Public Health – Seattle & King County is seeking to fill a Project/Program Manager III position to support the Analytics & Informatics team. This position is part of the Communicable Disease Epidemiology and Immunization Section (CD-EPI). The position will provide informatics coverage for COVID as well as for general communicable disease support.
 
The Project/Program Manager III leads database administration to support multiple systems relying on data from large-scale, relational databases and data warehouses. This position involves a combination of analysis, planning, coordination and management. The position is responsible for supporting the development of infrastructures and processes that ensure that data can be collected and reported to health planners and other public health officials to guide policy making and the development of effective disease intervention programs. In addition, the position is responsible for database administration, including performance monitoring and enhancement, database/files backup, and database security. The Project/Program Manager III is responsible for performing and participating in business and needs analysis to develop a cloud-based analytics workspace; enhancing data integration efforts; and exploring options to deploy virtual PCs. In coordination with other program leads, the Project/Program Manager will be involved in monitoring grant activities intended to meet these business needs. The scope of work may also include informing analyses to evaluate grant activities, as well as scoping budgets, helping select technologies, and guiding the development of system infrastructures.

WHO MAY APPLY:
This position is open to all qualified candidates. A Special Duty Assignment (SDA) position is open to all King County career service employees who have completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.
 
WORK SCHEDULE. Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. Alternative work schedules may be considered. Occasional evening and weekend work may be required. At Seattle/King County Public Health we strive to be accessible to those we serve. This position may require flexibility to accommodate different work schedules and work locations.
 

Some of the work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.)  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Provide leadership to project team, serving as a Subject Matter Expert or as a technical expert on the development of a cloud-based analytical workspace
  • Consult with users to develop scopes of work and recommendations for implementing a cloud-based analytical workspace
  • Explore opportunities for integrating data across databases and systems
  • Explore the deployment of virtual PCs to staff
  • Administer major relational databases at the back end; this administration will involve functions such as compacting and repairing databases, requesting the creation of schemas, monitoring and adjusting the performance of databases to utilize resources and perform more efficiently, managing users and permissions, performing system audits, resolving/escalating security issues, working with a team to modify database structures, and administering database standards
  • Develop and maintain documentation for system changes
  • Manage grant deliverables intended to meet program needs, including scoping budgets, guiding the selection of technologies, and guiding the development of system infrastructures.
  • Make and modify recommendations for program evaluation, inform technical analysis of program evaluation metrics, and contribute to writing program evaluation reports
  • Conduct technical committee meetings
  • Provide ongoing technical support to users.
  • May be called upon to provide support for service issues or failures at any time
  • The position may supervise assigned staff.

Experience, Qualifications, Knowledge, Skills

  • Master's degree in informatics, information technology, database administration, or related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work
  • Knowledge of large-scale relational databases
  • Experience administering databases on the back-end (e.g., compacting and repairing databases, requesting the creation of schemas, monitoring and adjusting the performance of databases to utilize resources and perform more efficiently, managing users and permissions, performing system audits, resolving/escalating security issues, working with a team to modify database structures, and administering database standards)
