations team by performing compensation analysis within a complex labor relations environment. You will support the Office of Labor Relations in developing comprehensive market survey exhibits, consulting on strategic economic proposals, and will be responsible for presenting total compensation analysis results to both management and labor. Reporting to the Office of Labor Relations with a secondary reporting relationship with the Department of Human Resources Classification and Compensation Manager, the individual in this role will provide critical support in strategic compensation bargaining.

ABOUT THE OFFICE OF LABOR RELATIONS
The Office of Labor Relations (OLR), is an arm of the Executive Office with approximately 16 employees, the majority are Labor Negotiators who negotiate and help administer the County's 80 Labor Agreements covering approximately 12,500 represented employees. Job Duties

Successful candidates for this position will be able to clearly demonstrate skill and ability to:

  • Conduct total compensation studies, compiling comprehensive market surveys for Union represented job classifications.
  • Research, analyze, and summarize complex economic data on labor compensation for contract negotiations.
  • Develop total compensation recommendations, including determining necessary research and analysis, cost/benefit analysis, and cost implementation analysis; prepare written and verbal arguments to defend recommendations.
  • Prepare exhibits for interest arbitration hearings and advise litigation teams on strengths and weaknesses of both management and labors economic cases.
  • Present total compensation analysis results and related information to unions, the executive, council, departments, personnel boards, Washington State Public Employment Relations Commission (PERC), and arbitrators.
  • Serve as backup for Senior Labor Analyst, who estimates and prepares financial impact forecasts of economic proposals made during collective bargaining and contract settlement costings.
  • Assist in the preparation of fiscal notes for ordinances going to council, working in partnership with the Senior Labor Analyst, budget office, and respective departments.
  • Interpret contract language relating to compensation for implementation purposes; monitor pay practices for contract compliance and to avoid discrepancies.
  • Respond to technical queries for compensation data and other economic information from the King County Council, the Executive, unions, departments, and the general public.


Experience, Qualifications, Knowledge, Skills

The ideal candidate for this role will:
 

  • Possess a strong grounding in economic and statistical analysis for labor contract negotiations and extensive knowledge of complex compensation analysis and classification system principles
  • Exhibit skill in data gathering, correlating, and analysis
  • Be skilled in spreadsheet modeling, costing, and statistical analysis
  • Effective collaborator who can quickly and creatively find common ground and solve problems to a reasonable end for all parties
  • Demonstrate skill in handling stressful situations effectively, be comfortable managing conflict while able to focus on problems and issues and show courage in the face of opposition.
  • Engage in and sustain positive working relationships with people from diverse cultures and socioeconomic backgrounds
  • Be able to work independently and as a team member
  • Excellent communication and presentation skills in a complex political environment including demonstrated ability to present information in a tactful and diplomatic manner, recognize sensitive issues, and maintain confidentiality.
Additional qualifications that will be helpful in this role:
 
  • Ability to engage a team that is both on-site and remote
  • Prior experience providing classification and compensation services in a unionized environment
  • Knowledge of public sector, government, or other municipal agency budget principles and practices

Teleworking Requirement
The work associated with this position is currently being performed predominantly by teleworking, complemented with onsite work and meetings as needed. Frequency of onsite work will vary based on business and operational needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
