Summary

The King County Finance and Business Operations Division, Business Development and Contract Compliance Section, is seeking a Field Compliance Specialist to join the Labor Equity Team.

This position will provide project compliance and site monitoring for King County public works projects including Community Workforce Agreement covered projects and the County's Priority Hire Program. The labor equity program prioritizes the hiring of underrepresented apprentices and journey level construction workers on King County Public Works projects. Underrepresented workers include residents living in economically distressed ZIP codes based on income, education, and employment data.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:

  • Collaborate with the Labor Equity Team Supervisor and Contractors to ensure compliance of contract requirements and enforce County policies;
  • Identify issues and minor disputes on project jobsites, determine when it is necessary to elevate issues and disputes and determine course of action when areas of non- compliance are identified;
  • Conduct on-site visits and worker interviews at King County project construction sites to ensure adherence to contract requirements, CWA requirements, and County policy; 
  • Monitor contractors’ compliance with contract reporting requirements, review monthly reports; conduct meetings with county staff and contractors as necessary to resolve compliance concerns with contract requirements.
  • Have an understanding of prevailing wage requirements and the ability to cross reference with collected data;
  • Arrange and attend safety trainings, Project Administrative Committee Meetings, pre and post construction meetings to present information about the requirements and expectations relating to Priority Hire, Apprenticeship, Diversity Goals and the Community Workforce Agreement;
  • Work with construction union representatives and County contractors/sub-contractors to ensure adherence to contract requirements, CWA requirements and County policies; Perform other duties as assigned by Labor Equity Team Supervisor to support implementation of the CWA, Priority Hire, and labor compliance requirements;
  • Maintain accurate electronic contract files using an online database to ensure audit accountability. Perform data entry to track, analyze and report data.
  • Write reports and summaries related to current project and programs.
  • Have any combination of education and experience that demonstrates candidate's ability to successfully perform the job responsibilities for this role.
Minimum Qualifications:
  • Experience performing construction site monitoring and/or investigative/compliance interviews;
  • Demonstrated knowledge of prevailing wage laws and its applicability to workers' wages on public works construction project sites;
  • Demonstrated skill in monitoring construction sites for compliance with health and safety requirements;
  • Ability to demonstrate cultural awareness in working with diverse internal and external stakeholders;
  • Ability to develop, conduct, and participate in outreach events to promote and inform the public, including Contractors about the County's programs;
  • Ability to gather and analyze data for written reports;
  • Familiar with a construction project site, safety protocols and labor relations;
  • Ability to communicate with others clearly and effectively and have excellent oral and written skills;
  • Ability to manage conflict effectively;
  • Ability to manage time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
We would love it if you have:
  • A bachelor's degree in Public Administration, Construction, Business, Social Sciences, or equivalent field or Journey Level certification;
  • Three to five years of demonstrated professional experience conducting grievance handling, construction site monitoring, investigative/compliance interviews and/or working under a Community Workforce Agreement;
  • Experience with LEAN processes and principles;
  • Experience with SharePoint, MS Teams and other collaborative online tools.

Physical Requirements: This position requires the ability to conduct physical site inspections and interviews on noisy active construction sites under a variety of weather conditions.
 
Work Environment:
  • Work in the field may require climbing ladders and scaffolds at various heights; walking on uneven terrain; steep slopes; rocky, and rough ground.
  • Field conditions include brushy, forested environments; rivers, streams and wetlands; and slippery, uneven surfaces and dynamic conditions in the outdoors.
  • Work may be conducted around heavy equipment and other potentially dangerous activities associated with construction sites.
  • Work may be performed in the field for extended periods of time and performed under unfavorable weather conditions.
  • Work may be performed in traffic environments during hours of daylight and darkness.
Other Position Information:
This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m., Monday through Friday. This position is represented by a union, Teamsters Local 117.

In order to accept this position, the successful candidate must have and maintain a valid Washington State driver's license. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

The work associated with this position will be performed on a hybrid basis. Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
