The Chronic Disease and Injury Prevention (CDIP) Section of Public Health | Seattle & King County is seeking a full time, Term Limited Temporary (TLT) Project Program Manager III to join our team!

This posting will remain open until filled with the first review of applications to take place on December 01, 2022

The Project Manager will be responsible for implementing the King County FD CARA – EMS Overdose Prevention Grant.  This person will be the primary point of responsibility for this grant with help and support from the Public Health- Seattle & King County (PHSKC) Overdose Prevention Team and KC Emergency Medical Services (EMS)
 
This position is responsible for the project/program planning, implementation, analysis, training, and evaluation for countywide efforts to reduce opioid overdose and opioid overdose death with Emergency Medical Services (EMS). They will coordinate, evaluate, and improve programs and strategic initiatives that focus on system efficiency and improved effectiveness of care delivery.
 
The successful candidate will:
 
  • Establish innovative, multidisciplinary efforts that integrate EMS initiatives with broader healthcare and public health entities.
  • Establish EMS referral pathways to support people at risk of overdose, including establishing in-field telehealth services to initiate buprenorphine.
  • Refine and expand existing EMS initiatives to support people at risk of overdose, including naloxone leave-behind programs and referral processes for successful engagement with evidence-based SUD treatment and harm reduction services.
  • Coordinate and co-facilitate trainings that increase EMS first responders’ understanding of substance use disorders (SUD), evidence-based SUD treatment and interventions, overdose prevention, harm reduction, and referral processes aimed at increasing successful patient engagement and improved care delivery.
  • Collaborate with individuals with lived experience of SUD to develop and deliver additional trainings on stigma reduction and trauma-informed care.
  • Effectively manage of an emerging workforce tasked with improved care of people at risk of overdose.
  • Collaborate with EMS system stakeholders to identify opportunities and priorities.
  • This position may be responsible for setting up, monitoring, or exploring contracts or sub-contracts.
  • Assist the grant manager to report to SAMHSA on project deliverables.
 
This role will operate from the Public Health—Seattle & King County Overdose Prevention team but requires close communication, partnership, and integration with the Emergency Medical Services Division. The successful candidate will work with a broad group of stakeholders, including a cross-section of Public Health—Seattle & King County departments and divisions that work together on systems-level overdose prevention, as well as hospital systems, 9-1-1 communications centers, people with lived experience, and community-based providers or organizations working in overdose prevention activities.

This is a Term-Limited Temporary opportunity.  Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last for twelve (12) months. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions.  The County and the Department continue to work to secure long term funding sources.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employees in King County who have completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule: 

Initial Schedule may be Monday – Friday | 40 hours weekly | Schedule may be subject to change for organizational needs.

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
   
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.  

Job Duties

  • Develop pathways for engaged stakeholder agencies and partner agencies to implement countywide efforts to reduce opioid overdoses and overdose deaths. This includes identifying barriers, working with stakeholders, communication, and working to identify efficient and effective ways to implement project ideas.
  • Develop program recommendations for changes or improvements. This work will focus on improving prehospital activities, including those related to 9-1-1 communications centers and dispatch, Basic Life Support (BLS) responders, Advanced Life Support (ALS) responders, Mobile Integrated Healthcare (MIH) teams, as well as wrap-around services after and beyond 9-1-1 and emergency care provided either in or out of hospital or care-based settings. 
  • Coordinate with external agencies to develop strategies for new programs; attend meetings with pre- hospital providers including representatives from fire departments, dispatch centers, healthcare facilities, community-based organizations; schedule meetings and all related activities, as needed.
  • Review and analyze pre-hospital and other available data and use these data to determine strategies for project/program development and for evaluation of the effectiveness of projects and programs; participate in research projects, as needed, and conduct literature reviews to support program development.
  • Develop and deliver presentations and status reports on program operations to the EMS Advisory Committee, BLS Training Officers, Fire Department Zone Operations, BLS/ALS/Dispatch Working Group meetings, and community-based organizations, including preparation and use of PowerPoint presentations, charts, graphs, as needed; prepare website content including graphics, videos, etc.
  • Develop, coordinate, and/or lead trainings to include opioid use disorder, reducing addiction stigma, trauma-informed overdose response, secondary trauma, drug safety measures, and related topics.
  • Coordinate with grant administrator as well as sections within the EMS Division, including with the Community Programs, Training and Education, Regional QI, King County Medic One, and Administration Sections within King County EMS, to identify future Divisional and EMS system needs.
  • Facilitate an advisory committee with diverse key stakeholders to oversee the progress of the program, including evaluation outcomes and implementation efforts.

Experience, Qualifications, Knowledge, Skills

  • Commitment to equity and social justice principles, including addressing inequities in emergency medical care for racial and ethnic groups that have received disparate care and people experiencing or at risk for overdose.
  • Advanced knowledge of and demonstrated experience with project management methodologies and tools.
  • Demonstrated ability to conduct multi-disciplinary and multi-program planning activities, including project development from concept to implementation. 
  • Ability to form multi-jurisdictional agency partnerships with cities and agencies in a large county.
  • Possess working knowledge of pre-hospital EMS systems, fire service operations, and strategies to work with multi-disciplinary systems, to include fire departments, healthcare facilities, dispatch centers, community-based organizations, among others.
  • Demonstrated ability to review program data to assess programmatic issues and implement problem solving strategies. 
  • Exemplary ability to manage multiple tasks, prioritize effectively, meet deadlines, and deal with time sensitive projects.
  • Knowledge of program evaluation strategies.
  • Experience writing effective technical and non-technical reports and correspondence to a wide variety of audiences.
  • Demonstrated ability in budget development and financial forecasting.
  • Commitment to work effectively with others and work as a member of a multi-disciplinary team and work with diverse populations.
  • Demonstrated ability to work independently and handle several projects simultaneously.
  • Demonstrated presentation skills, effective oral and written communication, effective meeting facilitation skills, analytical, investigative, and organizational skills. Knowledge of adult learning theories.
  • Ability to demonstrate deep knowledge and compliance of the Health Insurance Portability and Accountability Act (HIPAA).
  • Demonstrated ability to operate a computer and use the Internet. Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Must be able to sit and work at computer for long periods of time.

Desired Qualifications: 

  • Bachelor’s Degree in a health-related field, or equivalent work experience in a health-related field.
  • Knowledge of substance use disorder and/or behavioral health services
  • Have EMS/Fire Service knowledge/exposure, preferably within the King County region.
