Property Manager

REPORTING RELATIONSHIPS
POSITION REPORTS TO: Regional Manager
POSITIONS SUPERVISED: Assistant Managers, Property Admins, Resident Stipends, Maintenance Staff,
Porter/Grounds Staff, Leasing Agents and Service Coordinators

POSITION PURPOSE
The Property Manager is responsible for the general operations of the property. This position provides direction
and supervision to assure that the rental program is properly executed, assures the provision and maintenance of
the efficient mechanical operations, adequate buildings and grounds cleanliness. This position is also responsible
for the establishment of good tenant relations and responsible for the employment of qualified competent
personnel. The Resident Manager is responsible for conducting him/herself in a professional manner obeying Fair
Housing standards, HUD regulations, LIHTC regulations (if applicable), and Company policy, including avoiding
fraternization with tenants.

ESSENTIAL FUNCTIONS
• Regular inspections of the buildings and grounds, noting deficiencies of operating
employees and physical appearance of property, deferred maintenance, and other
related data.
• Prepares and submits accurate and complete rental reports, maintains appropriate
rental records, applications, leases, various forms and other required correspondence.
• Periodically reviews employees' performances, discusses needed training with Regional Manager.
• Coordinate the operations of the rental/business office and provide general
supervision.
• Responsible for all job assignments, explanation of employee duties and performance, and informing
operating staff of policies and procedures.
• Approves purchases up to their allotted spending limit for each property.
• Meet all the new tenants prior to or at occupancy, explain the lease agreement, rules and regulations, and
the concept or the housing program. This details what is expected from the tenant and what the tenant
can expect from the management.
• Concur with the Regional Manager on all evictions, lease violations, and special tenant arrangements.
• Provide rental services such as prospective tenant interviewing, application acceptance, and showing
apartments.
• This position may delegate any of the duties below to qualified employees as they see fit in order to
maintain best business practices:


Keep property at maximum occupancy
Processing and correcting all 50059’s.
Processing of all Certifications o Move-In’s/Move-Out’s
Annual Recertifications (HUD) or lease renewals (conventional)
Interim Recertifications
Initial Certifications
Gross Rent Certifications (HUD) or rent increases (LIHTC, conventional)
Occupied Unit Inspections/Inspecting Make-Ready Units
Special Claims
Tenant Grievances
Collection of Security Deposits, as well as making copies of Security deposits for files
Interviewing prospective residents
Preparing and approving all applications (All background checks, EIV reports, landlord history per the Resident Selection Plan for the Property)
Running, notating, and filing ALL EIV Reports per the EIV Policy (HUD)
Maintaining waitlist
Enforcing Community Rules and Regulations
Maintaining VAWA records
Preparing and posting notices on any type of concerns regarding Community, such as but not limited to: o Late rent notices
Re-certifications
Evictions
14/30 notices
Lease Violations
Termination of Assistance
Unit Transfers
Collection of rents
Prepare for Inspections
Organize and maintain resident records, including submitting files for pre-approval and auditing as assigned

QUALIFICATIONS
EDUCATION/CERTIFICATION: High school or equivalent. COS(if applicable) or equivalent certification preferred for
affordable properties.

REQUIRED KNOWLEDGE: Experience with HUD Regulations, Fair Housing Regulations, and LIHTC
Regulations (if applicable).

EXPERIENCE REQUIRED: Prefer at least 3 year of related work experience

SKILLS/ABILITIES: Customer service, problem solving, and Onesite/Yardi software

PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
TALKING: Ability to speak effectively and communicate clearly.

AVERAGE HEARING: Able to hear average conversations.

REPETITIVE MOTION: The employee is regularly required to sit and stand throughout the day. Employee may be required to squat, kneel, climb stairs, and walk throughout the day.

FINGER DEXTERITY: The employee is regularly required to use hands to type and operate office equipment.

AVERAGE VISION: Average vision is required. Specific abilities required by this job include looking at a computer screen for up to 8 hours a day.

PHYSICAL STRENGTH: The employee must occasionally lift and/or move objects in excess of 20 pounds.

WORKING CONDITIONS
Office equipment. Adequate lighting. Work temperatures normal. Environment may be noise at times.

MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

REASONING ABILITY: Ability to deal with a variety of variables under only limited standardization.

MATHEMATICS ABILITY: Ability to add, subtract, multiply, and divide in monetary units and regular units of measure using whole numbers and common fractions.

LANGUAGE ABILITY: Ability to read, analyze, and interpret documents. Ability to communicate clearly.
