Summary

The King County Department of Information Technology (KCIT) Software Engineering team is looking for a Senior Software Engineer t o join our Assessor and Treasury product team managing the processing of over $7 Billion annually. In this role, you will be involved in designing, developing, and maintaining critical, high impact software solutions in the Microsoft ecosystem. You will primarily develop and maintain solutions supporting the Department of Assessments and Treasury with tax collection in addition to having opportunities to serve a variety of business functions across multiple departments and agencies. You will also provide thought leadership, standards, and best practices while serving as a technical development leader, advisor and mentor.

This role requires a strong collaborative team player with extensive troubleshooting skills and a great attitude with an abundance of curiosity. You should have strong Microsoft based technology (ie: C#, TFS, Azure DevOps, Windows Script, SQL Server, etc...) experience in addition to legacy technologies such as COBOL, CICS, Natural and Adabas. You will also have a passion for improving software quality, performance, and reliability, stay current on emerging technologies and value customer service and the small details. This attitude and aptitude often makes you the go-to person for both your peers and business partners.

Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay. This position will participate in a 24x7 after hours on call rotation.

Job Duties
  • Develop and maintain web-based and batch applications using the Microsoft .NET platform with Visual Studio
  • Modernize, implement updates, diagnose, troubleshoot and fix bugs with the Assessor and Treasury product
  • Independently lead and manage own tasks and collaborate on projects and special assignments. Track time and update schedules according to KCIT business practices.
  • Develop builds, pipelines, and releases in TFS and Azure DevOps
  • Develop and maintain documentation for applications and systems, use code comments, wikis, source control and work/bug tracking software to ensure that other developers can review the code and provide additional support
  • Partner and collaborate with engineering, product, and business stakeholders across the organization to design and develop solutions
  • Research, analyze, develop, test and participate in the next generation, cloud first, assess to collect product solution
  • Participate in 24x7 after hours on call rotation
  • Other duties as assigned
Experience, Qualifications, Knowledge, Skills
  • 5+ years of professional experience working within the Microsoft development stack using several of the following technologies: Microsoft Visual Studio, C#, Microsoft ASP.NET MVC, Microsoft ASP.NET WebAPI, .Net Core, Microsoft Entity Framework 6+, AJAX, HTML, JavaScript, React / Angular frameworks and CSS
  • Over 3 years' experience in enterprise .NET development; highly proficient in the Microsoft Enterprise Suite - C#, .NET, Visual Studio, Team Foundation Server, and Azure DevOps
  • Proven experience with several of the following technologies: COBOL, CICS, Natural, Adabas, JCL, PROCS
  • Skilled with Microsoft SQL Server, SSIS, SSRS and Windows Batch Scripts
  • Strong analytical and strategic skills; ability to synthesize complex information and influence decision makers turning strategy into action
  • Excellent communications and collaboration skills, including ability to write, articulate, and present concise technical docs and ideas targeting business partners and other technologists
  • An agile and DevOps mindset with a passion for software design and a talent for independently solving complex technical problems
  • Proven ability to lead large and complex projects and take ownership of the technology and quality to deliver on schedule
  • Customer-focused with a commitment to high quality end to end services through quality-first culture
  • Positive attitude towards peers and leadership, ability to learn from mistakes, and proactively seeks feedback
Desirable Qualifications
  • Experience with one or more of the following technologies: InfoPrint, ViewDirect, Solimar, Control-M, Xerox FreeFlow Design
  • Prior domain experience in one or more of the following business areas: treasury, accounting, finance, taxes, assess to collect
  • Demonstrated experience with cloud integrations and Microsoft Azure - App Service, Logic Apps, Service Bus, API Management, Functions
  • Experience in NoSQL and non-relational data storage designs and architecture
  • Prior experience in public sector and/or a desire to work in public service
