Summary

King County Road Services Division has an excellent opportunity for you to be part of local government! We are looking for a dynamic Fish Passage Supervising Engineer IV.  Our successful candidate will help project managers manage highly visible and politically sensitive projects incorporating fish passage into the design of stream crossings.  This position is located in the Drainage Design Unit. The Engineer IV will support the Managing Engineer in providing technical oversight, quality control and certification of plans and documents for assigned Capital Improvement Program (CIP) projects.  The position requires the ability to train and mentor less experienced project managers and engineers.  This is an exciting opportunity to work with the Road Services team and make a difference in our community!

Job Duties

  • Support the Managing Engineer in the daily project management of the assigned CIP projects including overseeing the selection and negotiation of consultant and construction contracts and monitoring compliance with consultant contract terms and conditions
  • Review, approve and prepare drainage design reports, constructions plans, specifications, and project estimates 
  • Prepare and/or approve project schedules, budgets, and work plans to complete assigned work programs and projects 
  • Prepare and/or manage the preparation of hydrologic reports, geomorphic assessment reports, hydraulic analyses, modeling reports, contract plans, specifications, special provisions, and cost estimates 
  • Make recommendations to the Managing Manager on workloads, assist in the hiring process, supervise assigned team members, recommend disciplinary actions and staff training
  • Ensure that project scopes, schedules and budgets are maintained, and project continuity is not jeopardized
  • Provide technical oversight, quality assurance and control of plans and documents for project teams
  • Provide advice and assistance to management and staff regarding the interpretation and application of professional standards and regulations
  • Provide oversight of cost control issues and earlier involvement in project development
  • Manage highly visible and politically sensitive projects
  • Support the Project Engineer and project team during the construction of projects
  • Participate in the resolution of project management and construction problems
  • Support the Managing Manager in developing and recommending long and short-term strategic plans
  • Train and mentor less experienced project managers and engineers
  • Assist in the building of work teams and fostering a culture that supports collaboration and communication and team engagement

Experience, Qualifications, Knowledge, Skills

  • Knowledge of engineering principles equivalent to a bachelor’s degree in civil engineering and five (5) years of progressively responsible experience in design, stream flow modeling, project management and construction, including two (2) years supervising an engineering staff 
  • Expertise in the use of modeling software for flood plain modeling such as HEC-RAS and the ability to train Project Managers and Engineers in use and interpretation
  • Expertise and understanding of the King County Surface Water Design Manual
  • Experience in geomorphological analysis of streams and rivers
  • Two years experience in managing and coordinating the preparation and review of plans and contract preparation for road, bridge and drainage projects
  • Knowledge in project management techniques and principles to include budget, scope, schedule development and monitoring
  • Knowledge of technical disciplines required for implementation of roadway projects
  • Knowledge of construction techniques for civil projects
  • Knowledge of construction/maintenance activities, procedures, and/or methods
  • Working knowledge of applicable design standards for road design and construction
  • Working knowledge of proper drafting procedures for plan and profile sheets 
  • Knowledge of AutoCAD
  • Knowledge of human resource policies and procedures
  • Skill in developing road, bridge, and drainage design plans, specifications and cost estimates
  • Skill in Microsoft Word, Excel, Project and Access 
  • Problem solving and conflict resolution skills
  • Skill in responding to citizen inquiries and working with interest groups
  • Excellent verbal and written communication skills
  • Ability to make presentations/briefings to management, support teams, elected officials and the public
  • Ability to read engineering plans and specifications
  • Ability to read and write property descriptions and right-of-way documents 
  • Ability to maintain a professional working relationship with other agencies, the public, and support teams
  • Team building; ability to lead and work in team environment

  • This position is represented by PROTEC 17
  • This recruitment may be used to fill additional vacancies to include Full Time Employment and Term Limited Temporary positions for up to 6 months

Necessary Requirements:
  • Valid Washington Professional Engineer (PE) License or the ability to transfer license to Washington State within 90 days of hire

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in
Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions, as COVID-19 restrictions permit, throughout unincorporated King County.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
