This position will manage the work in the Juvenile Division of the Department of Judicial Administration (DJA), also known as the Superior Court Clerk’s Office. This position will be responsible for management of an off-site department satellite division by defining, developing and implementing policies, procedures and processes in all areas associated with juvenile offender, child welfare cases and Involuntary Treatment Act (ITA).

The work associated with this position may have some availability to telework. When/if working remotely employees must continue to reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
When/if telecommuting, employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. Work schedule is normally Monday through Friday, 8:00 am to 5:00 pm.

The person in this position will be responsible for management of an off-site department satellite division by defining, developing and implementing policies, procedures and processes in all areas associated with juvenile offender, child welfare cases and Involuntary Treatment Act (ITA) cases, including customer service, case scheduling, docketing, calendaring, case auditing, in-court record creation, and document scanning and indexing. This person will establish and implement innovative service delivery systems for the services provided by the Juvenile Division, including establishing and maintaining strong working relationships with all other King County and state agencies involved in the Juvenile Justice and Civil Commitment systems. To implement these systems this person will: manage records and data entry into an electronic court records system and case management system; establish and meet production and quality goals; analyze complex statistical data and create reports from that data related to Clerk’s Office operations; and manage and direct juvenile case flow management. Specifically, the person in this position will:
Provide direct management to and supervision of Juvenile Division staff
Analyze production-oriented workload processes to prevent delays; monitor processing continuously and create and implement improvement plans when delays happen.
Represent the Department on various state and local committees
Act as policy lead on all aspects of Juvenile and ITA case management for the Department
Perform personnel responsibilities such as: training, hiring, recommending and/or implementing disciplinary actions.
Motivate staff by working with them to evaluate and document work performance; coach, counsel, and monitor staff.
Resolve customer inquiries and concerns. Investigate and resolve complaints.
Contribute as a member of the DJA Management Team
Assist in the development of the Departmental budget
Determine work assignments and work schedules for supervised staff; establish production goals and monitor workload of division to remain current and avoid backlogs.
Recommend and lead in the development, review, establishment and implementation of policies and procedures to adapt to changes in the law . Ensure adherence to legislative, judicial and departmental regulations in the area of juvenile caseflow management.
Conduct legislative research and provide advice related to statutes, court rules or other legislative authorities. Interpret legislative changes into operational and technical changes.
Develop and manage an annual workplan and also manage the unplanned and unanticipated projects that come up throughout the year.
Ensure department director and deputy director are fully informed of operations within the section. Prepare records and report on division activities.
Division leaders in DJA are expected to have competencies in the following areas:

At least two years’ experience in the following areas is required:
Working in a production oriented environment
Policy development, implementation and enforcement
Solid knowledge in the following areas is required:
Court processes, legal terminology, civil, criminal, and juvenile laws
The role of the Clerk in Washington state
State and local court rules;
The juvenile justice system in Washington State and locally;
The Clerk, Superior Court, and the states’ role in the justice system
Skill and ability in the following areas is required:
Excellent oral and written communication skills;
Demonstrated strong supervisory skills
Excellent time management skills and the ability to perform multiple tasks simultaneously
A college degree in judicial administration, public administration, business administration or a similar area, plus four years of management or supervisory experience is mandatory. Additional years of management or supervisory experience may be substituted for the college degree.
Any combination of Education, Experience, Qualifications, Knowledge, and Skills which provides the applicant with the desired competencies to successfully perform all management duties described above will be considered.
DESIRABLE SKILLS: Experience and ability working with Word, Excel, and Outlook, and legal research or analysis expertise is highly desired. Experience working in a Clerk’s Office and with elected officials is desirable.
