Metro Transit's Employee Services department is seeking one dynamic Metro Green Jobs Project/Program Manager III to develop and manage projects in Metro Transit's Organizational Health and Development (OHD) section. The successful candidates will bring creativity, a passion for workforce development, and a proven track record in project management. This position will help support the implementation of King County's Strategic Climate Action Plan (SCAP) and the King County Green Jobs Strategy within Metro.

The Metro Green Jobs PPMIII is a part of the Apprenticeship and Pathways Team within our Organization Health and Development section (OHD), and will report to the Apprenticeships and Pathways Manager.

The Program Manager will work in partnership with the team to scope, develop, build, and manage pathways programs that target green jobs to meet the needs of a growing and changing organization. The position will leverage the King County Green Jobs Strategy to grow equitable career pathways by partnering with Metro operational divisions and other stakeholders, including community-based organizations and community and technical colleges. In partnership with our current workforce, we are creating programs that enable employees to grow their careers at Metro and that provide more pathways into the organization.

Metro Transit is King County's largest Department, employing over 5,000 people who primarily work in the field of transit operations, vehicle maintenance, transit facilities operations, and marine.

Job Duties

Applying equity and social justice principles i s a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

As a Green Jobs Project/Program Manager, you will:
  • Develop pro-equity, innovative, people-centered work plans, charters, and project documents as a collaborator and team assuring effective operations, communications, partnerships, reporting, and continuous improvements.
  • Organize people and activities to accomplish strategic work plans and deliverables within established timelines to support Metro's Green Jobs priorities.
  • Partner with and facilitate groups of employees, labor unions, and County management to develop, implement, and manage Metro's Green Jobs priorities, including the Green Jobs Career Pathways workgroup.
  • Support Green Jobs Strategy implementation, management, and coordination across divisions with internal and external stakeholders, including supporting Green Jobs career engagement events and outreach.
  • Act as a liaison and represent Metro on interdepartmental Green Jobs work groups to ensure alignment with Metro initiatives, capacity, and priorities.
  • Work with organizational and Division decision-making structures to identify and accomplish tasks and successfully implement projects.
  • Identify and strengthen Green Jobs career pathways with a focus on underserved communities or with non-traditional employment histories to obtain employment or career advancement opportunities within Metro.
  • Manage project schedules, issues, risks, quality, and project deliverables.
  • Support the sponsor and members of leadership to ensure tasks are completed, timelines met, and deliverables achieved.
  • Develop and provide program reports, updates, and presentations to internal and external stakeholders.
  • Engage in evaluation and continual improvement of program activities; may organize focus groups, listening sessions, surveys, and other tactics, using the learnings to adjust and refine program approach.
  • Develop key data metrics, analysis, and reporting on project progress. May lead, mentor, and assign work to other team members.
Experience, Qualifications, Knowledge, Skills

We are looking for candidates who have
  • Demonstrated increasingly responsible experience in program planning and project management, experience taking projects from concept through completion, that engage employees or the community.
  • An understanding of workforce development programs and resources, such as apprenticeship programs, on-the-job learning programs, and other programs.
  • Demonstrated ability to build effective relationships, with a variety of audiences, including Metro leadership, organized labor unions, and employees engaging with principles of engagement and equity and social justice.
  • Strong customer service, organizational, analytical, time management, communication, and interpersonal skills, including the ability to work well independently or as part of a team.
  • Skill at goal setting with the ability to organize people and activities to accomplish strategic work plans and deliverables within established timelines.
  • Comfort and flexibility in navigating a complex hierarchy while managing multiple competing priorities, projects, and customer relationships
  • Skill in managing highly visible and politically sensitive projects/tasks.
  • Skill in facilitating technical meetings with multi-disciplinary staff and leading groups to accomplish specific tasks.
Competitive candidates will have (not required)
  • Knowledge and experience working at Metro Transit or King County or a similar large, complex, highly unionized work environment.
  • Experience in building programming centering the lived experience of oppressed identities: BIPOC, LGBTQ+, persons with disabilities, immigrant/refugee communities etc.
  • Increasingly responsible direct project management experience.
  • Knowledge of Metro Transit policies and procedures.
  • Ability to comfortably work in a high volume, multi-focused, and fast-paced environment, following established processes.
  • Interest and or experience in managing people-focused projects, training, or people development projects.
  • Skill in data gathering, analysis, and developing data tools.
  • Skill in partnering with other entities (such as labor, management, and training providers).
  • Advanced skills in Microsoft Office software including Outlook, Word, Excel, PowerPoint, Teams, and SharePoint.

Work Location:
This is a hybrid position. The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104

Work Schedule
This position is exempt from the Fair Labor Standards Act and is therefore not eligible for overtime pay. The workweek is normally Monday through Friday, 8:00 am - 5:00 pm, with additional hours as necessary, including evenings and weekends.

Teleworking Requirement
The work associated with this position will be performed predominantly by teleworking, complemented by onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations .
