The Town of Carbondale is currently seeking a full time Town Clerk. Carbondale offers a generous benefits package that includes health insurance, 401A retirement plan, paid time off (vacation, sick and holiday). Salary range $85,600 to $128,400.

JOB SUMMARY: Under the general direction of the Town Manager, the Town Clerk is a full time, exempt position providing a wide variety of duties and functions required by the Carbondale Home Rule Charter, Municipal Code, Colorado Constitution, State Statutes and other applicable regulations. The Town Clerk is charged with the custody and management of legal documents and town records, coordination of elections, liquor, marijuana and tobacco licensing, agenda and minute preparation, service as Municipal Court Clerk, and management of town cemeteries.

GENERAL DESCRIPTION OF DUTIES AND RESPONSIBILITIES:
Duties include but are not limited to the following:
Responsible for compiling and distributing all packets for the Board of Trustee Meetings.
Sets up physical and digital access for meetings, prepares and posts public notices,
attends all Trustee meetings, takes and drafts the meeting minutes. Coordinates Student of the Month with school administrators.
Maintains all official documents and records including minute books, ordinance books, official and legal documents, and archives, has responsibility for the safe keeping of all official Town records and documents and the necessary recording of such documents with the County Clerk; administers oaths and affixes the Town Seal to official documents. Maintains files of proofs of publication. Maintains the Town of Carbondale Municipal Code.
Ensures town phones are answered and inquiries responded to in a timely fashion.
Directs callers to the appropriate person or department. Answers routine inquiries.
Administers, supervises, and coordinates the entire Town election process.
Processes new and renewal liquor, marijuana, tobacco, and short-term rental licenses.
Collects all appropriate fees for such licenses. Processes special event liquor license applications.
Maintains and records cemetery information, sells plots and prepares the deeds.
Handles initial process of liability claims against the Town and maintains accurate records of each claim. Coordinates renewal application. Initiates filing of Workman’s Comp claims and maintains accurate records of each claim.
Reconciles manager and clerk credit cards.
Responsible for maintaining inventory of Town office, building and Xerox supplies.
Responsible for Laserfiche administration. Oversees the ordering of business cards, internal signage and name plates as necessary. Manages Town Hall meeting space calendars. Acts as internal facility manager to connect with public works personnel or outside contractors to ensure building maintenance and repairs are conducted as needed.
Processes tickets, creates docket, disposition forms and all other court related forms and correspondence. Reconciles tickets. Attends court.
Communicates in a professional and courteous manner both verbally and in writing in dealing with Town of Carbondale employees, residents, customers and vendors.
Performs other duties or manages special projects as may be assigned by the Town Manager.

EDUCATION, TRAINING AND EXPERIENCE REQUIRED.
High School graduate, B. S. or B. A. preferred. Prefer at least three years experience in municipal government, or aggressive business environment. Certified as or capable of achieving certification by the Colorado Municipal Clerks Association (CMCA). Must have a thorough knowledge of the Colorado State Statutes and parliamentary rules and procedures. Knowledge of municipal elections, liquor, open records and record retention and public notice requirements preferred.

OTHER SKILLS, CERTIFICATIONS, LICENSES AND TOOLS REQUIRED:
Knowledge of and ability to operate basic office equipment, such as copier, fax, transcriber, calculator, postage meters, etc.
Must be proficient in the use of computers and relevant software to include Microsoft
Office Suite, Zoom, Microsoft Teams and Google documents. Must be able to type at least 65 wpm.
Ability to take minutes accurately and communicate effectively in verbal and written form.
Must hold a valid driver’s license.
Active Notary Public commission from Colorado or ability to obtain within first 60 days after hiring.
Ability to communicate effectively in English, both verbally and in writing. Spanish language proficiency desired.

DESCRIPTION OF WORK SCHEDULE, HOURS, OVERTIME REQUIREMENTS.
40 hours per week, 8:00 a.m. through 5:00 p.m., Monday through Friday. Must be able to attend all Trustee night meetings, court and special meetings which may be scheduled.

SUPERVISION RECEIVED. Works under direction of Town Manager
SUPERVISION EXERCISED. Boards and Commission Clerk.

FLSA STATUS: Exempt.

SCOPE OF INTERPERSONAL CONTACTS.
Contacts involve the Board of Trustees, Town Manager, Finance Director, Town
Attorney, other employees and the general public.

WORK ENVIRONMENT.
Work is performed in a standard office environment, performing duties requires sitting for long periods of time at a desk or computer terminal, hearing ringing phones, listening to a recorder to transcribe notes, talking, bending, stooping, seeing, reaching.
