Summary

The Department of Judicial Administration (DJA) is an innovative, forward-looking agency using technology to help perform tasks better, more efficiently and reliably. DJA (also known as the Superior Court Clerk’s Office) performs a variety of services for the court, litigants and the public. DJA’s mission is to deliver professional, socially just, high-quality Superior Court record services and justice system programs to our customers.   

This supervisory position will lead a group of TLT employees focused on researching and processing materials related to a recent Supreme Court ruling that results in the need to resentence, vacate and refund monies paid on thousands of King County Superior Court felony cases. The Supervisor will oversee the daily operations of staff processing court orders, reviewing refund applications, and issuing refunds pursuant to the Supreme Court decision in State v. Blake. In addition, periodic reporting on the project status and auditing of the documents processed and/or refunds issued will be required. This project is multifaceted, the primary focus is on processing court orders to vacate convictions on simple drug possession in about 60,000 cases. There will also be other orders that may amend a judgment and sentence that was impacted by a prior drug conviction or a warrant that was previously issued and now needs to be quashed. All of these orders will be filed with the Clerk’s Office and corresponding updates need to be made in the case management system. Some cases will also be eligible for a refund on previously paid legal financial obligations (LFO’s) and project staff will assist these customers by reviewing submitted applications, researching financial records, and issuing refunds. 

JOB TYPE:  This opportunity is being offered as a Term Limited Temporary (TLT) or Special Duty position and is anticipated to end in December 2022.

The work associated with this position may have some availability to telework. When/if working remotely employees must continue to reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

When/if telecommuting, employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.  WORK SCHEDULE – This position is exempt from the provisions of the Fair Labor Standards Act, and therefore not eligible for overtime pay. The regular workweek is 40 hours per week, Monday through Friday, however, due to the demands of the position occasional evening or weekend work may be required.

Job Duties

This position will supervise the work of seven staff. Staff will perform many data entry functions such as scanning documents into the electronic court record, updating legal judgments, processing criminal orders pertaining to the release and commitment of defendants, quashing warrants, transmitting documents to other agencies, closing cases in the case management system, updating financial records with outstanding balances, review financial records to determine the amount previously paid. In addition, staff will also assist customers with applying for refunds of previously paid legal financial obligations, verify an applicant’s identity, review refund applications and correspond with the public and attorneys. 

The person in this position may be required to do some or all of the duties of these staff, or have the knowledge to perform this work in addition to other duties exampled below:
  

  • Perform personnel responsibilities such as: training, hiring, recommending and/or implementing disciplinary actions
  • Supervise, evaluate and document work performance; coach, counsel, monitor and motivate assigned staff
  • Determine work assignments and work schedules for supervised staff; monitor workload to remain current and avoid backlogs
  • Review the accuracy of data entries and ensure documents are added and/or updated with extreme accuracy. 
  • Monitor internal control procedures; revise and implement changes as needed 
  • Recommend and participate in development, review, establishment and implementation of policies and procedures to adapt to changes, such as in the law or other King County policies. 
  • Interact professionally with staff and customers while delivering excellent customer service that is consistent with department policy. 
  • Investigate and resolve complaints
  • Ensure the division manager is fully informed of operations within the project. Prepare records and report on project activities. Represent the department in meetings with other agencies and act on behalf of the division manager when required.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:

Supervisors in DJA are expected to have competencies in the following areas:

Experience in the following areas is required:

  • Maintaining accurate records including the maintenance of paper documents and electronic files
  • Working with service level agreements and ensuring compliance
  • Building effective work teams and maintaining effective working relationships
  • Working with diverse populations
  • Working in a fast-paced environment with short turnaround times

  • Explaining complex issues or information in simple terms

Skill and ability in the following areas is required:

  • Excellent oral and written communication skills
  • Ability to develop and implement business operational policies and procedures and efficiencies
  • Monitor deadlines and make adjustments to maintain service level agreements

Any combination of Education, Experience, Qualifications, Knowledge and Skills which provides the applicant with the desired competencies to successfully perform all duties described above will be considered.
